1. After experiencing a couple more incredible nights like the one which occurred early Friday morning that was the subject of my Email then and published here, I sent a further Email today about Saturday and Sunday. What continued to occur over the weekend was extraordinary. At 0200 BST early on Sunday morning the time was set back one hour to 0100 GMT.

Following my correspondence on Friday last, the activity described continued during the next two nights (Sat and Sun early morning hours). Here's the briefest of summaries:
1. Fri night/Sat morning: Kept awake by constant tapping and other noises on the floor above for upwards of an hour c 0200 to 0300. I was woken at least twice from sleep by persistent tapping which stopped when I moved to make a verbal note recording of it.
2. Sat night/Sun morning: After turning the clocks back at 0200, there were significant noises after I went to bed at the new 0200 (the old 0300 in terms of elapsed time). There were at least seven minutes of very loud chatter from a group of guys departing from nearby and apparently having a loud "discussion" out front. It was so loud that the sound of these voices was recorded on the camcorder operating in the bedroom while I was initially trying to get to sleep. It was so loud and persistent that I got up and sought to identify and film them if possible while making further recordings from my bedroom window sill on another digital recorder.
Before this about 0145 new time (0245 old time), there was an altercation inside the Walkway then outside with a female yelling repeatedly "I didn't do anything." I was preparing to go to bed at that time. Further verbal comments relating to this came from a male who said "I caught her" and Lt Harry Bird who said "He heard you." I haven't the foggiest notion what this was about, and it is none of my business. I only mention it since it might be related to the excessive noises from these guys departing some 20 to 30 minutes after this incident.
Summary:
The kinds of disturbances which impact me externally while I sleep vary in source from above, below and outside. Some are normal. Others are deliberately intended to disturb. These latter form a pattern of activity which is consistent between the several sources. The tapping on the floor above for 30 minutes on Friday about 0500 and the same tapping on the floor above for about an hour in the middle of the night after I went to bed the following night (Sat early am) is an example of this. So are the noises from below. These may alternate from night to night or from time to time on the same night. I have a very careful media record of these three nights after midnight on Fri, Sat and Sun as I do on each and every night.
This is then supplemented by deliberate efforts to wake me in the morning when I am trying to sleep. I was woken this morning about 0740 by three very hard hits from below that vibrated the bedroom and bed. These fit into a pattern of similar activity from below intended to disturb my sleep and wake me at various times through the night and morning. When I note and report this, I am blamed for what is being done. Or, I am just blamed for it.
There is a purpose to this activity which goes beyond just the chronic sleep deprivation objective. This is to cause me to wake up making a noise such as talking in my sleep. This has been occurring for over eight years, and I have documented it completely each and every night for all this time. Repeated stomps on the floor above or hits from below have been used to wake me especially as I am going to sleep. I have remained awake but motionless and documented this occurring.
The point in hoping to make me talk in my sleep is sought to be able to then point a finger at me. For all these eight years there has been a mocking "Woooo" sound made by adults and children referring to this set up by them. This "Woooo" sound continuous recently especially by children. I rarely, if ever, talk in my sleep even when disturbed continuously like this.
The tapping on the floor above in the early hours of Fri and Sat mornings are an example of this attempt to cause me to talk in my sleep as well as wake me. The hits below are another which have been noted for early Fri morning and this morning. In conjunction with this there is excessively loud music from below which I pick up as thumping bass in the living room. When I then go into the bedroom, I can hear the music itself loud and clear coming in the bedroom window. There were two examples of this during these days.
If I wanted to sleep during the day in the bedroom to make up for the continuous sleep disturbances throughout the night, I could not do so. I am prevented from even considering it since I do not know when this will start. I have been targeted for such disturbances when I do try to sleep in the day to make up for the deliberate sleep disturbances and deprivation which occur at night.
Surveillance:
Surveillance technology abuse drives this whole situation and has for over eight years. Lt Harry Bird, Linda and others exploit this activity and carry on with their own sleep deprivation abuse. These three days as described provide an excellent example of this. Despite my extensive communication on Friday last, this activity continued for two more nights in the early morning hours of Sat and Sun. This continued to occur amid an hysterical desperation on the part of Lt Harry Bird and Linda to fabricate allegations and incite others to unlawful and criminal acts.
The point in disturbing me is to hopefully cause me to talk in my sleep when waking reflecting an attempt to then point a finger at me if I do. This does not occur, but the attempts to create this impact do. That is another reason for me to use the complete media coverage of my sleep activity so that no false allegations can be manufactured against me while I sleep which have been occurring for over eight years 24/7. Lt Harry Bird and Linda engage in constantly making such false allegations which are refuted by the evidence as I've described.
The above activities with their direct evidence of what happened constitute breaches in the Protection From Harassment Act of 1997 with respect to both its unlawful and criminal provisions. There are at least two examples of each during these three days which have also been subjected to surveillance technology abuse that has not identified and stopped this unlawful and criminal activity because it is, as I described in my correspondence on Friday last, a part of it. It is all part of an overall pattern of extensive unlawful and criminal activity.

2. Surprise, surprise! The scaffolding was removed this afternoon and the old balcony tiles (all 84 of them) were placed along the outer balcony wall. After eight years and almost five months the balcony was not restored to the way it was with the tiles on its floor. This has included over five weeks of a scaffolding placed up to the balcony with work done only on one day the first Wednesday after it was in place. Today, after putting concrete on the balcony floor Thursday morning last, work as stopped leaving the balcony as it as on or about 5th June 1998 when the disrepair was deliberately created. More money was spent to perpetuate this state of disrepair. I sent the following Email this afternoon:

The scaffolding is being removed from the front of the building as I write. It is no longer visible from the bedroom window.
The tiles have been placed on the balcony stacked alongside its outer wall.
No tiles have been placed on the balcony floor as is required for its protection which was the purpose of this whole past eight years and almost five months of pending repair and the reason I have not had the use of the balcony.
After over five weeks of the scaffolding being in place since 22nd September 2006, the tiles have not been replaced on the balcony.
Instead, only concrete has been put in place as occurred Thursday last when the ladder was left up to the top of the balcony in the afternoon keeping me from leaving the premises due to a security hazard as you were informed.
In late June 1998 the Council's surveyor explained to me that the tiles were necessary in order to protect the concrete underneath from anything placed on the balcony such as furniture. Otherwise, the concrete can crack, be damaged and allow water through.
As I saw the balcony tiles stacked along the top of the outside wall under the railing during the past weeks and so photographed them, they appeared to be brand new tiles.
However, the tiles now stacked along the bottom of the outside wall on the newly laid concrete have the remaining sealant which was on the bottom of the old tiles lifted from the balcony floor on or about 5th June 1998.
What is happening with respect to replacing the balcony tiles on the floor of the balcony?

3. After it was obvious that the supposed balcony reapair had been aborted rather than completed amid the last several days of extreme unlawful and criminal harassment, I sent this additional Email:

The attached photo shows the balcony status as of 30th October 2006 at 15:42 after the scaffolding was removed and the old tiles were left along the front wall of the baclony as described in my earlier Email. The slight haze in the above portion along the top right of the photo is due to the flash reflection against the balcony door glass as I took this photo looking through the balcony door.
Is this what you would call proper repair to standard? Or, am I missing something?
If this is supposed to be a completed job, why weren't the old balcony tiles removed? Am I expected to throw them away?
This appears the same as the state of disrepair which was created on or about 5th October 2006. It also appears that the intent was to place a sealant on the floor and up onto the sides of the balcony then cover this with concrete to protect against any water seepage while not providing protection with balcony tiles against any damage which might be done to the concrete itself through normal usage.
This appears to me to be a half done job which is intended to serve only half the purpose of the balcony repair while leaving the balcony in the same state of disrepair which was created on or about 5th June 1998 depriving me of its usage.
Judging from the extensive vigilante verbal abuse from Lt Harry Bird, BS and others along with the extensive unlawful and criminal harassment which has occurred since Thusday last when the concrete work was done, it appears that this half done job was intended in order to deprive me of the use of my balcony.
I cannot use this balcony until it is properly protected with tiles. I have no confidence that the concrete will not crumble and break up under normal use which could lead to leakages in the future. This remains an outside building repair to be finished in order to fully protect against the possibility of leakage in the future.
Why was the scaffolding removed before the full repair was finished by fully replacing the tiles on the balcony floor?
The vigilante mobsters Lt Harry Bird, BS and others using the surveillance technology have been engaging in extensive verbal abuse this afternoon throughout this process of the scaffolding removal shouting continuous abuse. Comments leading up to this event this morning and through lunch indicated that the scaffolding removal was driven by them as a result of their hysterical bullying and false allegations.
Shortly after noon, Lt Harry Bird told BS "It's only a couple hours." followed by "Be brave." A couple hours later the scaffolding dismantling process commenced.
When do you intend to complete the outside balcony repair so that full use of the balcony is restored?
"He's a misfit," was the latest abuse from them as I finished writing this Email up to this point.
I have done everything I could to effect protection of this balcony commencing in late April 1998 and get a proper repair for the leak which was caused inside the pipe which Samuel Fawehinmi described as repaired in 2001 following legal proceedings in the High Court during March 2001.
Lt Harry Bird, BS and others have sought to deny me every proper repair to the premises by their continuous unlawful and criminal harassment by the use of the surveillance technology as I've described at length. I view this incomplete balcony repair as one more such example of their ongoing unlawful and criminal harassment to deny proper repairs to the premises in order to deny me full use thereof.
"Incompetent," said Lt Harry Bird just now followed by "I know." from BS.
This is more groundless verbal abuse from them using the surveillance technology as a weapon to intimidate as much as possible hoping to prevent me from addressing the problems which they create and perpetuate in the interest of their objective to destroy human activity part of which is to deny me the full use of the premises in which tenant management participates as evidenced by eight years and nearly five months of deliberate and wilfull balcony disrepair created and perpetuated.
Apparently, they made every effort to interfere with the scaffolding erection on 22nd September 2006 by their verbal abuse which I heard and documented at that time. They then blame me for what they do to me such as denying me the use of the balcony.
In the process of so doing they create the fear of violence as has occurred recently and been communicated to yourself and the police. This consitutes criminal harassment. While I was returning from a trip outside this morning, a male using the surveillance technology stated "I want him taken out." as I was entering the front door of the building after holding it open for another who was also loaded with bags as I was.
This is a continuous phrase used by Lt Harry Bird, BS and others as a means to induce the fear of violence from them as they try to incite others with their false allegations and false negative characterisations.
This was going to be a short Email with a photo of the balcony, but Lt Harry Bird, BS and others turned it into more of the same communication regarding their unlawful and criminal behaviour in which they engage continuously due to their ongoing behaviour.
The essence of harassment is denying the victim the possibilty of doing anything about the harassment. I am subjected to harassment which is compounded by further harassment when I attempt to address the source of the problem. The harassment to which I am subjected completely denies me the ability to properly address that harassment.
The harassment law provides for protecting the victim of harassment in order that such a perversion of the course of justice cannot take place which is another offence in a long string of such offences carried out by Lt Harry Bird, BS and others. Those who do not enforce the harassment law are guilty of an offence as well.
