• Child poverty targets 'will fail'. As long as the government puts surveillance technology at the disposal of child abusers to destroy underclass environments, they are not behaving rationally to expect that child poverty will be adequately addressed as I have discussed today.

Every effort is made to create an atmosphere of fear and intimidation by their continuous 24/7 abuse of the surveillance technology against me. At the same time they create a standard of antisocial and criminal behaviour in the environment. They make every effort to isolate and alienate me in order to silence me and discredit the facts I collect and report so that their abuse and the destruction of this environment along with its wider impact on the community is brought to an end.

A woman who worked at the former Jersey children's home at the centre of an abuse investigation has said she found children there "frozen with fear".

Christine Bowker volunteered for two months at Haut de la Garenne in 1972. She said the staff were "ice cold" and the children starved of affection.

She told the BBC she left over concerns about the "evil" goings-on in the home.

Excavation work has been ongoing since a child's skull was unearthed under a floor in a stairwell last Saturday.

Around 160 people claim they were abused at the home, in St Martin. The allegations date back to the 1960s, 70s and 80s.

I've sent very important sound recordings once again about yesterday's antisocial behaviour by small children on the Lancaster West Estate to the TMO/EMB Area Manager Damian Donnelly. These were blocked per an Email response a copy of which is enclosed below.

Correspondence from Damian Donnelly toward the end of last year explained that a policy of direct evidence was required to ensure that these matters were given attention. Now, my Emails with this hard evidence are being blocked.

I've been writing about the similarities between the decades of child abuse which occurred at Haut de la Garenne on the island of Jersey and those of the Royal Borough in my direct experience during the past decade as a result of my reporting child abuse to the Council's chief executive by fax on Tuesday, 5th May 1998.

As this great tragedy unfolds from the island of Jersey, I find that it reflects my experience in North Kensington for the past decade after I reported child abuse from the flat below in May 1998.

Cover up and intimidation is the standard. In my experience the police, social services, NHS and other government departments have supported and sustained the child abuse and its cover up attacking the person who reported it (me).

What no one will want to believe is that there was a massive effort to silence me with the use of surveillance technology placed at the disposal of the child abusers starting in mid-August 1998. This has been escalated at each point when I communicated this to higher levels, e.g., the Prime Minister in September 1999.

There are fundamental similarities between Jersey and Kensington & Chelsea Council where wealth seeks to create an image of well being that does not exist. Thus, the reporting of serious problems is suppressed which enables them to continue and get worse. Such is the case once again as has occurred this morning.

The great problem is that the child abusing disposition and its sadistic violence exists across a wide spectrum of people in various government departments. These people are only too willing to hide reality to preserve and protect their power in a system where image management is paramount.

Institutionalised child abuse and its cover up result which goes on today only with sophisticated technology under the operational control of the violent abusive personality.

You are directly responsible for this continuing in the Royal Borough since the EMB [Lancaster West Estate Management Board] and TMO are Council creations both of which are the responsibility of the Council as are the police, NHS, social services and other departments and agencies of government.

My experience and its reporting now blocked once again reflect the failure to deal with the problem while trying to attack the person doing the reporting. Children have been exploited in this environment for the past decade by the child abusers to assist in carrying out harassment and worse includ[es] participating in the use and abuse of surveillance technology.

I call on you to make certain that the blockage of these communications relating to this ongoing abuse of children be stopped forthwith and that the surveillance technology use and abuse be shutdown down immediately with Lt Harry Bird, [BS] and others so engaged removed from the environment and prohibited from returning to it.

There is a general collusion to cover up and hide the reality of what is happening by attacking the person who reports the child abuse. Everyone wants to preserve the false image for his/her own vested interest. In this case it is the child abuser using surveillance technology who does so with the willing support and acquiescence from those in positions of power who wish to maintain that power.

There was continuous antisocial behaviour by small children in the Walkway throughout the afternoon Sunday 02.03.2008 from about noon onwards with adults present. Then there were some of these small children near my front door shortly before 1800.

One male was initially teaching a child to kick the ball. All of this takes place under the signs prohibiting such behaviour. This is what damages the floor as has already occurred and makes my bedroom uninhabitable.

This time it became so loud later in the afternoon that the screaming from a child was coming into my living room at regular intervals.

All the while the surveillance technology was being used and continues to be used supporting and sustaining this and other antisocial behaviour which amounts to neglecting the welfare of children by teaching and permitting children to behave in this manner while attacking me with false allegations as a smokescreen for Lt Harry Bird's and BS'real activity as they are doing at present while I prepare this Email.

4. He has to be monitored. Mon Mar 3 16:24:13 GMT 2008: "He has to be monitored," said Lt Harry Bird. This is his way of trying to get people to let him continue his cover up using the surveillance technology. Where in any civilised western society has anybody been subjected to surveillance technology control 24/7 for almost a decade? It exists, but it is completely outside the democratic rule of law and carried out on a vigilante basis.

Fear mongering in the extreme is used to manufacture a non-existent threat and danger so that people will allow this to be done whose reality is covering up criminal activity including child abuse, torture, surveillance technology R&D, medical experimentation, violence and attempted murder along with perverting the course of justice of course.

This is how they incite the small children and others to carry on in this manner as described in the entry above. This is precisely what the woman who worked at Haut de la Garenne in Jersey during 1972 described in terms of an atmosphere. Here is it being created with my knowledge due to the use of the surveillance technology. They are trying to add a double layer of fear and intimidation.

They spend a massive amount of resources on faking it and covering up antisocial and criminal behaviour. If they spent just a fraction of the time, energy and money on actually addressing the real problems, these would get solved over time like the past decade providing an opportunity for everyone to develop properly and function in society as a fully independent productive member of it.

However, those who for whatever reason are at the bottom of the barrel seek to keep everyone else down at their level and carry on in the most abusive manner. These are the no-hopers who feel that they are powerless and seek to have power over at least one other living being. Here that is accomplished with the use of the surveillance technology.

As a result, the entire environment is deprived of normal human activity and functioning which leads to the institutionalisation of violence, antisocial behaviour and crime. Local control is suppost to ameliorate this destructive syndrome but only provides the means for it to flourish since the bully dominates and controls as has happened here for over a decade in my direct experience.

Image management then takes over as those in positions of authority attempt to keep their jobs by going along with the criminals and their antisocial behaviour turning a blind eye to reality. They hope that a scapegoat can be created to take the blame for all the problems. Naturally, there never is a resolution because the scapegoat is needed to sustain illusionary management so that the syndrome of violence is perpetuated.

This results in children growing up as antisocial bullies graduating to worse behaviour later as they move on to drugs and crime. You might rest assured that the bully child abusers who seek to dominate and control the environment will be the ones who profit from drug trafficking and criminal activity. In some sense they are creating for their own exploitation the next generation of antisocial bullies and criminals.

That's what has happened here in the last decade as a result of tenant management. This is why it is critically important to address it at this point and get it right so that the real source of the problem is identify and sidelined enabling everyone to flourish naturally and not under the heavy hand of the violent abuser and his/her criminal means and objectives.

The Commons Work and Pensions Committee said the target could be achieved by the due date of 2010, but only if more resources were made available.

The plan to halve child poverty was announced by Tony Blair in 1999.

Since then the number has fallen by 600,000 to 2.8m - well short of the 1.7m target.

House has everything: serious drama, a spoof of soaps especially medical/doctor shows and even doctors going out into the community to break into homes of patients to obtain the truth about a complicated and baffling condition which also occurred tonight. There is some of my direct experience with NHS abuse of surveillance technology creeping in here.

I've been waiting for this the 9th episode in the 2nd year since I happened to note it on Wikipedia when looking up Munchausen By Proxy Syndrome (MBPS). I wanted to see how this was developed and resolved. We all watched it together tonight, myself, Lt Harry Bird, BS and others. They were using the surveillance technology while I was having a grand time pointing out what they were all about with their MBPS.

This programme dealt with straight Munchausen: the person herself (in this instance) faking medical problems to get attention. When someone does it for another person usually a child, it is by "proxy" in order to get attention. In my situation this is an adult known child abuser (BS) and a former US Marine (Lt Harry Bird) who fake everything they can to get attention by attacking me with as many ailments and conditions as possible. For the hypochondriac this surveillance technology abuse is heaven. For me it is a joke.

When this is done by proxy with an adult who is not susceptible to hypochondria, that person knows that the false allegation are just that although those with the surveillance technology make every effort to generate fear that there is something really wrong. I've always just ignored then and laughed at them. I have had to seek medical assistance for some very definite personal injuries which can be seen physically to exist, but I have never sought and avoided any of the false allegations of medical problems even when there is an intense effort to create these nonsense problems.

I know better and simply will not engage in any activity that wastes the time of medical professionals that is not physically obvious. I cannot help it if they come out into the community to play along with those using the surveillance technology pretending that something is wrong. They usually do this initially until they wise up and realise I am healthy, and they are being duped. In attention to a key reward being gaining attention, there is a more important payoff where the Munchausen perpetrator (straight or by proxy) gains satisfaction from putting one over on those considered "more important and powerful."

This can be seen in tonight's episode. The gaining of attention is explicitly dealt with verbally, but the process of putting one over on the superior Greg House, MD, is left to watching the action unfold up to the very end. All of this takes place in a complex muddle of other deceptions and role reversals because Foreman has temporarily taken over House's role of being in charge. They are "pretending" these roles too. All of this makes this programme a delight to watch each week. The writing it brilliant as is the acting. It really is full of laughter and seriousness that come with medicine.

There is no doubt that Lt Harry Bird, BS and others engage in Munchausen By Proxy Syndrome with me as their intended victim. They can actually create problems with the surveillance technology and have done so. When they become real, I have sought medical attention, e.g., cataracts. When this is done to a child, the situation is stacked against the child. Often the adult will actually injure the child and pretend that the child did it. What can a child do in this situation. One of the resolutions for the child is to grow out of it. The other is for the adult to admit what is being done. The worst case is the death of the child.

When this is done to an adult, the is a more even playing field but not so much when surveillance technology is being used. Claiming that I am injured or "he injured himself" is often used. It's totally false. This morning while I was scrubbing the bathtub after taking a bath, a male said "He's hardly injured." Lt Harry Bird and BS continue unrelenting 24/7 to manufacture allegations about illnesses and conditions which do not exist. One of them is to claim that I am "infected" playing on the various diseases that exist including the winter vomiting illness which just had a large run in the UK.

They are never specific in what they say leaving it to my imagination to driven by a fear they are trying to induce to come up with something. I never do because there never is a problem. When Lt Harry Bird keeps pushing the infected routine, a male will often reply "He has to vomit." I then go through the motions of faking vomiting to mock them and their nonsense activity. To note just how silly his false allegations are and how they are intended to be part of his fear mongering, Lt Harry Bird said "All you have to do is touch him to get infected" recently as I was entering the front door.

The problem is that they are allowed to go on and on without anyone stopping them including this kind of silly nonsense that will play on the fears of the ignorant. I know he is faking it, but others may not. Thus, he tries to jack it up another notch by trying to create another level of fear with silly statements like that. There are new people who come through often, and those who see it for what it is drift away. Lt Harry Bird and BS remains 24/7 continuously spouting their nonsense.

The programme showed how driven the Munchausen mentally ill person really is by the continuation of the claims that something is wrong when there is nothing. They learn to fake it to get new medical professionals to try to find out what the problem is. The same is true for Lt Harry Bird and Linda who continue to fake it by proxy thus revealing that they are mentally ill in their delusions of false claims about me. One has to see this to really understand how it operates in the real world.

I believe that people are so naive and unaware that they are being misled that they accept the fakery as being valid. Fortunately, the character Gregory House is no fool, and recognises that the human race lies continuously. However, in this episode he is almost taken in but not quite and, thus, does not given the Munchausen patient the satisfaction of having duped him. Sadly, in my situation Lt Harry Bird and BS get great satisfaction out of continuously duping many people since they've been at this for almost a decade. Doesn't say much for the UK's National Health Service, does it?

It's great to see these kind of representations dramatised on TV in a way that communicates what people do in reality so that those in the public who watch these kinds of dramas gain a better understanding of the misfits who fake it and the reality of their mental health problem. When I was discussing Munchausen By Proxy Syndrome recently, a male said "I'm teaching it."

My reply was that "Those who can, do, and those who can't, teach." He obviously could not recognise Munchausen By Proxy Syndrome when it is really happening in front of his face. That's why he's a teacher out at night participating in surveillance technology sadistic abuse. Unfortunately, this doesn't bode well for the next generation of students who will soon be practising medicine. How will they know when they are being duped?
