1. Society based on fear continues. Here's a government who came to power in May 1997 stating that it would address crime and the causes of crime which is now set to escalate despite all the money expended. The government is looking for a scapegoat, and I believe that scapegoat will be the police who operate with their hands tied in many respects and at the behest of others. The police are an instrument and subject to abuse against which they have a great difficulty defending themselves due to the confidentiality necessary to police operations. This doesn't let the police off the hook. There are serious problems with police management as I've directly experienced for the last decade. However, the timing of this report and its content strike me as a shot across the bow of the police by Tony Blair with regard to the Cash for Honours investigation which the police are carrying out including the unprecedent interview of Tony Blair himself.
It is no surprise to me that this fear mongering memo is being produced in order to roll out new methods against crime. The government seeks to increase public fear in order to gain acceptance for its extreme measures which are control in character rather than involving crime prevention, detection and judicial procedures based upon sound law enforcement activity. This report is a profound admission of failure by this government.
I have been the victim of fear mongering for the past eight years and four months with the use of surveillance technology to vilify me in every way possible. The purpose was and is to build tenant management by creating an enemy exploiting those in the environment who have a criminal and antisocial background activity. The police participated directly in this for years. This fear mongering is intended to portray those in power as having the solution to the problem of the paper dragon which they create. In the case of this report that is literally true.
The reward for those who have committed crimes which I reported is a coverup if they help produce an acceptable image making tenant managemet, the police, the NHS and others who have participated look good and successful. Anyone like me who reports it like it is becomes the object of vilification which intimidates others who would dare state the truth by using the extreme abuse against me as an example. The surveillance technology used against me is the most sophisticated ever known and surpasses anyone's imagination.
What the government is considering as noted below in the Sunday Times article borders on the technology which is being used against me personally, i.e., ID chips. Except all that is really needed is the brainwave fingerprint surrounding the head of anyone. The government is pushing toward control and social engineering which has been carried out against me for eight years and four months. Bounty hunters means a vigilante society. Secret memo warns Blair of crime wave

Britain is facing the first increase in crime for more than a decade and a 25% jump in the prison population to 100,000, a leaked Downing Street report reveals.
The confidential and unusually frank report from Tony Blair's strategy unit also attacks the police for failing to improve their performance despite big budget increases.
"There is still little chance that a crime will be detected and result in a caution or conviction," it states.
The leak will embarrass Blair and his ministers, who have boasted for years that "crime is down", particularly as the report is based on the Home Office's own assessments.
In another blow to Labour's credentials, it adds that "there is an increasing wealth gap . . . the very poorest have got poorer since 1997".
To combat crime the strategy unit suggests adopting controversial measures used abroad, including: enforced heroin vaccinations, alcohol rationing, a ban on alcohol advertising, "chemical castration", ID chip implants, the public shaming of offenders, the use of bounty hunters and enforced parenting classes.
The 60-page report Policy Review: Crime, Justice and Cohesion was written last month. It notes that:

Plans are being considered to tackle what could be Britain's first rise in crime in 12 years if there is a decline in the economy, a leaked report shows.
The Sunday Times said the report by Downing Street's strategy unit predicts prison numbers could increase by 25% to 100,000 within five years.
The report suggests other strategies for fighting crime, including "chemical castration" and alcohol rationing.
No 10 said they were ideas and there would be no decision for some time.
The 60-page leaked report also criticises the police for failing to improve their performance despite large budget increases.

Re Holiday Greetings From the Ninth Consecutive Torture Christmas in the UK
It must give you quite a feeling of warmth and satisfaction to know that you have succeeded in carrying out eight years and four months of continuous 24/7 surveillance technology driven torture interrogation, imprisonment, surveillance R&D, medical experimentation and ultimately execution all outside the law, the legal justice system and law enforcement against a totally innocent person. It's still going on.
You must marvel at the cost savings and efficiencies of scale this activity implies when confronted with an escalation of crime in the future and a 25% rise in prison needs. Just think you will be able to prove all your critics wrong because you will be able to confront rising crime without any need for prisons.
As you expand the surveillance technology imported to these shores by former US Marines and now US government agents/contractors Colonel Vine and Lt Harry Bird, you will be able to totally invade the privacy of any target and imprison him or her in their own home tracking all activity no matter where.
You will not need any prisons, courts, police or many other institutions of the democratic state. These can all be greatly reduced with most of those involved redeployed to this surveillance technology usage. The medical experimentation will be particularly useful in saving money at the NHS. These targets will be monitored, diagnosed and surreptitiously medicated remotely including this "chemical castration" which has been in the news today after that leaked report from your residence appeared in the Times.
Just as in my experience, no legal procedures will be required since a complaint from any group of people will suffice to determine guilt with incarceration and all of the above carried out administratively. You have much to celebrate this Christmas and New Year's holidays.
I am genuinely delighted to have been and still am a nonconsenting human guinea in this breakthrough of modern technology which allows for the complete control and domination of a human being.
