• Television's science based crime investigations. These dramatic fictional renditions of the criminal investigation units based upon forensic science are fascinating, educational and thoroughly enjoyable. But, what exactly are such entities as the NCIS?

• Surveillance technology criminal activity by US Marines. A copy of an Email sent to the real NCIS to bring to their attention for investigation the criminal activity of US Marines Colonel Vine, Lt Harry Bird and others.

1. Television's science based crime investigations. Credit has to go the writers who dream up the marvellous dialogue of these programmes, the actors who carry their lines off with great skill and, well, just about everyone who has put together this genre of criminal investigation programmes. Here's why I am fascinating by them which takes on an added dimension from my personal experience during the last seven years (decade in total) 24/7 by those from the US military, namely, the US Marines. To what organisation(s) are they connected and why are they operating in the UK completely unfettered by any restraint whatsoever? Does this reflect the real NCIS run amok, or should the real NCIS be called in?

Last night's television was quite interesting. I enjoy watching NCIS, CSI, Numb3rs and House (as already noted). By the way that House programme entitled Deception dealing with Munhausen's syndrome I discussed earlier this week will be on Five US (Freeview 35) once again tonight at 1800. I like these programmes because they deal with fact based upon scientifically derived information eliminating as much of the emotional nonsense as possible.«/p>

This does not mean that the emotional side of crimes and interactions between characters does not appear dramatically or in crime solving, but for the most part there is a foundation in scientific derived fact (knowledge) from which to determine conclusions. Each of these dramatic fictionalised programmes uses science (math in Numb3rs) in its own way to determine/model reality. They all recognise the limitations, fallibilities and distortions which emerge from human beings, and, thus, are evidence driven.

Last night's episode of NCIS, called Conspiracy Theory (its programme is 19/23 in the Channel Five order of things in the UK. I don't know its US season/programme numbers yet), was especially interesting because it touched upon the process of making someone appear mentally ill when they were not. The Naval Criminal Investigative Service (NCIS) investigates the deaths of Naval and Marine personnel as well as getting involved in other serious criminal activities, e.g., terrorism. They pursue their criminals with all the forensic and technology techniques at their disposal.

There is also a healthy dose of humour and magic characters which make these programmes a delight. It was NCIS that got me started watching these several programmes because of the forensic foundation and marvellous group of (perhaps not so) fictional characters who interact in amusing and dramatic ways. It does make for enjoyable television along with learning some fascinating information as well as an emphasis on the evidence which forms the foundation for criminal pursuit and capture. There is hope for television yet.

In last night's NCIS a female petty officer was made to look like she was hallucinating by someone planting a device which caused her to hear voices in the middle of the night. It served the purpose of getting her hospitalised from where the plot developed. This included payoffs to a senior Naval procurement officer and a triangle love affair. The NCIS team with their insistence on actually talking with her when others were trying to keep them from doing so and investigating her home to find the device which produced the noises she heard during the night were able to unravel the reality of the crimes that had occurred.

What fascinated me about this programme was the use of technology to try to "spook" someone into claiming that they heard voices and were being pursued by "monsters." Naturally, the health professionals involved saw this as a form of psychosis instead of the reality that it was. Obviously, this is parallel to my situation where corrupt US Marines (former/retired/active duty) Colonel Vine, Lt Harry Bird and others are making every effort to have me appear "psychotic" in similar circumstances. The technological difference is that they use surveillance technology with what the US Army calls "Sound to Skull" (S2K) that induces hearing in the surveillance target by electromagnetic radiation wave propagation and not the normal molecular sound wave propagation.

I had never heard of NCIS before this CBS television programme which I've seen in the UK starting for me last year on Channel Five. I find it fascinating that there is such a dedicated team of criminal investigators who pursue serious crimes against Navy and Marine personnel. They are also not shy about acknowledging the fact that senior Navy and Marine personnel can also be the criminals. Any organisation consisting of humans shares the characteristics of the population at large, and one should find all types. No large organisation is free of the foibles and failures of the human animal. That's why it's interesting to see the dedicated efforts of forensics and technology put to such good use solving these crimes even if fictionalised.

The human animal is capable of anything which comes out from time to time in the denouement of these dramatic programmes. Last night's programme here in the UK was no exception with is complicated plot and effort to cause someone to look like they were mentally ill. For the last seven years and one month, these current/former/retired US Marines, Colonel Vine, Lt Harry Bird and whoever else, have been hard at it against me faking allegations while trying to maintain that I am mentally ill to protect themselves from the truth I document about their behaviour and its reporting. They make every effort to try to get me alienated from others and incarcerated/hospitalised in some way so that they can have access to my vast collection of documentation of all that they have done in order to destroy it.

Their allegations include serious crimes like murder, rape and so on in order to inspire fear in others to alienate them and incite those so willing to carry on in a vigilante mob manner by repeating the false allegations. I was supposed to have raped and murdered my mother. I was supposed to have murdered my father. I was supposed to have murdered others and raped others as well as carried out violence against others. All of it is nonsense.

They have no evidence which is why they've been here for over seven years 24/7 carrying on with these false allegations and extreme abuse from the surveillance technology to try to break me down by means of terror torture interrogation and imprisonment carried out with the surveillance technology. They cannot succeed because all that they claim simply did not happen.

The question arises as to what these US Marines are all about, and why they are carrying on in this manner here in the UK in North Kensington in London supported and sustained by the local and central government along with the police, NHS, social services, etc? You might begin to understand my attraction to these programmes which are evidence driven based upon scientifically verifiable facts derived from careful collection and analysis techniques (after all that is the scientific method) when I am faced with a continuous 24/7 barrage of nonsense second-by-second which has gone on for all these years.

One of the added benefits of these television programmes is the fact that these people using the surveillance technology watch them right along with me. This gives me the opportunity to comment upon what is happening and the keen dialogue created in this programmes as it relates to the abusive activity and lack of facts which continuously come from Colonel Vine, Lt Harry Bird and others. When I run into programmes like House with its Munchausen syndrome plot foundation or the NCIS programme with the technological abuse against a woman to make her appear mentally ill, I find these extra rewarding and enjoyable since it gives me more to say about those who are trying to carry out these same "deceptions" and extensive crimes against me.

What I am now wondering about is how does the real NCIS fit into all of this? Does it really exist? Yes, here's its web site. I should think so unless CBS has created a totally fictitious entity for crime solving for the Navy and Marines. It would be the same as the CID services in the Army for example. My father was a Naval officer who is now buried in Arlington. Could the real NCIS be some whacko organisation who carries out this kind of an investigation worldwide with the abuse from surveillance technology as I've experienced for more than seven years now? Somehow I think not.

Sun Mar 9 16:31:13 GMT 2008: "Bomber," said Lt Harry Bird just as I finished the preceding paragraph. Ah, ha, that is the other element: terrorism. Yes, he's been calling me a terrorist and bomber, sleeper and whatever too for all these years as well. All of which is total baloney.

However, on the CBS web site for NCIS there is a comment "these special agents travel the globe to investigate all crimes with Navy or Marine Corps ties." This is the fictional creation where they do pursue murder and terror throughout the world. The team is also run in the fictional television version by a former US Marine gunnery sergeant. On the real NCIS web site they say "NCIS is a team of federal law enforcement professionals dedicated to protecting the people, family and assets of the U.S. Navy and Marine Corp Worldwide."

What am I experiencing? Is this some form of real NCIS gone berserk worldwide with surveillance technology, or is this some crime being carried out by US Marine personnel of some affiliation (they do use their rank and talk about their military activity all the time) which should be investigated by the real NCIS? The plot here is as complex and muddled as any the writers working for CBS could create. It's too bad that I cannot find a way to send along my comments to the Executive Producer of NCIS at CBS as a suggestion for a story line if nothing more and let his/her/their imaginations go to work on it.

But since I can't do that at the moment anyway, I'll write about it here and let you watch these programmes with all the more interest that knowing such deception, destruction and real threats to individual privacy and life exist which are running amok from an indefinite source while those doing it are known quantities who persist year after year with murder as their ultimate objective. Is this the real NCIS, or where are Special Agent Gibbs and his team when they are really needed? I will be contacting the real NCIS with reference to this web journal entry.

2. Surveillance technology criminal activity by US Marines. After writing the above comment, I sent the following Email to NCIS. The great problem deriving from the last seven years of extreme abuse from surveillance technology is that the US military and specifically the US Marines have been brought into disrepute including strong anti-American sentiment.

On the eve of 11th September 2001, after Colonel Vine, Lt Harry Bird and others had been working in this environment for seven months 24/7 in a most abusive manner, a male outside my front window shouted as loud as possible "I hate Americans." The following morning the terrorist attacks occurred in the US against the World Trade Centre buildings, the Pentagon and the aborted flight which crashed in Pennsylvania which was purported to have been destined for the White House.

There was little doubt in my mind that the activity of Colonel Vine, Lt Harry Bird and others contributed to the success of this and other terrorist attacks. They jammed the vital terrorist intelligence information pipeline with junk for their own corrupt self interest and continued to do so after 9/11. Their fabrications escalated and continued 24/7. The guy who yelled "I hate Americans" returned a few days after 9/11 shouting more out front but not this hate attack on Americans. He had a distinctive voice and was noted as much as a year later outside around one o'clock in the morning on a couple nights.

I believe that in addition to their continuous criminal activity against me Colonel Vine, Lt Harry Bird and others incited this anti-American sentiment and hatred and continued to do so by means of their extreme criminal behaviour in the community which has gone on 24/7 up to this writing. There activity was so bad in the seven months leading up to 9/11, that I sent daily diary/logs of their extreme behaviour to those in significant positions in this Labour government at that time including the Prime Minister, the Chancellor of the Exchequer, the Home Secretary and others including my MP. The media was also included as recipients for these Emails.

The US Marines' activity was so extreme and unbelievable that I felt it necessary to communicate a comprehensive diary/log in great detail of what they were doing on a daily basis for 60 consecutive days during July and August 2001. Shortly after I stopped sending this detailed record in the hopes that their activity would be halted, the attacks of 9/11 occurred changing the world as much as the attack on Pearl Harbour had done on that Sunday morning, 7th December 1941. Instead of taking my reporting seriously, I was attacked for my comprehensive and detailed reporting. Every effort has been made to discredit the truth of what I've been reporting for years.

This is a classic situation where the bully blames the victim. That is why I have found these two television programmes so interesting during the past week 1) the House programme entitled Deception with its portrayal of Munchausen's disease where a person fakes illness in order to obtain attention and put one over on those considered "more important and powerful." The situation in which I find myself is Munchausen By Proxy Syndrome (MBPS) where someone manufactures an illness for another driven by the same motivations as Munchausen. And, (2) the NCIS programme entitled Conspiracy Theory where there was a conspiracy to fake mental illness in someone to have them brought under control and discredited for what they might say.

As it turned out, both of these television programmes were directly relevant to this situation. There is an effort to fabricate mental illness in an effort to control and discredit what I have to report. The ultimate objective is to have me incarcerated based upon this hoax in order to remove me entirely from being able to document further and continue my reporting about what has occurred in this environment for the past decade. Colonel Vine, Lt Harry Bird and others joined a process of surveillance technology abuse that had already been in progress for 2.5 years including the same abuses. They added themselves and their more sophisticated surveillance technology to the overall effort and have taken over this activity during the past seven years and one month so far.

It wasn't bad enough that 9/11 occurred with their abusive activity in the background, but London was bombed almost four years later on 7th July 2005 followed two weeks later by the "dud" bomb attack against an identical target array on 21st July 2005. It is my firm belief that Colonel Vine, Lt Harry Bird and others contributed directly to the motivation for carrying out these terrorists attacks in London by their extreme behaviour during the four plus years preceding these attacks. My reporting of their extreme abusive behaviour went unaddressed as it has continued to be unaddressed for all these seven years and one month.

No matter how much torture activity is exposed by the US military in the world including Abu Ghraib, Guantanamo and Jonathan Kent Idema in Kabul working outside the US military these US Marines are not phased by any of these exposures and pronouncement of prohibition against torture which they blatantly and obviously carry out as if no one else in the world existed except themselves. This is why I continue to address this problem with documentation and reporting including recognised instances of "deception" and "conspiracy" that dramatically parallel this situation. The portrayal of such on a fictional television drama is irrelevant. It is what is portrayed within the context of scientifically derived fact that is important for its relevance thus creating an evidence base driven activity which is the cornerstone of these investigative/diagnostic television dramas.

Since one of these television programmes happens to be NCIS, I have sent a brief synopsis of this situation for the real NCIS to investigate. I believe that the "assets" of the US Marines (the lives of the US Marines themselves) are at serious risk in this world by the activity of Colonel Vine, Lt Harry Bird and others. They are putting the lives of innocent people as well as the US military personnel at risk from terrorist attacks by their behaviour which incites terrorism. They are also fomenting worldwide hatred against the US military and the US by their extremely abusive behaviour. As a result, the US Marines and US military in general are held up to ridicule, derision and considered barbarians of a most extreme kind.

They are actually behaving in the same manner that terrorists behave. Since they are directly connected with the US Marines and flout this connection continuously including recent references to the possibility that Lt Harry Bird was promoted to Captain, and since my father was a career US Naval officer with a distinguished record, I have brought this matter to the attention of the real NCIS to investigate. Now, I will see if they measure up to what is portrayed about them in the fictional television series NCIS.

1. Extensive criminal activity is being carried out and has been carried out by former/retired/active duty US Marines Colonel Vine and Lt (possibly now Capt) Harry Bird in London since February 2001 continuously 24/7.

This has included but is not limited to false imprisonment, torture interrogation, surreptitious medication and surveillance technology R&D. They have sought to cause personal harm and death by their activity and continue to do so in order to hide their crimes.

2. My father, Lt Commander Ray Edward Chance, was a 30-year US Navy veteran who was stationed at Pearl Harbour on 7th December 1941. He was captain of a fleet tug, USS Zuni, during the Pacific War. He was captain of a food cargo ship, USS Merapi, taking supplies to Korea during that war. He is now buried in Arlington National Cemetery (Grave 2336 Section 51).

3. Lt (Capt?) Harry Bird, Colonel Vine and others with them falsely accuse me of having murdered my father and murdered and raped my mother. They have been using this surveillance technology as a means to extract a confession from me under threat of death by continuous torture interrogation 24/7 since their arrival in the proximity of my home (address below) in February 2001.

I believe that they have contributed directly to the growth of terrorism generally and specifically in this environment by their public actions which have resulted in the "dud" bombings which occurred on 21st July 2005 nearby at the Shepherd's Bush Tube station and other locations by various terrorists some of whom lived not far away and manufactured their bombs not far away.

The openly public activity of these US Marines carried out indiscriminately and completely outside the democratic rule of law has provided fuel and incitement for those who are disposed to pass over the brink into terrorist attacks as well as leading to an environment where antisocial and criminal behaviour have become a general standard.
