This viewer comment was among those you read out about Gordon Brown's latest forage into what this Labour government has been doing for many years.

It is not a joke that the ability to read thoughts is available and being used although this viewer is using it as an extreme [reductio ad absurdum argument] in conjunction with microchips for all at some point in the future.

It doesn't take microchips. All it takes is mapping the brainwave halo of electromagnetic radiation surrounding the head for this to be done.

It's here and been used against me for six and 1/3 years 24/7 along with all the rest of the surveillance activity I've been describing all these years.

House arrest and imprisonment without charge or trial? It's been here and in use for many years.

Surreptitious medication to incapacitate and debilitate anywhere at anytime? It's been here and in use for many years.

Abuse from false allegations by a neighbour who gets surveillance technology to carry out criminal activity against the person who originally reported the neighbour's child abuse? It's been here and in use for many years.

1. Gordon Brown is out of touch with what is actually happening, or he's being cynically deceptive by creating an illusion that will make such extremes more palatable when the truth is revealed. He wants new powers for the police. What new powers could be provided when I've been imprisoned for years by surveillance technology with torture carried out 24/7 as part of interrogation which goes on indefinitely. The police participate along with the NHS carrying out medical experimentation. Meanwhile violence and antisocial behaviour are out of control. No meaningful discussion can take place until the reality of my experience for most of the past decade is fully understood by all.

Gordon Brown has indicated he wants to strengthen anti-terrorist laws after he becomes prime minister this month.

He favours new powers for police and a fresh look at whether material from telephone tapping can be used in court.

The chancellor is already known to want to revive attempts to increase the time terrorism suspects can be held without charge beyond the current 28-day limit.

But he accepts any new powers should include more parliamentary and judicial scrutiny to protect civil liberties.

3. Smoking cannabis can be a killer from lung disease too. Don't do drugs in the first place to avoid all its destructive impact, but there appears to be another deadly side effect from smoking cannabis. It also brings up the question of the impact from secondary smoke from those using cannabis. I was quite concerned about this last Christmas when I was forced to smell the acrid cannabis smoke which came from the flat below for two days on Christmas Eve and Christmas Day. It was so bad that it made my throat raw. I did notify the police Christmas Day night. Naturally, this is another reason for those using the surveillance technology to attack me ferociously to cover up this drug abuse.

Now, I am all the more concerned about this secondary smoke hazard and feel that there is another compelling reason to report such drug abuse. I don't want to be subjected to its secondary smoke. In this case it appears to be related to other antisocial problems in the flat below such as the loud thumping music I've described in the past two days. There have also been alarming incidents of loud noises that sound like fighting from the flat below and the middle of the night extended disturbances. Living in the proximity of potheads can be hazardous to your health in a very significant way. No one wants emphysema at any age but especially not at a young age since it can very easily become a killer.

It's not enough to say that drugs are the problems of others. Here is an instance where drug abuse can be a problem to those who live adjacent to those smoking cannabis.

The holes in Samantha Wilson's lungs are getting bigger.

There is no cure for her illness and if it continues to get worse it will eventually kill her.

Samantha is 37 and has emphysema, a progressive condition normally associated with older people who have smoked tobacco regularly throughout their lives.

Samantha's doctor, Dr Onn Min Kon, a consultant physician of respiratory medicine at St Mary's Hospital in London, believes her cannabis smoking may be to blame for her condition.

Dr Kon said he had several other young patients who smoke cannabis and have lung diseases normally seen only in older tobacco smokers.

He said: "I've got a collection of young people who have lungs that look like they're 65-year-olds."

4. I don't think MI6 had anything to do with the poisoning of Alexander Litvinenko either. What's the point? At the same time I am victimised by the US and UK governments in an extensive surveillance technology development and medical experimentation programme. It's necessary to filter through all the facts, motivations and opportunities for these kinds of murders. When I experience lying of the most extensive and abusive kind by the warped mentality of these people on the ground level who belong to government activity, anything becomes possible and plausible, but poisoning someone with radioactive material is just daft. I hardly think MI6 would engage in such activity.

The only purpose for using such radioactive material can be to make the victim suffer an excruciating death. Well, these people have been carrying out attempted murder against me 24/7 for almost nine years. I guess that ranks in the same death-by-torture category for revenge and retaliation assassination involving a joint effort by the US and UK governments. Makes one wonder about MI6 and MI5 but not to the extent of using radioactive material. Electromagnetic radiation, yes. Higher frequency, shorter wavelength radiation that is a danger to everyone, no.

What is really not even under serious consideration is the fact that the driver of Diana and Dodi's car, Henri Paul, could have been hit with this surveillance technology's electromagnetic radiation to make him instantly drowsy thus causing the accident as he drove into the tunnel. The problem for investigators is that this leaves no evidence that we know about and can trace. The white Fiat and/or the motorbike could easily have been the source of this electromagnetic radiation that caused instant drowsiness.

Since that is not yet in everyone's experience and knowledge, we do not consider such a possibility. We all will in due course. Meanwhile, there needs to be a trial with respect to the charges broght in the death of Alexander Litvinenko. I wonder if a trial in absentia would be meaningful and possible?

The widow of Alexander Litvinenko has dismissed claims that British secret services were involved in his death.

Marina Litvinenko said on the BBC's Sunday AM that accusations made by Andrei Lugovoi, suspected by Britain of poisoning her husband, were "nonsense".

She also called on the G8 to support the UK's request to get Mr Lugovoi extradited from Russia to face trial.

Mr Lugovoi says he is being used as a scapegoat and Moscow says efforts to extradite him are harming relations.

Mr Litvinenko, a former KGB agent, died in November 2006 after exposure to the radioactive isotope polonium-210.

5. Sun Jun 3 17:23:51 BST 2007: Loud thumping music starts from below just after I finished some food preparation. This extraordinarily loud thumping bass music began within a minute of my having shut off the blender which I was using. Although this may not fall into this kind of set up activity, it reflects that pattern which has been used in the past. Those using the surveillance technology were told when it was installed in mid-August 1998 that they had to independently identify my presence in the flat meaning that they could not reveal the use of the surveillance technology observing whatever I was doing.

In this instance that happened just now when the very loud thumping bass music began blasting away just after I used the blender for the last of three times on a higher and louder speed. As usual, I was getting verbal activity coming in the kitchen window while working in the kitchen. I am always subjected to verbal abuse when in the kitchen. This seems to be a favoured time to target and attack me while looking for any error or problem which they might be able to use against me.

Just after I shut off the blender, there were some children yelling loudly whose voices were coming in the kitchen window followed by a male who yelled "Get him out." Then the very loud thumping music kicked in which I recorded immediately noting the time on the recording. This might very well have been an attempt to ascribe this loud thumping music to me after it was obvious that I was present from the sound of the blender. This is not an unusual occurrence and set up attempt. Using any sound from me to identify my presence and make false allegations has been used continuously for many, many years.

Years ago c 1999 when there was a large group of observers gathered outside under my front window who came to act as independent tenant management and other organisation observers, this same kind of set up occurred. I was in bed at this time in the evening trying to get to sleep while ignoring this group of vigilante stalkers and harassers as I always did, but I was making notes of their activity in the notebook computer as necessary. This congregation of a large number of people was a nightly event driven by the false allegations from those associated with flat 503 below, BS and her mother, the Cackler. People came to verify the false allegations which they could never do.

I used to adjust my schedule to allow for this continuous tenant management abuse which would run until midnight or 0100 each night and rotated between various groups of people who became familiar to me as they showed up in rotation. I believe that this was being used to train those who participated in tenant management and other organisations to carry out this vigilante stalking and harassment in conjunction with surveillance technology. I've documented this daily with thousands and thousands of diary/log pages.

The teenager in the flat above was notorious for his stomping on the floor above in collusion and coordination with BS and the use of the surveillance technology. I called him "Kid Bucket" because of his efforts to falsely accuse me of using a bucket to pour water over the front of the balcony in July 1998 when that had been impossible. He started playing music very loudly from above just blasting it away after all were gathered out front. It was obvious to all the observers out front that this was coming from the flat above, and many started yelling "set up" and departed to their parked vehicles in the road slamming vehicle doors and driving away after realising that this was a hoax.

A little later a guy from across the way was yelling at "Kid Bucket" who was standing outside his front door which is above my front door. The guy across the way kept yelling at him repeatedly "Why did you do that?" It was consistent with his activity to set me up which he did continuously. This time like many other occasions it was quite obvious what was happening. All of these observers came to see what was happening and did just that. They saw, recognise and declared a "set up." However, the attempts to set me up continued after that. Instead of using this observation of reality, it was disregarded in favour of the ongoing false allegations being shouted and screamed by BS, the Cackler and others associated with flat 503 below.

Whatever is happening with regard to this particular incident, it is at the very least obviously intended to be a noise nuisance. Whether or not someone is trying to ascribe it to me remains to be seen. Or, perhaps they are making some other false allegation. I can prove exactly what I was doing. The essence is that it is obviously noise nuisance and allowed to continue just as the stalking and harassment against me many years ago was identified exactly for what it was, yet it was allowed to go on until they could pull off an effective set up. They are still at it after a total of eight and three quarter years using the surveillance technology 24/7 as a weapon to do this.

There is no objectivity to this situation and whenever the reality is noted by others, that is ignored. Is it any wonder that antisocial and criminal behaviour have become a standard in this environment? What was that Gordon Brown was saying about civil liberties and human rights? This activity reflects the Labour party at the ground level. What's he going to do about it? When I sent several months of my diary/logs for each day to Council Chief Executive in the first half of 2000, he forwarded them to tenant management. About June 2000 I received a letter from the tenant management Area Manager that he could not verify what I reported. The same has been taking place during the past year.

B. Sunday, 3rd June 2007, at 17:25:14 to 17:27:22. Loud thumping bass music coming from below as I move from the living room into the hall, bathroom, front door and bedroom at 17:26:13; window sill. Loud voices can be heard coming from the Walkway. The thumping bass music is turned down at this point but can still be heard initially and faintly from the window sill in the bedroom along with voices from outside.

Is it any wonder with this massive redirection of surveillance resources toward a hoax 24/7 for many, many years that the terrorists went undetected and blew up London on 21/7 in 2005 with another group trying and failing two weeks later? Some of these people were picked up but not tracked even including the relationship between two members of each of these terrorist groups. These were not tracked because there were not enough resources available.

Where do you think those resources were being used 24/7 for all these years to fulfill the corrupt self interest of those who were perpetuating a hoax? They are still using the surveillance technology against me as of this writing to maintain the hoax while everyone is complaining about the serious terrorist threat against this country. How serious is this threat being taken when this faked activity against me is being allowed to continue? A big step forward in dealing with the terrorist threat would be to stop this abuse of power against me and address a real threat rather than a conveniently created paper tiger used to enrich the few at the expense of the nation.

I just don't see anyone behaving in a serious way about the reality of a genuine threat when they spend all their time supporting and sustaining a faked threat?

6. Here are the police walking by in the middle of the inline skate jumping shortly after it started on Friday evening, 25th May 2007. They are studiously looking at the ground perhaps studying the blood stains all over the pavement stones which are the dark spots. I had gone out this morning and noted these blood stains in this area. I had not heard or seen anything that might have been associated with the reason for the appearance of these blood stains. Such deliberate disregard of this antisocial behaviour condones it, and these guys went on skate jumping/fence sliding for over an hour and twenty minutes after the police walked by. What are these people being paid to do?

This goes along with the earlier drive-by police on 9th December 2006 (web journal entry 18th December 2006) who did the same thing also deliberately disregarding this antisocial safety threat. There was also a parking warden who walked by six days earlier on Saturday, 19th May 2007. Although he has no responsibility for this activity, these people can phone in the problem. They might even be equipped with video cameras to protect themselves which will enable them to gather evidence about this antisocial behaviour if the Royal Borough follows the lead of another Council.

I find it very difficult to comprehend why the police walked right by this activity and did nothing about it. If they were occupied with something else important, they could have called in the problem for someone else. That board is a definite hazard which has been there for over two weeks now. Apparently tenant management and the police are allowing this threat to people to exist without doing anything about it. I wonder if they have any grasp of the implications for such a deliberate disregard?

All of this money and resources have been dedicated for years to addressing these problems creating Community Support Officers and more police; obtaining office space here in the new 38 business units in Barandon Walk and creating a special antisocial unit. All of these people have gotten employed with a job do which they do not then do! It's beyond comprehension. Where's the failure? What's the point in doing all of this if the police just walk-on-by or drive by? Meanwhile those with the surveillance technology continue to attack my documenting and reporting these issues thereby protecting those who do nothing so that crime and antisocial behaviour can flourish. When do they anticipate starting to do a proper job? Or, do they?

These people would rather spend their time targeting and attacking a paper tiger which they create rather than deal with the real problems of this world. They prefer to live an illusion. No wonder vermin and terrorism flourishes.

	The police walked by at the beginning of the inline skate jumping on Friday, 25th May 2005. The inline skate jumping went on for at least an hour and twenty minutes after they went by. They allowed this antisocial behaviour to continue with stopping it.
	The police could not have failed to see this activity. Here is an inline skate jumpter who jumps about 22 seconds before the police walked by. He also skated back to his starting point during that 22 seconds which was in the direction of where the police came from to the left.
	About 25 seconds after the police walked by, another inline skate jumper jumps onto the fence to slide along to its end.

Here's the inline skate jumping take-off board still on top of the of the security cage next to the entrance of the Estate where this jumping takes place. This first appeared once again on Saturday, 19th May 2007, after having been removed by tenant management a couple times earlier.
