No charges for Menezes officers

No police officers will be charged over the fatal shooting of Jean Charles de Menezes at a Tube station.
But the Met Police will be charged with breaching health and safety laws.
The Independent Police Complaints Commission had asked the CPS, which has yet to make a formal statement, to consider cases against three officers.
Brazilian Mr Menezes, 27, was shot seven times in the head at Stockwell, south London, on 22 July 2005, after being mistaken for a suicide bomber.

Before the above news broke this morning about 1100 BST, I sent the following Email which turns out to be eerily related to the same health and safety risks and the deliberate assassination by those carrying out surveillance against me.
The Crown Prosecution Service (CPS) will prosecute the Office of the Police Commissioner on the basis that they did not provide for the health and safety of Jean Charles de Menezes. In my situation malice, intent and acts can be ascribed explicitly to individuals. Such a health and safety prosecution would not be appropriate, but the question arises if it is appropriate in the tragic death of Jean Charles de Menezes and if it is being used to protect the police officers involved including the Metropolitan Police Commisssioner.
The debate on this will go on and on. In the meeantime my direct experience can confirm an intent to inflame and incite others by the use of surveillance technology to carry out violence includign murder against a person (me) who is well known to be innocent. Therefore, I conclude that there is a general intent to kill for killing's sake by individuals in the Metropolitan Police who must be identified and weeded out.
The great problem is that those using surveillance technology believe that they can do as they please and get away with it since they feel that nothing can be proven against them. This is why it is incredibly important that those in charge make certain no abuse is being carried out. This is where the system has broken down in my direct experience and continues unabated. The same could very well be true in the case of of the tragic death of Jean Charles de Menezes.

Due to the ongoing 24/7 intense unlawful and criminal harassment carried out by *********, Lt Harry Bird and others during the last 48 hours with the use of the surveillance technology, I will have to cancel tomorrow afternoon's appointment for the replacement of the central heating control valve in my flat to be carried out by Utilicom as part of its project to do so at the Lancaster West Estate.
This intense unlawful and criminal activity continues to run nonstop around-the-clock including threats of violence and two death threats from Lt Harry Bird including "I'll kill him" and "I'll shoot him" made over the weekend as a continuing part of his extremely threatening and violent verbal behaviour. He has exhibited this violence in word and deed for over five years and remains a threat to others.
Under these circumstances which included waking me at a very early hour this morning as is usual leaving me with very little sleep last night due to verbal abuse which kept me awake makes it impossible for me to accommodate this repair disruption inside my flat at this time.
I will have to wait for the September clean up effort as described in the original schedule for this repair to see if the eight year, 24/7 abuse of surveillance technology by tenant management and others is brought to a halt enabling such repair to be carried out free of threats of violence and death.
I also want to point out that while I was still in bed this morning a male said "You will kill him unless you stop. I've seen it happen before." At the time I was making verbal notes on the tape recorder about the lethal use of this kind of surveillance technology whose side effects I was documenting.
This confirms what I've said all along amid serious and ongoing personal injuries that such abuse of surveillance technology which I've been experiencing is ultimately lethal. The personal injuries have been deliberately carried out and continuously aggravated to cause as much damage as possible.
The safety and health problems including the fact of the central heating operating year round for many years have been deliberately ignored by those using the surveillance technology despite full knowledge of these health and safety threats.
There is a greater threat to my life from the use of the surveillance technology and its intentional abuse as a lethal weapon than there is from the excessive heat from the various heat waves which occur while the central heating remains on inside my flat during the summer.
I can deal with the heat as required, but I cannot deal with the lethal use of the surveillance technology which must be stopped. This is the top priority issue and always has been so it must be addressed first before anything else can go forward. Only others can bring this lethal abuse of power to an end forthwith.

I acted in good faith Saturday morning when "Dave" from Utilicom knocked at my door. I did not answer for security reasons since I was not expecting anyone. He left a note about his visit requesting that I call him on his mobile phone to set up an appointment to replace the central heating valve. I did so about an hour after his visit establishing Tuesday afternoon as the time.
Unfortunately, I've now had to cancel this appointment and want to inform you about the circumstances so that you will understand that this in no way reflects upon Utilicom or any of its personnel and is the responsibility of tenant management and others. In the past the person named ********* has interfered in works carried out by organisations like yourselves using a pretext of carrying out surveillance activity to get organisations like yours to participate one way or another in her activity.
For a period of eight months or so during a roof renovation project carried out at the Lancaster West Estate for all these buildings some years ago, ********* obtained the nightly use of a caravan which was part of the works project enclosed in a large fenced in area out front. She thereby involved this private contractor in extensive unlawful and criminal activity which she and others with her were carrying out 24/7 at that time with the use of surveillance technology. That private contractor is now liable as an accessory for these acts. Furher, there is an issue of public funds being used for these acts.
Those using this surveillance technology including *********, Lt Harry Bird and others have sought to involve everyone they can in their activity. Because of the unique character of this surveillance technology I am able to hear much of what goes on. This is intentional and part of the overall unlawful and criminal harassment activity. These people do not hesitate to tell everyone and anyone their false allegations and false negative characterisations as part of a smear and fear campaign to support and sustain their surveillance technology abuse.
I am sorry that Utilicom has now become involved even in this little bit with regard to this abuse of surveillance technology, and I do not want to see yourselves or any other private contractor who is here in good faith to carry [out] essential works for the health and safety of residents get involved in the activities of those using the surveillance technology as is being carried out against me. It is not my intention to involve Utilicom in any way in this matter, and I seek to make certain that such involvement does not occur as a result of those who seek to delibrately mislead others.
Thus, I find it essential to err on the side of caution and cancel this appointment for tomorrow afternoon and ask that you communicate this to "Dave" so that you do not waste any of your time with regard to changing the central heating valve in my flat and can use your time and resources more productively elsewhere at this time.

National Fraud Initiative
I received the following unsigned letter with my quarterly rent statement today which only covered six weeks since the previous quarter's statement was so late. Under the circumstances of eight years 24/7 surveillance such a letter constitutes harassment. Every single thing that I do no matter what has been monitored minutely for many years so than there is not the slightest possibility that I could ever engage in fraud of any kind. This shows the deficiency of the government bureaucracy where such duplication and useless activity are carried out.
No wonder they cannot catch the real fraudsters when they waste their time bombarding the innocent, honest and decent people with a continuous barrage of privacy invasion. They spend all their time going after the vulnerable while the real crooks get away with extensive fraud. How about the eight years of 24/7 fraud which has been carried out against me using surveillance technology as a weapon to perpetuate that fraud? I don't see anyone addressing that problem.
Right here under everyone's noses a massive hoax has been carried out by criminals seeking to hide their crimes by falsely accusing the person who reported their crimes to such a degree that surveillance technology was obtained by these people for their use to perpetuate this massive fraud. Scores if not hundreds of people have participated in this during the past eight years. All know that everything has been faked.
Instead of being able to detect and stop the fraudulent use of surveillance technology to the detriment of the entire community, a bureaucratic initiative against fraud is launched to provide a record that something is being done about fraud. This is illusionary fraud detection in conjuction with image management. Paper in the files makes an excellent audit trail, but reality is slightly different.
At the same time during the month of July 2006, the Housing Unit of the Audit Commission is carrying out an audit of the the Tenant Management Organisation (TMO) in this Council. I have sent them correspondence about the most serious failures three years ago when they last inspected the TMO and last month including the massive fraud being carried out with the use of surveillance technology at the taxpayer's expense.
They do not want to detect the real and costly fraud. They only want to appear that they are tackling fraud while they continue to fabricate allegations against me with the use of the surveillance technology. Attacking the innocent is risk free. Oh, yes, its nice to see that the quarterly statements went out promptly after the end of the quarter when the Audit Commission was performing an audiit this month. Too bad they weren't here last month to see reality.
I had to make two requests for the first quarter's rent statement which finally arrived on 5th June 2006 covering the rent from 16th January 2006 to 22nd May 2006. I was getting worried that they were completely out of control. Now during the current audit this one from 21st May 2006 to 4th July 2006 arrives along with the cover letter noted below. The auditors should have been here ealier to see reality. What will be next? More paper in the files for image management?
