This specific problem involving noise nuisance music throughout the night has been addressed extensively during the past several months with no apparent abatement especially in light of the fact that surveillance is being carried out 24/7. This is an excellent example of community stalking and harassment along with the confusion and competition which emerges between the various tenant management organisations connected with the Lancaster West Estate: Tenant Management Organisation (TMO); Estate Management Board (EMB) and Tenants and Residents Association (TRA). Once again up pops security activity protecting the few at the expense of the many. With so many tenant management organisations involved in the management of the Lancaster West Estate it makes accountability and responsibilty obscured and impossible. Could that be intended?

I've gone through the evidence which recorded all of this activity continuously throughout the night, and found my description below to be accurate. I wrote this Email first thing in the morning from my memory of what had occurred. I always find it necessary to review the evidence to make certain that everything is accurate since so much goes on that unfolding events as occurred last night tend to obscure previous events. That is why it is necessary for me to collect continuous evidence of all that happens to ensure accuracy without omitting significant events.

After addressing these problems for a considerable time, I am making them public here because they have not been solved. I've been subjected to 24/7 surveillance technology abuse for eight years with extensive tenant management involvement. The question arises about the institutionalisation of this violence against me and the spread of this into community stalking and harassment using surveillance technology for this purpose since surveillance technology has been in the hands of the local tenants, residents and others from the general public since August 1998.

Some of these have been reported by me for very serious crimes and seek to protect themsevles while destroying such ongoing reporting to the proper authorities. Because of this abuse by the use of surveillance technology I have been precluded from any participation in tenant management, and I, therefore, publish this information to the wider community about the abuses of power which have resulted from tenant management. Covering up problems like this for image management purposes eventually leads to a catastrophic crash while the problems persist, flourish and get worse.

Last night's antisocial behaviour and criminal activity consisted of the following six events at one time or another throughout the night and early this morning while I was trying to sleep on a Sunday morning:

1. Thumping bass music from below between 0100 and 0300 which woke me twice.

This did not start until I entered my bedroom to go to sleep about 0100. I did manage to fall asleep initially but was woken after about 15 or 20 minutes and kept awake for a bit. I managed to fall asleep again but was woken once more by the thumping music about an hour later and kept awake. I noted the thumping music from below was continuing at about 0300 when I fell asleep once more.

Contrary to last weekend when this was on all night Friday/Saturday and Sunday/Monday, this weekend it was on in the middle of the night Saturday/Sunday. I then wonder with tense anticipation what will happen tonight. Even if I had gone to bed earlier, it would have woken me. After a couple hours sleep, it is far more difficult to get back to sleep since the body has had some rest. That's another key reason I find it necessary to go to sleep after midnight.

Also, Tuesday last there were hours of the thumping bass during the day from below and again for awhile in the evening. I did not report this since I wanted to allow time for my Emails from last weekend to be addressed and communicated. Obviously, whatever was done was useless.

2. Continuous verbal abuse from Lt Harry Bird, ********* and others using the surveillance technology throughout the night waking me from time to time.

They exploit the antisocial behaviour for their unlawful and criminal purposes. However, on this occasion, a male did say sometime before 0300 which came through the surveillance technology as "You better send someone down there" perhaps referring to the ongoing music bass thumping which was waking me and keeping me awake.

Lt Harry Bird and ******** then kept up their own unlawful and criminal harassment after that waking me and continuing with their verbal abuse.

3. Excessive noise from the recycle bin pick up which woke me about 0823.

I was sound asleep when this excessive noise started and woke me. Obviously, I was trying to sleep in to make up for the lost sleep during the night. I have always objected to this Sunday morning recycle bin pickup for this reason. It is a noise nuisance on a Sunday morning and should not be permitted. Here is an instance where it caused me a disturbance depriving me of sleep contributing to the overall noise nuisance in this environment.

4. About an hour of stomping, pounding, tapping and various noises on the floor above the bedroom between about 0830 and 0930 woke me when I had fallen asleep once and otherwise kept me awake.

Immediately after the recycle bin pickup noise nuisance stopped, and the truck drove away, running stomping on the floor above started and went on. It sounded like a child running around but more deliberately to make noise. This was accompanied by what sounded like deliberate loud taps on the floor above bedroom. This went on continuously for about an hour. At one point I did manage to fall asleep indicating just how tired I was, but the ongoing foot stomping on the floor above woke me once again.

5. Excessive mail flap noise from putting through a Tenants Residents Association (TRA) piece of paper about 0840.

In the middle of all this above someone quite noisily put something through my mail flap again on a Sunday morning at a time when people can be expected to be resting or sleeping even under normal circumstances. This was a TRA piece of paper with a map of the Estate on one side indicating the recycle bins and information about history exhibition week and the Carnival security call centre on the other.

I strongly object to noisily distributing this information by tenant management at an unsociably early hour on a Sunday morning and especially at a time when such antisocial and criminal behaviour is being carried out extensively against me in particular.

I note that the essential information is that four security guards will be allocated to the Estate during Carnival with 50% (two of them) dedicated to guarding Grenfell Road to protect the parking privileges of the very few while thousands of people on the Estate are in need of extra security during this period. Let's not forget the rape and attempted murder I witnessed and reported at this time a decade ago which those using the surveillance technology try to discredit to protect those who were involved and themselves.

For me, however, this piece of paper reflects the abysmal failure of tenant management to really cope adequately with the ongoing problems which continuously plague this Estate such as I am describing here and have been describing for a decade. Tenant management takes care of the few when there is a high level of risk during Carnival and ignores everyone at that time and all the rest of the time too. It's appropriate that this piece of paper should have been put noisily through my mail flap early on a Sunday morning in the context of all that was going on at that time. This reflects the character of tenant management.

Are you aware of the extensive abuse of these security guards which Lt Harry Bird and ********* have tried to mislead in the past for their own corrupt self interest from their unlawful and criminal activity using the surveillance technology? Once again [this reflects] the few "non residents" trying to take away the security intended for all the residents on the Estate.

You should shut down Grenfell Road during Carnival with the people who park there either staying put or staying out while more effectively using this 50% of the allocated security guards to overall Estate security for which these guards are presumably being paid. Who is footing this bill? Does it come out of service charges to serve the interest of the few at the expense of the many?

6. Surveillance Technology Abuse While I Write This

Just as I finished the above, Lt Harry Bird characterised it as "Petty." He and ********* do this to belittle the impact of such extensive antisocial behaviour which occurs in the context of their efforts to carry out their own extensive unlawful and criminal harassment and torture campaign. They are not on the receiving end of all this and seek to discredit what I report to protect themselves and others with regard to the reality of what is being done. This, too, is an overall pattern of their behaviour.

This "protection" encourages others to do whatever they please and sets a standard for antisocial and criminal behaviour in this environment which obviously continues as I have described above with last weekend's two all night sessions from loud thumping music from below, Tuesday last's activity and once again with deliberate disregard for whatever might have been done to abate the problem as it recurred once again in the middle of last night.

Summary

1. Out of the above two of the noise nuisances can easily be stopped: recycle bin pickup and the delivery of tenant management flyers early on Sunday morning.

2. The loud thumping music from below is out of control without any appearance of any intention to abate this noise nuisance in the middle of the night. It has all the earmarks of being carried out intentionally and allowed to be so carried out given the presence and extensive use of surveillance technology.

3. The same is true with respect to the stomping, tapping and pounding on the floor above my bedroom from the flat above. In fact, some of that pounding might have come from someone in the flat below/next door responding to the stomping and hitting on the floor above with a sharp object.

4. If this is true, I get caught in the middle of it, and those below blame me for what is being done above, and, presumably, those above think it is I who is pounding on the wall. I have explicit and irrefutable evidence that I was doing nothing whatsoever during this period other than laying still on my bed trying to sleep throughout the cacophony of noise nuisance sounds which went on all night long and most especially between 0815 and 0930.

5. Lt Harry Bird and ********* make every effort to point a finger at me with fabricated allegations to incite, fire up and stir others to carry on with this kind of deliberate disturbance. Then they assist in trying to ascribe whatever they think they can get away with to me. This is mob violence and vigilante behaviour at its worst using surveillance technology as a weapon to carry it out and hide behind as well while trying to make the victim defenceless. Tenant management has long been directly involved in this activity.

Lt Harry Bird, ********* and others make every effort to attempt to ascribe to me those things which are done to me thus enlisting the assistance of others to carry out this antisocial abuse which has occurred during the night and this morning. As can be seen from last night's activity, I am caught between those in the flat above and below along with noise nuisance activity also coming from out front and from the Walkway. The latter two are associated with the Council and tenant management.

The continuing abuse from the surveillance technology is a matter which could be resolved quite easily by the police, tenant management and others. It is quite clearly a criminal abuse of such activity and should be stopped forthwith. If what I hear is accurate, the police, tenant management, councillors and others are participating in the surveillance technology abuse and are fully informed and well aware of all that is happening with respect to its unlawful and criminal activity.

Under these circumstances it is most amazing that things like the recycle bin pickup and tenant management paper distributions are allowed to go on in the first place early on a Sunday morning.

It's equally questionable that the loud thumping music continues in the middle of the night from below given my three Emails from last weekend. Your communication to the Noise Nuisance people at the Council was useless and sent in light of the fact that I had communicated early failures on their part to act properly and measure the sound level even when they were here and granted access to the premises as I've described.

This pattern of activity has been going on 24/7 for eight years orchestrated by those associated with [a nearby flat] led by ********* and her mother who was/is the tenant/resident in [the nearby flat]. They have used surveillance technology as part of this pattern of activity all this time, and ********* is still using it having gained operational control over it some years ago thanks to Lt Harry Bird. These two collude together [in order] to conspire to carry out extensive criminal activity as noted above with the use of the surveillance technology as a weapon behind which they and others hide.

The Audit Commission Housing Inspectorate just carried out an inspection in July. The Audit Commission whose website reveals a motto at the top of each of their web pages which is "Minimising bureaucracy, maximising impact on public services." Three years ago the Audit Commission Housing Inspectorte conducted an inspection too. The Lancaster West Estate constitutes 9% of the housing stock of the Royal Borough of Kensington & Chelsea, yet this inspection three years ago failed to address the fact that the central heating was left on throughout the summer of that tenant management was a tangled bureaucracy of incompetence and corruptions. I wonder how they've done last month?

The tenant management "jungle" continues with surveillance against me with competing organisations vying for power and control over tenants and woe be to anyone who criticises or reports problems in the hopes of getting them addressed properly and timely. Complain and you too will be subjected to sureillance says the actions of tenant management. The Royal Borough of Kensington & Chelsea (RBK&C) has created two separate tenant management organisations for the Lancaster West Estate: the Tenant Management Organisation (TMO) and the Lancaster West Estate Management Board (EMB). In addtion, the TMO has created the Lancaster West Tenants and Residents Association (TRA).

Four separate organisations all vying for power and control competing against one another and duplicating services. Do you think that the Audit Commission will reject this bureaucratic boondoogle and insist that tenant management be reduced to one responsible and accountable organisation in order to approve the Arms Length Management Organisation (ALMO status for the TMO? There certainly is nothing 'arms length' about the management of the Lancaster West Estate. Since the RBK&C has created two organisations, all problems, disputes, complaints and whatever must be taken ultimately to the RBK&C.

Who knows what organisation does what, and where one is supposed to go? Only those who run these organisations know. Thus, they keep themselves in power and control. Here is a decision made by the TRA or at least published by them in the early Sunday morning distribution which disturbed my rest as noted above where the four security guards allocated to the Lancaster West Estate for the Sunday and Monday of the end of August Notting Hill Carnival will have two of those dedicated to Grenfell Road parking validation and control. This also applies to those who have garage space in the areas under the Walkways, the "Roads," that need access by means of Greanfell Road. Obviously, I objected to this use of security guards as parking attendants during a period of time when they are allocated to this area for reasons of security. Who made this decision? What organisation is responsible? Is it the TRA? Or, is it the TMO or EMB?

The map below only shows part of the Lancaster West Estate. Maybe it is only intended to show Grenfell Road and the Caretaker's Office where the TRA exists. This map omits substantial areas to the top and right including Verity Close. Also, it has named Whitchurch Road incorrectly indicating a lack of knowledge about the Estate boundary roads. Who's doing this anyway? This part of the Estate looks like Poseidon's trident.

After the roof work was done here several years ago, the skylight windows were locked in the open position for a year letting in all kinds of weather. Normally, a resident's association as opposed to a management organisation is one that consists of the residents to keep the management honest, responsive and on track. That has been obliterated in this environment by the TMO competing with the EMB when the TMO created the TRA. It's like a management union. It creates the image of a tenant and residents' association without its reality. What they did is usurp any possbility that tenants and residents who might be dissatisfied with management of the Estate from formiing their own group to address these problems. That cannot be done because the TMO has blocked this from happening with the illusionary TRA.

How could anyone form another orgnisation in this mess? The response would be that everythng is taken care of, and there already exists an "effective" tenant and residents' association. Further, are there any people left who are willing to form any organisation after so many already exist? When those skylight windows were left open for a year, a woman nearby put a note under each door, or at least I got one, and I assume everyone else did, about this problem which was causing her to have a leak problem. Some roof repair, heh?

She suggested that tenants/residents organise to contact the Council as a group to take care of this probllem. Obviously, tenant managemnet had failed, and the only recourse in this organisational mess was to go back to the RBK&C to resovle the problem by impressing them with a large number of people. What she was really trying to do was organise the tenants and residents to go around tenant management to the source of accountability and responsibility. Is that what ALMO is supposed to mean for the TMO?

Since I was under surveillance by most of the tenants and residents in this area, I could not reply and mentally wished her luck but did not think she was going to get far against those who are willing to roll out the surveillance technology to crush dissent. So, anyway, here is an aerial view of part of the Lancaster West Estate where power play and attempted murder are carried out in North Kensington on a daily basis under the guise of tenant management concentrating on maintaining a good image . . . err, getting the "job" done. What job was that now? Does the TRA carry out community stalking and harassment?

In conjunction with what I've written in the last few days, I want to point out the Latimer Road Station on the left side of the map below. This is the Hammersmith & City Line stop that is next to the Shepherd's Bush stop for this Underground Line which runs above ground here. On 21/7 last year the dud bomber whose bomb failed to explode at the Shepherd's Bush station travelled through this station on his east to west journey on that day. He could have as easily tried to explode his bomb here as well at the next stop where it failed.

He probably chose Shepherd's Bush station since it is closer to the BBC than is the Latimer Road station. In any case security is of utmost concern in this area, and I would think that all four security guards earning double time for Sunday and Bank Holiday work would be better used as security guards rather than as parking attendants for the few who park along Grenfell Road or in one of the private garage spaces underneath. Grenfell Road should be barracaded and closed for the two days of the Notting Hill Carnival for security reasons. But, tenant management is here to represent the interest of the of few at the expense of the many. Those few with special parking privileges will have their parking places protected.
