Three star tenant management continues to fail at an increasing rate along with the police. All the money and resources put into these activities including Community Services Officers have amounted to nothing. What's the point? Is it reasonable to expect an improvement in the future without a wholesale change of management? Corruption is so deeply embedded in the ethos of tenant management to create a cover up and manage for image that nothing less than a complete change will bring about an effective cure.

A whole decade has been lost by attacking the person who reports the problems thereby allowing the antisocial and criminal behaviour to flourish. More of the same will only produce more counter productive results. Using surveillance technology in the hands of the tenants and general public for the purpose of abuse against someone who reports the problems to discredit the reports and disregard the problems has created an inverted society whose standards are turned upside down. It is quite unbelievable that this continues after eight years and eight months of 24/7 abuse.

If those in positions of authority cannot get it right after all these years using totally invasive surveillance technology, there is a very serious problem indeed. Here are some sypmtoms of that problem.

1. The safety door to the second floor rubbish chute remains removed still after over four months (see second photo below). This started back in early December 2006 when I first noted it. It has not been repaired. Three weeks ago I sent an Email about this problem and received the reply noted below next to the photo. It still remains unrepaired. This is a serious safety hazard for children. Leaving it unrepaired also contributes to the overall slum character of the environment where people are impacted in a negative manner that will take away pride in where they live. This rubbish chute area looks very bad as it is.

This results in further abuse to the premises along with a disregard and disrespect of others which I have noted in the photo below as the damages resulting from Sunday afternoon's antisocial behaviour from the children playing in the Walkway which I noted Sunday last. One thing leads to another. Friday afternoon late there was the inline skate jumping/fence sliding with photos provided of that antisocial activity in Friday's web journal entry. This inline skate jumping perhaps by those who do not live in this area turns into the antisocial behaviour that the smaller children carry out inside the Walkway as occurred over the weekend with its damages as seen.

In the background is the continuing deliberate disregard and disrespect from tenant management to repair a serious safety hazard by leaving the 2nd floor rubbish chute safety door out located next to the front door. Why has this taken over four months to acknowledge this problem, and why is is that A E Williams has still not repaired it after three weeks of my being notified that they were going to do so?

Don't forget that this is the environment where surveillance technology has been used 24/7 for eight years and eight years to manufacture allegations against a scapegoat, me, in order to carry on with vigilante activity which all see and know about thereby creating a standard of disregard, disrespect and bullying against the person who reports these problems. This sets free those growing up who feel they can act as they please without any constraints because they emulate those carrying out the abuse with the surveillance technology and get away with it.

Tuesday 24.04.2007 1009 bicycle, scooter and other wheel marks from children playing

The extensive marks on the floor outside (best seen on upper right the black area) show the damage done by what I described on Sunday as follows:

3. Just a two minute sample of very loud excessive noises from the Walkway as heard from inside my front door reflecting a half a dozen children playing with scooters and a ball. Very loud screaming from the Walkway has been going on for hours along with more recent hard, loud door slams which sound like they are coming from below. These vibrate my flat, and the noises have been heard in my living room coming through my front and living room doors while also making the bedroom uninhabitable.

Tuesday 24.04.2007 0903 push chairs in corner These push chairs have been here for many months despite being cleared for a period of time last summer. They obstruct cleaning, provide a place for vermin to hide and contribute to the overall slum conditions which add to the disregard and disrespect the young pick up. This is a matter of responsibility for people to simply not leave their personal property in the public areas which encourages others to do the same with the problem increasing.

This is a serious safety hazard as well as impeding the cleaners. In the event of a serious fire near the front door all those at this end from this 3rd floor area and up will have to exit along the rear past this bicycle to reach the middle stairs on the other side of the front door to get to the fire exit at the other end of the Walkway.

Lights will fail, and smoke will accumulate very fast in the event of a serious fire. In the dark at night people will have to find their way along the railings to exit quickly. Such obstructions will contribute to what will most likely already be a panic to escape. Not long ago the Fire Brigade used to have large signs on the side of their trucks which read "Know Your Fire Exit." That's excellent advice. Most people don't, and this will make it even more dangerous in case of a serious fire.

Two weeks ago I took a similar photo of a bicycle here. A little later when returning I saw that a yellow sign on been fixed to the bicycle advising the owner to remove it. The next day the bicycle was still here, but the yellow sign was gone. The bicycle has remained.

Tuesday 24.04.2007 tipped rubbish by 3rd floor rubbish chute

When I went out, only the large fan was present. This was left from the cleaners initial effort to put the overnight fly tipped rubbish left on the floor here by the 3rd floor rubbish chute since it was a large item. It has to be removed separately. People should call the large rubbish removal people, but they do not, and everyone bears the cost for this removal I suspect. When I came back from shopping, there was one Orange Bag with rubbish in it added next to this large fan. A few minutes later after putting the groceries in my flat and returning with the camcorder, a second Orange Bag had been put on the floor here.

If people cannot or will not put small bags down the rubbish chute, there is a serious problem underneath the surface of which this is only a symptom. It is my belief that an organisation who obviously carries out vigilante activity completely disregarding fundamental standards by the abuse of surveillance technology about which everyone either knows or in which many participates, cannot reasonably expect anyone to maintain fundamental standards of safety and health which turn up here. An organisation in authority that does not set an example of fundamental decency cannot expect those in the environment to behave differently. The standard is set by behaviour.

Tuesday 24.04.2006 1010 sign to meet and discuss problems with police as part of Safer Neighbourhoods

This sign was posted on the inside of the front door for an opportunity to meet and discuss problems with the local police on Saturday, 28th April 2007, at 1430 at the Lancaster West Estate Resource Centre (wherever that is) as part of the Safer Neighbourhoods programme. It's an excellent idea, but I have some serious questions to raise and points to make especially concerning the eight years and eight months of 24/7 surveillance technology carried out by tenants and other members of the general public driven by the police and tenant management which preclude my attendance and contribute to the antisocial behaviour base described here with photographs which lead to more serious behaviour problems as the youth here grown up in this environment.

All of this fits together and must be addressed as a whole. This sign has the TMO and Metropolitan Police logo on it. I hope that this means it is a joint effort, but I wonder if those who are carrying out the antisocial behaviour described herein will attend? My fundamental question concerns the attempt to create a scapegoat with the abuse of the surveillance technology by a vigilante mob in which the police and tenant management have been or are participants? How are they going to address this problem? If they cannot get it right with the most sophisticated surveillance technology used for eight years and eight months 24/7, how will they be able to get anything right? Who will have any confidence in those in authority if they are seriously misled by those who carry out antisocial and criminal behaviour setting that standard for the young growing up here?

2. Let's look back a month ago on Sunday, 25th March 2007, at the inline skate jumpers/fence sliders for a specific example of a risk to themselves and a risk to others. This started about noon and went on for at least two and one-half hours amid significant pedestrian traffic onto and off the Estate.

The board being used is the third one so far this year. In January a large piece of plywood used as a jumping off platform the year before blew off the top of the security bars below (the "cage") on a high wind night where it was "stored" by these jumpers. This was promptly replaced by the inline skate jumpers in January and was removed shortly before this date in March when a third long board was brought along. It was not used as a launching platform for whatever reason. That didn't stop these inline skate jumpers from using it in a manner that threatened themselves and others. Fortunately, no one got hurt, but that was just the luck of timing.

3. That board could have fallen on anyone. It was in a precarious position while those departing the Estate were passing by. It just happened to fall against Green Shirt after they had waited for the pedestrians to clear the area. It could have hit anyone including the women with push chairs and infants. After they put it up, following its fall, were they certain that it could not fall again? This was an accident just waiting to happen, and it did. Fortunately, it fell against Green Shirt who was standing close to it so that it was basically still in an upright position. It could have fallen sooner and hit those guys walking off the Estate or later and hit the woman with an infant in a push chair. I shudder at the thought.

I've been addressing this problem through the police for some time. In a telephone conversation last year, the PC I was talking with played down the threat of such activity saying that it was only a little noise. I still asked him for a non-emergency number to call the police to respond to identify those involved and re-direct them to a safer area for such activity. I called the number he provided the next time, but the woman police dispatch manager refused to put out the call since there was no property at risk. The fence was and is.

Then on another occasion a police van drove by while there were five jumps in the minute proceeding its passing which can be plainly seen in the film I made at that time. The jumping went on for another hour indicating that the police did not stop. I called this the "Drive By Police." And, then I recently got the "Buss Off Buster" Email from tenant management telling me to contact the police, the antisocial unit or do it myself. What could I do myself here? What have the police done? What is the antisocial unit? All of this looks good on paper, but none of it works in the community does it?

When I see a sign as the one noted above for a "surgery" to meet the police and discuss problems, I see that as an illusionary attempt to appear to be doing something. I've not only talked with the police about this problem, but called a non-emergency number and on another occasion watched the police drive by of which I have a film record. Having meetings like this are useful, but they are no good if the police do not do anything about the antisocial behaviour that is right in front of them; they refuse to respond or they think it's just a noise nuisance and only a little noise at that.

I've sent Email correspondence to the police about this with representative photographs noting that this put people and property at risk. It has continued as noted above. What is the point in the police turning out on a Saturday afternoon to meet the residents and vice-versa if they do not take these problems seriously and make an effort to address them so that serious accidents or worse can be prevented?

It was just pure luck that something serious did not happen a month ago with this incident. I described this in an Email to tenant management, but I have not been able to get the information out due to the continuous 24/7 surveillance technology abuse which is intended to prevent my organising and communicating this specific information. This attempt to pervert the course of justice has been going on all the while I've been preparing this web journal entry.

Until the police and tenant management show me that they are sincere in addressing very real problems that threaten people and property, I can only conclude that all their efforts are illusionary to make it appear that they are doing something when, in fact, they do nothing. This is supported by those using the surveillance technology with every effort to make certain if they can that I do not succeed in communicating the information or make it public so that they can cover up the problem on behalf of the police and tenant management. I am trying to prevent serious consequences from antisocial behaviour. Those in positions of authority couldn't care less. They just want to hide it and make themselves look good. What happens when something serious does happen, and the reality of what they have not been doing comes to light?
