1. Gross mismanagement turns up in the government across the board. It's not just the Home Office that is a disaster area, but other government departments display stunning problems. The discredited Child Support Agency (CSA) has paid £25 million in bonuses. The Department of Works and Pensions (DWP) sent out some 26,000 letters to the wrong people containing the bank details, name, address and National Insurance number of others. Pensioners trying to pay the exorbitant energy cost increases during this winter have worked an extreme hardship on many of them. NHS patients who are not waiting for non-emergency or critically important surgery are forced to wait so that the NHS can save money. And, finally last but certainly not least is the fiasco surrouding Bernard Matthews' H5N1 avian flu outbreak in Suffolk that killed 2600 turkeys which has been linked to imported turkey products from Hungary and not wild birds.

It is quite beyond belief that such bonuses would be paid at the CSA with its horrendous problems frequently reaching the media during these years until the CSA was slated to be abolished last year. It truly was a department of government that could not function. For what were bonuses paid? Where was the Audit Commission or Treasury Department? Who knew about and approved these bonuses? This smacks of those in the civil service paying themselves bonuses or at least accepting them on a bogus basis hoping that this would never come to light. £25 million could do a lot of good if it were spent honestly on behalf of the taxpayer. I am also led to ask about any such collusion which might exist between government ministers and the civil servants that would be unacceptable with tacit approval of such bonuses for "cooperation." Would this be a payoff? I think this one needs a thorough investigation, and the money should be paid back. How could anyone in the CSA feel justified in accepting a bonus? How could anyone feel justified in approving such a bonus? Performance pay should have a negative component if the department fails and collapses.

Staff at the failed Child Support Agency were paid £25m in bonuses over five years, government figures reveal.

In 2006, when the government announced the CSA would be replaced, £4m was paid out in bonuses, it was revealed in a dvd-rwritten Parliamentary answer.

The CSA is being abolished after failing to collect £3.5bn of child maintenance payments.

For the Tories, Philip Hammond said it would come as a shock to the 1.4m families using the CSA.

Mr Hammond, the shadow work and pensions secretary, said: "Families trapped in the CSA will rightly ask whether this money could have been put to better use in a system where £3.5bn debt remains uncollected and 250,000 cases languish on a backlog."

It's appalling to see the NHS reduced to creating waiting lists when this government has spent ten years and an extraordinary amount of money to reduce waiting list and get prompt medical care to everyone. This is a failure of an incredible kind. A BBC survey of health trusts in the UK suggested that 25% of them were delaying treatment for financial reasons. This is all the more incredible in light of the £25 million wasted on bonuses during the past five years at the Child Support Agency as described in the article above.

Patients forced to wait for care

A quarter of local health groups in England are asking patients to wait longer for hospital care to bring down NHS deficits, a BBC survey suggests.

Two thirds of the 152 primary care trusts (PCTs) responded.

Some are imposing minimum waiting times, while others are telling patients and GPs they won't pay for some treatments until April.

Health minister Caroline Flint said some areas had to "live within their means" but patients would not suffer.

Family doctors have been told they cannot send patients to hospital for a long list of treatments for non-urgent conditions for the last three months of the financial year.

Another report below indicates that energy costs are eating away at those on fixed income with a large proportion paying over 10% on fuel costs. This again is a government debacle and most especially for me in this tenant management circus of catastrophes. The water, hot water and heating charge has escalated by an incredible amount over the past couple years. So much so that it is about 20% of my discretionary income where it was 10% before. This has been the result of gross tenant mismanagement with regard to the heating on the Lancaster West Estate where heating has continued year round due to a deliberate disregard of the problem and prior years' failure to replace the boilers. The costs have more than doubled in a short period of time.

Last October an exceptional cost increase was levied by fiat because of the escalating fuel bills. There had already been substantial increases the previous April when they normally occur on an annual basis. However, only six months later there was another substantial cost increase based upon fuel costs which sent the heating and hot water expense over the top. Instead of managing in the interest of the tenants and residents, this conglomeration of so-called tenant management organisations managed in the self interest of the few deliberately ignored the boiler and heating problems despite excessive heat waves in early August 2003 and June 2005. My extensive communication in early August 2003 saw no results until the summer of 2006. As I result, the tenants have been socked with extraordinary costs that burdened everyone in the extreme.

It has to be remembered that I've been under complete and totally invasive surveillance 24/7 for eight years and six months as of this writing with those using the surveillance technology knowing all about this heating problem and my extensive correspondence. They have had no interest whatsoever in communicating this problem to anyone in authority so that it could be properly addressed. This is just one more indication of the fact that this surveillance technology is being used for abuse against me and not to maintain standards for this environment including safety and health. 2,000 people were reported as having lost their lives as a result of the early August 2003 heat wave in the UK.

Yet, those using the surveillance technology were sadistically delighted to see me roasting away each summer with full central heating turned on. This activity is a part of tenant management and reflects the attitude of punishment against the majority carried out by the few in tenant management who want to stop those like me who are reporting and attempting to solve serious problems. Instead of addressing the cental heating problem for years, tenant management spent over £1 million on creating 38 business units in Barandon Road during these same years. The few at the top were interested in business and not providing safe and healthy housing for the some 900 units of the Lancaster West Estate which comprises some 9% of the government housing stock in the Royal Borough of Kensington & Chelsea. Those using the surveillance technology and those in authority who supervise and approve its use have both psychopathic and sociopathic personalities.

This article below shows how this has impacted the nation as a whole based upon fuel cost increases. However, in this situation that has be to increased by a substantial factor due to the gross mismanagement from tenant management. The costs which the Council/tenant management now levy are unconscionable. The whole structure of income and expenses have now got to be reviewed and revised. People cannot be forced to pay exhorbitant fuel costs at the expense of other essential living costs. It is not a case of putting in energy efficient installations in people's homes, it is a case of doing a proper job in the first place which seems to be a consistent failure throughout government under Labour.

Sadists enjoy and take pleasure from crushing life, and this is what is happening overall in my direct experience in this environment for the past decade. This is only one instance of such activity by tenant management and its satellite organisations including nonresidents who are so inclined because they seek to gain from their destructive behaviour. Those using the surveillance technology at the moment while I write this are seeing this as something to be attacked further instead of recognising the problem as the surveillance technology destruction of human life which they will not halt.

Pensioner fuel bills 'a disgrace'

One in five elderly respondents said there were in fuel poverty

Half of Britain's pensioners are said to be cutting back on other things to pay annual fuel bills averaging £1,100.

A survey by energy comparison website uSwitch indicated that two million over-60s spent more than a tenth of their income on fuel.

One in five were concerned their health would suffer as electricity and gas price rises outstripped pensions.

Experts warn the government may not meet its pledge that every pensioner could afford a warm home by 2010.

The chairman of the government's own Fuel Poverty Advisory Group, Peter Lehmann, agrees that the government will find it tough to meet its target.

"2010 is only three years away," he told the programme.

"You can't put in enough energy efficiency measures in time. Therefore as well as stepping up these measures, prices must be reduced for vulnerable groups and a superhuman effort made to improve the take-up of existing benefits such as Pension Credit."

Sending out the wrong information in 26,000 letters to pensioners which reveals personal data to strangers is something that should have never happened. Here the Department of Work and Penions (DWP) has sent out these letters. I checked mine which I received on 20th January 2007, and it was OK. Fortunately, but I keep thinking what would happen if I got someone else's details and someone else got mine? I would be wondering about that for a long time and might have to make changes to protect myself. Fortunately, that did not happen to me (I hope) unless my details were sent to someone else without my knowledge. Once again, it's a sign of another serious failure in the government which should have never occurred at all.

Ministers have apologised for a mix-up which led to bank and personal details of thousands of pensioners being sent to the wrong addresses.

The Department for Work and Pensions (DWP) said it would try to trace all of those affected - as many as 26,000.

The Pensions Service chief executive has said banks are being warned and that no-one will lose out financially.

Pensioners have branded the mix-up "appalling". Some fear they could now be vulnerable to identity fraud.

Conservative MP Patrick McLouglin said the mistake was unacceptable and called on the department to "put it right".

Liberal Democrat work and pensions spokesman David Laws MP said: "Ministers should look into this mess to ensure that a mistake such as this is never made again."

I have not wanted to comment on the discovery of H5N1 avian flu in these Bernard Matthews turkeys until all the facts are in. When the news first broke with the death of 2600 turkeys and the cull of almost 160,000 turkeys that followed, I realised that the viral strain could be identified just like DNA. It has turned out that the N5N1 virus is identical to that found in Hungary where Bernard Matthews also has turkey farm and production facilities. Also, when the news first broke, the first thing which came to my mind was the fact that this was not the bird migration season although more recently I have seen a "V" shaped formation of birds flying southwest. Maybe global warming is throwing them off too.

The origin of the H5N1 strain of avian flu raises serious questions about the operation of such multinational poultry factory farms and their transportation of poultry products. It's a terrible tragedy that this should have happened in this way in the UK after all that has been done to avoid this problem by diligent detection. There is much yet to come out about what has happened, but it seems as though there have been some serious failures here as well.

Turkey meat examined for bird flu

The Food Standards Agency (FSA) is investigating whether meat infected with bird flu could have entered the food chain.

It reassured consumers that infected turkey posed no risk to human health if the meat was properly cooked.

But the government's chief scientist Professor Sir David King warned turkey products may have to be recalled.

Officials now believe the H5N1 strain of the virus found in Suffolk is linked to one found in Hungary last month.

A spokesman for Sainsbury's reported that the chain's poultry sales have dropped by 10% this week.

Bernard Matthews, the firm at the centre of the UK outbreak, has denied breaching rules on imports of meat.

2. I want to comment further on the issue raised above with respect to the central heating problem described above; tenant management's deliberate disregard and how it ties into the surveillance technology abuse.

During the summer of 2003 I had cataract surgery in each eye coincident with this heat wave in early August 2003, the central heating running full blast from its hot water pipes in the floor and the efforts of those using the surveillance technology to do as much damage as possible to the surgery recovery process hoping to cause further personal injury by sabotaging that process. I had surgery on each eye at the beginning of June and the end of July with a five to six week recovery period after each surgery implant during which there was medication intended to heal the wound and prevent rejection of the foreign object in my eye (the lens implant). The heat wave occurred just after the surgery on the second eye and right at the start of that recovery period. I was subjected to intense abuse from Lt Harry Bird and BS using the surveillance technology as brutally as possible to scupper the recovery healing by chronic sleep deprivation. They had done this earlier during the healing process following biopsy surgery.

It was the intention of these two which was backed with verbal statements that they sought to disable me with blindness by sabotaging the surgical procedure and its recovery. This spreads out over the entire period of time during the abuse of surveillance technology against me. The cataracts developed as a direct result of the surveillance technology radar imaging technology used against me between August 1998 and December 2000 during which time my eyes were subjected to periodic examination commencing in September 1998 because of the concurrent problem with diplopia which had started on 2nd February 1998. I even noted on two separate occasions in faxed correspondence to the Metropolitant Police Commissioner in the autumn of 1998 that I could go blind. Thus, my eyesight deterioration was tracked from what it had been for years until cataracts were diagnosed in December 2000 with a warning provided to the police at the start of this activity in two separate communications faxed to them.

For this reason I sought the protection of the High Court in March 2001 under the Protection From Harassment Act of 1997. This was sabotaged after two hearings at the High Court in March 2001 by the arrival of Lt Harry Bird with his surveillance technology in February 2001. Since I understood that the behaviour of these people was quite malicious, I postponed the cataract surgery for two and one-half years after the diagnosis as I tried to stop this abuse from the surveillance technology. This was not successful, and it was necessary to go ahead with the cataract surgery in mid-2003 because the risk of waiting was now increasing with the solidification of the cataracts in the eye lens fluid. This can cause equal or greater complications than the cataracts themselves in the surgery process. However, the use of ultrasound to break up these formations has revolutionised cataract surgery. I went ahead with the surgery in the summer of 2003.

These cataracts reflect a personal injury from the surveillance technology which was also subjected to intense abuse to either prevent proper medical attention then to destroy the surgical recovery process itself. I went through all of this over all these years as part of the continuous nonstop brutal abuse from the surveillance technology against me 24/7. Following the surgery and its recovery process Lt Harry Bird continued to make attempted misrepresentations by claiming that I was blind which was not the case. If I used my reading glasses for anything, he would yell this false negative characterisation. His purpose was to create alarm in others that something was wrong when all was OK. He and BS exploit everything they can in this manner. This is what Lt Harry Bird and BS do continuously to undermine and undercut me while trying to get someone to interfere in my life in any way they can.

If I write about this as I am doing now, Lt Harry Bird and BS attack me further trying to deny the validity of what has occurred and witnessed by many others. They believe they can say whatever they want at any time no matter what it is or how contradictory or inconsistent it might be and get away with it by having what they say of the moment accepted at the moment. That's all that matters. When something like the heating problem comes along which reinforces their abuse, they will not do anything to assist in solving that problem. Solving problems properly is not their intention or activity which is quite the opposite. They wish to exploit anything that will help them carry out their objective of destruction. So, the central heating problem along with the extraordinary heat wave of early August 2003 becomes something for them to use to their advantage following cataract surgery on my second eye. As a matter of fact, they will make every effort to discredit what I am reporting if it suits their purpose.

This is only one example of a very serious consequence of the abuse of the surveillance technology which is exploited in every destructive way possible. It also provides a thread of such activity from the very beginning in August of 1998 to the present with quite dramatic examples along the way which could have resulted in ultimately crippling me with blindness. Lt Harry Bird and BS would love this since it would mean that I would be seriously hampered in my collection and collation of evidence and its dissemination if not stopped altogether. They would hope that this would scupper this activity entirely. It is just one such activity of theirs that they are carrying out. This is a pattern to be found consistently across all of their activity which was magnified by the heat wave of 2003 when tenant management and the Council failed to address the emergency situation I reported to them at that time about the central heating being left on throughout the summer.

I never received a reply to my four faxes in early August 2003 and fax in early September 2003 to those in charge (TMO Chief Executive and Leader of the Council) until October 2003 which was so much nonsense. It was not until two years later when I contacted BBC London about the central heating problem and its history in June 2005 during another heat wave that some action was taken. Still this problem was not addressed until the summer of 2006 when the work carried out raised more questions about its adequacy in terms of what should have been done.
