1. The result of a failed tenant management despite its three star rating last year and "Drive By Police" noted here 18th December 2006 for an event which had occurred on 9th December 2006. is, of course, a continuation of this inline skate jumping antisocial behaviour. Here are some more snapshots from a video clip of the inline skate jumping and sliding along the fence below my kitchen window this evening after dark making it all the more dangerous at the narrow entrance to the Lancaster West Estate at the corner of Whitchurch and Bramley Roads. I wonder what the tenant management and/or Council liability insurer would think about this disregard for the public safety I've documented? Who will be liable in case of an accident?

There is a danger to those who do this, to passersby, those who are forced out into the road to walk onto or off the Estate since there is no pavement as can be seen in the photos. And, there is damage to property as well as a series noise nuisance. Those using the surveillance technology 24/7 for eight years and five months are setting a standard for antisocial and criminal behaviour in this environment. I get continuous abuse from them while documenting, preparing and reporting this information as they seek to stop such activity to maintain fundamental standards. My repeated reports like this to the authorities have had no effect. These people feel free to carry on with this antisocial behaviour, and the use of the surveillance technology is abusive against me and not used to maintain standards.

Since this video was taken after dark, these snapshots might turn up darker on a standard monitor. While they were very good in the video clip, the quality of these snapshots might be better on a TFT screen. Enlarging the image might help too. I'm not against what these guys are doing. I just believe this is not the proper place for them to be inline skate jumping like this, and here are some photos to illustrate the problems and risks. Those in authority should get together and see what can be done to redirect this activity to a safe area where the jumpers and public can be protected. Let them develop their inline skating skill with minimal risk to themselves and no risk to others as well as take the noise nuisance to an area away from the numerous flats here many of which have small children and infants. It would also remove the damage being done to government property which was not made for this purpose.

This guy in the photo below is standing on the outside of the fence on the kerb of the road filming with a camcorder at the start of this activity and at the time just after I had set up my own filming with the camcorder on a tripod at the window. Is he filming them or me?

As demonstration of the fact that it can be dangerous, here's a inline skate jumper on the right in the two photos below who slips and falls on takeoff. The first photo below shows him falling and the second fallen on the ground. They are launching off the board on the ground to jump onto the fence and slide along its top to its end on the right. The hitting the top of the fence and sliding along it are outside the photo to the right.

A few minutes later this same inline skate jumper in the two photos below gauges what is needed to put his wheels on the fence for sliding by stepping up onto it for a bit before jumping off onto the board to skate off for another run at it.

As an indication of pedestrians running the gauntlet of the inline skate jumpers, here are two photos below of two people departing the Estate staying close to the wall below away from the fence followed by an inline skate jumper 16 seconds afterwards. The time difference can be seen in the bar at the top which shows the elapsed time for the photos as part of the video clip. This skater is travelling at speed. Although this is probably enough time to permit these pedestrians to go past, accidents happen because people just don't see something like this occurring. Pedestrians can shift positions, and/or the inline skate jumper can have an accident and fall. Everyone is at risk here. It is not pleasant to contemplate what might happen when such behaviour is irresponsible.
