Subject: Central Heating On? Corrupt Tenant Management Has Not Fixed This For Years!

The Kensington & Chelsea Tenant Management Organisation (TMO) has deliberately disregarded the fact that the central heating for the Lancaster West Estate with some 900 units and thousands of people effected cannot be turned off during the summer.

Health and safety risk is extreme, and tenants have to pay for the higher fuel bills.

I reported this in early August 2003 to the Leader of the Council and the TMO Chief Executive as an emergency situation during that heat wave. I sent them two faxed letters 24 hours apart and received no reply. 2,000 people in the UK were reported to have died as a result of this heat wave.

I sent another letter at the beginning of September 2003 since I had not received a reply. I finally received a reply with a nonsense answer in October 2003 when it didn't matter.

During this summer of 2003, the Audit Commission Housing Inspectorate carried out an inspection awarding the TMO two stars which qualified it for some 40 million GBP. Obviously, the TMO was trying to cover up this problem by not acknowledging its existence when thousands were at risk in August 2003.

At the same time over one million GBP were diverted to constructing 38 business units in the Barandon Road of the Lancaster West Estate while the central heating remained on throughout this time and subsequently during the summers of 2004 and 2005.

I once again reported the problem in June 2005 during that heat wave, but this time it was reported to BBC London after an on air question querying how people were coping who actually got some response which turned out to be ineffective.

There has only been one notice sent to tenants about this in all these years about which I know. This resulted from the June 2005 BBC London response when they contacted the Estate Office about the problem. There has been no other communications concerning this problem until recently when a repair schedule was circulated for the entire summer [Page 1 of 3]. [Page 2 of 3] [Page 3 of 3]

[The third page of this letter notes: "The first round of works (stage 1) will be complete at the end of August 2006 [actually the schedule indicates 11th Septembr 2006]. We will then proceed to upgrade the remaining blocks in 2007 (stage 3)." What happened to stage 2? What are the "remaining blocks?" Are these people who will have to live with the central heating on until sometime unspecified time in 2007?]

It will take into September to repair all these flats in order to turn off the central heating in each one of them. It is currently 37C in my living room where I am writing this. The floor under where I am currently sitting is hot from the hot water in the central heating pipes that pass from radiator to radiator through the floor. This affects my entire flat.

Repair will not come to Hurstway Walk for another couple weeks, and some will not be repaired until September. In the meantime, how many lives will be at risk?

The Lancaster West Estate Management Board Chair resides in Barandon Walk where the business units were created, and Barandon Walk was second on the list to be repaired. This is tenant management in favour of those in power at the expense of the lives of everyone else.

There is no reason for deliberately ignoring this critically important problem while diverting funds for the construction of business units. This has been deliberately done for the self aggrandisement of those at the top. Now all the rest of us are paying the price with our lives.

This is outright corruption and is only one example of the failure of tenant management to provide essential services and repair that are necessary to protect the health and safety of the thousands of people who live here.

The Audit Commission Housing Inspectorate is currently carrying out another inspection of the Kensington & Chelsea TMO at this moment during July 2006. I sent them a long complaint in June 2006 about their previous failings in the 2003 inspection and what has ensued as a result.

They refused to process this complaint against themselves since it was filed more than six months after the 2003 inspection at which time I had also notified them of many problems here but not the cental heating problem.

My only recourse is to file a suit against the Audit Commission since there is a six year window for that complaint processing in the courts. If they will not clean their own house and protect the taxpayers, then they must be held accountable and responsible as provided by the democratic rule of law which seems to be lost when it comes to this government.

In the meantime how many people will suffer illness, injury or death because of the fact that the central heating is on now and will be on all summer for many?

The above temperature (C), humidity and dew point graph comes from a logger taking these measurements every 30 minutes for the last couple weeks of May 2006 and the month of June 2006 until Saturday, 1st July 2006, at noon when this heat wave was just getting underway. This logger sits on a desk top area free of any heat source to get accurate air temperature and humidity readings.

During the last couple weeks of May 2006, the temperature was between 25 and 30 degrees centigrade in my living room although the humidity was high there at that point relative to its normal levels. It was up above 40% relative humidity a couple times. Under the circumstances with the central heating pipes in the floor always on when they should have been off, this is a comfortable temperature considering what it is at present.

During June 2006, the temperature rose significantly including a heat wave just before the middle of the month. The temperature in the living was above 30C for most of the month and above 35C for several days before 15th June 2006. Above 35C is where the danger level startts. When it is hot like this, the temperature does not cool during the night and each new day of higher heat just keeps the basic level moving up so that it reaches and stays at the danger level as long as there is no break in temperature outside.

A verbal report on the news that I picked up only once which I will try to confirm said that the average temperature in June 2006 was the highest in 40 years and might be the highest on record. I am not surprised that the Royal Borough's tenant management organisations (there are three of these for the Lancaster West Estate) has been so brutal to its tenants and residents as to deliberately disregard this essential repair considering the brutality to which I've been subjected for nearly eight years 24/7 by the abuse of totally invasive surveillance technology as a direct result of tenant management.

It beggars belief that at the very least tenant management did not carry out this three month repair last autumn or this spring before this summer. It should have been done years ago, but they still delayed it even after last summer's heat wave in June 2005 which was reported to BBC London who addressed the problem which then resulted in tenant management acknowledging its existence.

What can one expect when all the time is spent on the bureaucracy of creating and sustaining three tenant management organisations in a constant state of conflict? No wonder nothing gets done, and there is a concerted effort to use surveillance technology as a weapon against someone like me to keep me from reporting the truth. Tenant management means conflict and carrying out brutality against anyone who is disliked.

Those using the surveillance technology have made every effort to destroy human activity and life by every means possible at their disposal against me. They are not going to note the serious problem from the central heating being left on. They wish to exploit it to assist them in their destructive objectives. It serves their continuing effort to debilitate and incapacitate by means of surreptitious medication and chronic sleep deprivation to not address this problem of excessive heat which helps them toward their ultimate criminal objective. It serves their objectives to create personal injuries and aggregate those which they have already created especially during the surgical recovery period from such personal injuries.

It has to be recognised that by carryiing out such totally invasive surveillance and knowing all that is happening while failing to report and ameliorate the central heating problem means that the failure to address it is deliberate. There was an intentional effort to let everyone suffer through excessive heat waves during the summers without solving the problem. In my case there is a general effort to get rid of me because I communicate the truth. This also works to ensure a turnover of tenants on a massive scale to help eliminate anyone who would complain. There have been extensive efforts to do just that with facilities and meetings made availble to enable people who want to move out.

A deliberate failure to repair is prima facie evidence for an intention to drive tenants out of their homes especially when it concerns heat and hot water. In most cases this is by failing to provide heat in the winter. The same applies in this situation when the heat is not turned off during the summer with a deliberae failure to repair the problem as has occurred here for years. There is no defense for such failure.

Recently the Chief Executive Officer and the Chief Financial Officer of Novell were summarily dismissed at a recent Board of Directors meeting. They were asked to vacate their offices immediately. The European Airbus project has suffered some serious delivery delays resulting in the departure of senior executives. This is what Boards of Directors are supposed to do when senior management fails. That is not the case with tenant management. These were commercial problems in industry. Here we have the health and safety of the tenants and residents being put at high risk, but nothing happens, and senior management carries on with the facade of the schizoid that is truly beyond comprehension.

Here we have a situation where the senior executives dominate and control the Board of Directors. I tried to write to each one of them recently in April 2006 about this problem. I got a reply from the TMO Company Secretary that is borderline criminal and most certainly unlawful with regard to corporate management. Board members were told not to reply to my letters (I've only ever sent this one) and were instructed to send my correspondence to the Chief Executive. I replied to this travesty of management accordingly. I now see that there is a new TMO Company Secretary, but that is not enough.

I call on the TMO Ghief Executive, Gordon Perry, to step down with immediate effect. If he does not do so, I call on the TMO Board of Directors to convene an emergency meeting to bring about his immediate dismissal. The question now is how many lives will Gordon Perry destroy if he is left in his position of authority to effect more cover up? And, the personal liability of each TMO Director will be quite significantly increased over its very high level at present.

How is it possible for a Chief Executive to put the lives of thousands of people at risk for years and still remain in his position? Perhaps the TMO Board Chair Juliet Rawlings should consider her position as Chair and Director as well.

The old, young and chronically ill have been warned to take care as a heatwave affecting parts of England and Wales is expected to spread across the whole UK.

The government is already urging concerned people in the West Midlands, the south-east of England and Wales to call a doctor, chemist or NHS Direct.

The north-west of England and Scotland have seen heavy rain and thunderstorms.

But the high temperatures and humidity are forecast to spread north, affecting the whole of the UK by Wednesday.

BBC meteorologist Susan Powell said Scotland and Northern Ireland were currently "pleasantly warm" but would be experiencing heatwave conditions, along with the rest of the UK, by the middle of the week.

Fiery sun brings heatstroke alert

The sultry nights and stifling temperatures that swept across much of England at the weekend are likely to continue this week.

Forecasters say that the hottest weekend of the year so far will be followed by at least three days of glorious blue skies across Britain with temperatures in the nineties in the South. The Government reacted to the forecasts by issuing a heatstroke alert.

It gave warning that high temperatures could trigger an outbreak of fatal heatstroke and stressed the importance of staying indoors during the hottest part of the day, drinking plenty of water and juice and avoiding strenuous exercise.

Doctors were put on standby while details of NHS Direct's phone number were also added to television and radio weather forecasts.
