1. I got four hours sleep in four segments last night thanks to constant upheavals throughout the night associated with the flat below. After they have blasted away with the thumping bass music from about 2145 to just about 2300 followed by a bit around midnight, they went on all night long with disturbance after disturbance from below including as child shouting loudly in the Walkway at 0230 that woke me.
This child shouting in the Walkway is part of a persistent pattern of activity. Recently, I described this child coming out of the flat below yelling and bouncing a ball. A woman told him to stop. A New Year's Day before last, he came out at 0200 bouncing his ball and yelling so much that I got up to see what was wrong and say him bouncing a ball over by the entrance to the flat across the way although he had just come from below. Now last night at 0230 he was shouting in the Walkway once again.
These disturbances are quite extraordinary. There was the night not long ago when there was an extreme disruption from the flat below under my bedroom between 0200 and 0300. Also, a little earlier than that there was such an upheaval on a night between 2100 and 2200 that it sounded like a fight was taking place. Such were the comments from those using the surveillance technology including noting that someone had been injured.
And, shortly after I went to bed and was trying to get to sleep amid all the noises from below, a motor scooter/bike drove noisily up and down the front footpath just before 0200. So much for tenant management. All of these are very long standing problems from the same people, and tenant management has failed to effectively deal with them.

Sleep oriented sentence anyway: phrase, word, whatever. There was stomping around below. There was a few more of those while I was making this entry.

PR 04:50:52 I just snored a couple times and woke myself laying flat on my back asleep. There was a thud from below beyond the living room, and then the door shut rattling sound from below. Lt Harry Bird then said "Emergency." OK, do a slothful roll onto my right side to demonstrate the character of the emergency involved here.
D. To sleep for one hour and 31 minutes.
PR 06:21:59 Just woke from a dream: a good one, and I put my foot down on top of the clock which made a slight beep noise on one of the bars. Now, onto my left side. The sun's out. Look at that. Well, it's going to be sunny for a minute or two today. That's too bad. All right now let's do a little expose on the dream I just had. [described dream here] On my left side to sleep maybe a minute or two.
Nice wake ups last night. It was a good night. Gee, these people are going to be sleeping all day today. They stayed up all night. Out in the Walkway making noises. Sounded like they shut this kid out, and he was yelling in the Walkway. And, they said let him back in. Boy, oh boy. OK, my left nostril is blocked. Tinnitus is loud. That is not an allergy either. (chuckle)
There's no allergy in here in a closed bedroom with the windows closed and everything. There's no allergic reaction. Sorry folks. It started back in 2002 in July when they started using this [aspect of the surveillance technology]. Gave it to BS to use. I've tracked it all the way. Way it goes. She tried to get out of it yesterday. Tried to claim the side effects were allergic reaction.
PR 06:27:01 "He knows it," said BS. Ah, yeah, that's right eight o'clock this morning. They're gonna get the big move, so they were up celebrating all night last night. That's terrific. Yeah, I'll have to publish everything. Put it all out there, so they can see themselves. Oh, they'll enjoy that. Yeah, they'll like it. Guy said 'he's on his own.' (slight chuckle) As if that's a change. I haven't noticed anybody helping me out at all. Well, the dog is gone, but it didn't do much good, did it? Got replaced with the thumping bass.

2. The loud thumping bass music from below came blasting away during the afternoon along with the continuous Walkway nuisance noise from the children playing hour after hour until well into the evening. Given all that happened yesterday as described in yesterday's web journal entry this was far more than 24 hours of straight, nonstop antisocial behaviour from all around. It goes on from day to day like this and has been for a very long time. It is worse now than it was ten years ago.
All the resources and all of the efforts with the police, community service officers, obtaining premises by tenant management and the police in the new 38 unit business section at the Lancaster West Estate have only created a facade. It's all image. The thousands of residents in the 9% of this Council's housing at the Lancaster West Estate have been deliberately ignored by the few in charge for their own corrupt self interest. As a result, the safety and health of all the residents and visitors to this Estate have been at risk for many years, while fear mongering is carried out to suppress dissent.
No one has gotten out and actually done a proper job. Everybody's basking in creating administration and spending money. No one's working. Call them or send an Email or letter with hard evidence and find out just what kind of response occurs. Tenant management is supposed to know what is going on and who is who. Tenant management has turned out to be a complete catastrophe. Nobody does anything. They pass the problems back and forth as they did at the beginning nine years ago which I tried to address in my letter to the Prime Minister on 23rd September 1999 when I sent it to him by fax and later posted a copy.
That letter to the Prime Minister almost eight years ago contained diary/logs of actual activity in five very important appendices which can be seen at:

The famous "drive by police" here have ignored the antisocial behaviour and belittled it to me directly. I have shown this particular antisocial behaviour as being a threat to the people involved and others which the police had ignored and belittled. Who's paying for the police? What are they actually supposed to be doing? Waiting until there is a dead body to collect it? How much respect do you think people have for authority when they see such an extreme abuse of surveillance technology carried out 24/7 by the criminals in this environment for eight and three quarter years for the purpose of covering up and carrying out more crime?
As a result this whole area erupts in continuous antisocial behaviour which is described here on an almost daily basis because surveillance technology is being used on behalf of those in authority to build a false image by an effort to destroy the person (me) who reports the problems. Those who do not even live here are the ones destroying this environment with the abuse of surveillance technology carried out against me 24/7 now for eight and three quarter years since August 1998. Those examples I provided the Prime Minister in the appendices noted above occurred in July and August 1999 a year after the surveillance technology was installed and put at their disposal.
Sat May 12 12:41:21 BST 2007: thumping bass music starts from below as I begin to transcribe last night's incredible antisocial behaviour from below. This is to be expected and apparently used in conjunction with surveillance technology to know exactly what I am doing to attack in this manner with more antisocial behaviour reminding me of what took place all night long last evening and night. This is being continuously recorded on a video recording with its sound. Music stopped shortly after 1300 about 1305.

Saturday, 12th May 2007, 12:51:31 to 12:53:23.. Thumping bass music and out of bedroom into the hall for the extensive Walkway children's noises mixed with music noise nuisance. Some sort of pounding went on all day and into the evening. Not sure if it was the children or some works project. Whatever it contributed to the whole cacophony of noises for many hours. Adult male talking in Walkway while this is happening allowing it to continue. 12:52:58 out of the hall back into the living room.
Sat May 12 13:50:00 BST 2007: thumping bass music resumes loudly. All recorded on the video from start to finish each time it comes on and stops while I make my notes about the ongoing abuse as I transcribe last night's PR recordings above. This time it shut off about 1405. Another short burst to disrupt, distract, disturb and, hopefully, destroy.

The children were climbing up inside the front door porch cover next door. Bathroom, front door and into bedroom at 14:28:40 with the thumping music and children's noises so loud in the bedroom that it is uninhabitable.
Saturday, 12th May 2007, 14:30:03 to 14:31:24. From the bedroom thumping music into the hall and Walkway loud shouting noises from children. Kids were throwing something up against the kitchen window of the flat next door which is on this level. On the third time it went inside only to come back out after a brief pause. They yelled "Oh, it went in."
Saturday, 12th May 2007, 16:00:47 to 16:02:00. Walkway with the loud children and banging noises. There is an adult with the children. At the very beginning it sounds like she says "You two take him out?" Is she talking about another child or dog? Another child from across the way is attracted and comes out to see what is happening.
Sat May 12 16:05:09 BST 2007: thumping bass music resumes loudly after a pause for a little over an hour. This only lasted for a few minutes.
Saturday, 12th May 2007, 20:21:04 to 20:22:51. Walkway children playing and screaming still with adults present along with much noise and crude, abusive language. One woman is saying "You can play" repeatedly to a child adding at the end ". . . with [name] and not be hysterical." The pounding goes on too. This sounds like the same woman and child four hours earlier in the recording above at 1600. There was bicycle riding and ball playing.
Sat May 12 21:11:15 BST 2007: thumping bass music resumes loudly from below once again as it did at this time last night. Will there be a repeat pattern of all events throughout last night once again? This too stopped after a short bit amid loud hit/thud noises and a shout from below. Nope. This only lasted for a short period.
3. I believe that John Reid is using the fear of terror to change the human rights law so that it is more suitable to the suppressive and control of the population. He claims that he sought to protect the public from terror by such changes. I ask how will the individual protect him/herself from a government whose actions are worse than the terrorists? Look at Lt Harry Bird's false allegation above where he calls me a "Bomber." He seeks to maintain the 24/7 surveillance technology abuse against me 24/7 by such fear mongering allegations that are totally without any foundation whatsoever.
This total invasion of privacy and its torture along with medical experimentation have been carried on 24/7 for eight and three quarter years since August 1998. It has violated every article of the Human Rights Act of 1998 save one. Given the suspicion of terrorism or a false allegation from someone as occurs repeatedly from Lt Harry Bird, BS and others there can be an abuse of the legal requirements of the Human Rights Act if John Reid is able to "rewrite" the human rights legislation. He could open the door to such abuse as I've experienced for all these years on a mass basis with the surveillance technology to which I've been subjected.
John Reid is on his way out the door by his own statement. There will be a new Prime Minister on or about 27th June 2007. John Reid is unlikely to have any part to play in that government, and he rules himself out be claiming that he needs time to recharge his batteries after his ten or so ministerial roles in government during the past decade or so. So, why is he meddling here with these kinds of proposals when they whole government will be different in the near future? Will there be a fundamental change in this government or not?

Reid urges human rights shake-up

Home Secretary John Reid has called for human rights laws to be rewritten to protect people against terrorism.
In a speech to ministers of the six largest EU nations in Venice, he said the current situation was unacceptable.
Citizens were not being protected by politicians who followed case law "to the letter", Mr Reid said.
He added that the international legal system needed modernising and that the distinction between armed conflict and criminal acts was out of date.

Gordon Brown sounds good when he talks about NHS needs for patient care by making access easier with GP enhancements, walkin clinics and NHS Direct improvements so that people can have care when they are available including nights and weekends, but are the trained and experienced people and equipment going to be there for this to happen? Consider the walkin service at the Charing Cross Hospital which is financially strapped and part of the financially strapped Hammersmith Hospital. It's a nice idea, but will it work given what has happened financially to the NHS in recent years?

Brown on the NHS Gordon Brown has said education and healthcare are his top domestic priorities, as he continues his bid to become the next Labour leader.
The chancellor said he wanted "fairness and opportunity for all" in the UK, and for the health service to become "the envy of the world".
Mr Brown is spending his second day on the campaign trail with visits to marginal seats in Kent.
He is so far unchallenged in his bid to succeed Tony Blair as leader.

5. Filming witnesses on the stand is an excellent idea. So much can be conveyed by watching the actual testimony that this will serve justice much better than a slog through the transcripts of the trial verdict being appealed. The transcripts should be preserved, and obviously will, for note taking and comments, but seeing it all take place as it did in the court room is invaluable.
There were some valid objections raised today in a BBC News24 interview especially where certain trials involve crimes which attract perverts to a trial such as child sexual abuse. There is a legitimate fear that such video tapes of witness testimony might get out. There is also a fear of retribution against someone who gives evidence although I cannot see how a video of the testimony will add anything more than might already exist in the eyes and mind of the vengeful unless it is something unknown that becomes available somehow if these video tapes get out.
There needs to be a security process which will permit the filming of witnesses on the stand while also protecting against potential abuses of such a filmed record. It should be viewed as essential and more desirable than a trial transcript.
My personal feelings are that all courtroom trials and other legal proceedings, tribunals, etc, should be televised or in some way made available to the public at large perhaps on the Internet as they are taking place. This can double as a video record of the trial for appeal purposes. It is most important to have all judicial proceedings made available to the public. I feel that this will be a deterrent against those inclined to unlawful acts if they can see what happens when they are caught and brought to justice.

Call for witnesses to be filmed

The head of criminal justice for the judiciary in England and Wales has called for witnesses to be filmed when they testify in court.
Sir Igor Judge said courts would be better placed to determine appeals if it could see what the jury had seen.
He also raised concern over government plans to prevent convicted criminals winning appeals because of legal problems during the trial process.
Ministers have not announced if the proposals will become law.
