- Child protection plans 'failing'. Lord Laming did not hold the government accountable and responsible for the failings with regard to child abuse in his report from the Victoria Climbie inquiry. This is why his report's recommendations have failed to be implemented.
- Call to regulate household CCTV. Liberty seeks to regulate household CCTVs claiming that it violates human rights. Liberty does not address the real abuses which exist in this society such as that described above. Instead, they generate publicity by seeking to regulate genuine home protection CCTVs for spurious reasons.
1. Child protection plans 'failing'. Those whom I reported for child abuse in May 1998 were given access to surveillance technology three months later to use against me 24/7 as a weapon which also involved the abused child and other adults and children.
The child abusers assumed operational control of the surveillance technology over the years with the mother of the abused children and her mother acting as driving forces being this surveillance technology coordinated abuse. The government and its departments and agencies along with elected officials have been full participants in this surveillance technology abuse 24/7 for the past nine years and five months which goes on as of this writing. The man who wrote a damning report into the death of eight-year-old Victoria Climbie says he "despairs" over further deaths of vulnerable children.
Lord Laming's report five years ago said Victoria's death could have been prevented by "basic good practice."
He told BBC Radio 4's File On 4 children are still paying the price for organisations failing to do their duty.
Although he absolved government from any blame, saying he backed its policies at national level.
Lord Laming was commenting after a File On 4 investigation showed him details of three cases - in London, Newcastle and Swansea - where vulnerable children had been killed and in which there has been criticism of the role played by social services and other agencies.
"Of course I despair and I hope that captures what I feel," he said.
"I despair about the organisations that have not put in place the recommendations which I judge to be little more than basic good practice.
Lord Laming said child protection agencies still ignore the child's interests, tending instead to focus on adults - a point he stressed in his original inquiry.

I had hoped that the results of your inquiry into the death of Victoria Climbie would be understood and honoured by those in government, but this has not been the case in my direct experience during the past decade. Here is what I wrote about the BBC news report concerning your appearance on Radio 4's File on Four.

Lord Laming failed to get at the crux of the problem with respect to the failures regarding child protection, i.e., the deliberate disregard, cover up and support for child abusers that exists in the government and various departments and agencies. This comes from those with similar personality and character deficiencies who are in various responsible positions as I've directly experienced for nearly a decade.
After I reported child abuse in May 1998 that had been increasing over the previous two years from the flat below mine, this child abusing group was given access to surveillance technology installed in mid-August 1998 and located initially in the flat above to use against me to cover up their ongoing child abuse by stopping my reporting of it.
The child abusers were able to work the cracks between the police, social services, NHS, housing management, Council and various departments of government while carrying out a continuing campaign of violent abuse against me involving scores if not hundreds of people. They were able to play these organisation off one another switching around between them to get what they wanted.
This reflected a systematic violent abuse programme carried out against an adult by those who had been reported for their child abuse thus confirming for all to see their violent character. Child abusers take advantage of the vulnerability and defencelessness of children to carry out their abuse. Surveillance technology enables this personality to carry out similar abuse against an adult made vulnerable and defenceless by it.
All of my reporting of this for over a year brought no relief. I sent a 50-page fax (36 pages of text and 16 pages of diary/log exhibits) to the Prime Minister on 23rd September 1999 [Exhibits can be seen at Exhibit A; Exhibit B; Exhibit C; Exhibit D; Exhibit E] since the child abuse continued and was spilling over into the Walkway with other children subject to violence from the abused child.
The response I got was an escalation of attacks against me along with bringing in the NHS mental health professionals who operated in and around my flat along with the police in a continuous campaign of intimidation. I finally met with the mental health professionals in January 2000 to identify them and explain the source of the problem as violence from the child abusers whom I had reported for their child abuse.
They ignored the obvious despite having a copy of my detailed letter to the Prime Minister in their possession, attacked me in various ways instead and tried to subject me to obliterating treatment. I refused and filed a misconduct complaint against these NHS health professionals. They have not stopped their harassment against me, and I am once again embroiled in a complaint against them (North West and Central London NHS Foundation Trust) for an attempted access on Friday, 4th January 2008.
The child abusers have never stopped their abuse against me during all these years which now amount to almost a decade. This reflects the obsession of the abusively violent personality. They need an object off which to feed. Children grow up, but adults do not and make excellent perpetual victims when surveillance technology is at hand. The abuse against me falls under the problem of Munchausen by Proxy Syndrome used against an adult. The key psychological payoff for this in addition to the sadistic abuse achieved comes from the satisfaction of dupping those who are considered "more important and more powerful."
While this abuse against me from the child abusers, NHS, police and others was taking place in late 1999 and early 2000, Victoria Climbie was being abused in the extreme to which she succumbed and died in early 2000. I had high hopes for the inquiry surrounding her death, but the results were not as expected. The failures which I had already experienced, documented and communicated went on being perpetuated through the abuse from surveillance technology which still goes on as of this writing.
The failure of Lord Laming to get at the ultimate source of the problem, the government, has resulted in the fact that his inquiry and report have ultimately failed as well. The government and those in its departments and agencies including the police, NHS, social services, tenant management and local and central government consists of such a large enough number of people who are disposed to sadistic, abusive behaviour themselves that they protect the child abusers and particpate in the subsequent abuse vicariously as onlookers.
This is why the report from the inquiry is seen as a failure. It is why decades of abuse have continued in institutions against children because no one reports the reality of what is taking place. The children are ignored and only speak up decades later. If anyone speaks up to stop the abuse, they are treated as I've been treated for nearly a decade. When everyone sees that happening, no one will say anything.
The fact that the Victoria Climbie report has not changed much resides in the fact that the report did not get at the essence of why child abuse continues in this country. There are no sanctions for those who permit child abuse to flourish while attacking the person who reports this and other problems especially when the child abusers have surveillance technology at their disposal to use as a weapon.
I also find it amazing that Lord Laming was originally in charge of the inquiry into Dr Shipman and left when it was to become public only to take the helm at the public Victoria Climbie inquiry. Of all people who might be able to identify government shortcomings relating to adult and child abuse I would have thought he would be the one.
Something makes me think that my whole experience of the past decade and events leading up to it will become the subject of such an inquiry. This time it will have to deal with adult and child abuse together with the source of the problem clearly coming from the government itself. I wonder who will be in charge of this inquiry?

2. Call to regulate household CCTV. Here's a situation where those who are violent and abusive in the extreme are using totally invasive surveillance technology to carry out extreme abuse against me 24/7 inside my own home. There is nothing that I do inside my home that does not get attacked by these people whom I reported for their child abuse as described in number 1 above.
At the same time they are responsible for having created during the past decade an environment where criminal and antisocial behaviour are the standard by setting the example for such behaviour. As a result, I address the crimes and antisocial behaviour which take place in the immediate proximity of my flat. I gather hard evidence of such activity when it occurs but not by continuous monitoring only when I am disturbed by such behaviour.
Since they (Lt Harry Bird, BS (the mother of the abused children) and others) seek to attack all that I do by distorting, misrepresenting, exaggerating and fabricating my activity, they also seek to attack this process of documenting with hard evidence the antisocial and criminal behaviour that impacts my life adversely. They want this to happen, and they do not want me to document and report it accurately.
They incite such antisocial and criminal behaviour by their verbal abuse against me which is repeated by others and seek to exploit such behaviour for their own advantage. They seek to discredit what I report in order to cover up the original child abuse and other crimes along with antisocial behaviour as well as their ongoing activity in this regard through the use of the surveillance technology.
They seek to support and sustain such antisocial and criminal behaviour standards in this environment which is why it proliferates. The environment has declined in the last decade as a result, and another generation of children has grown up with their outlook and standards inverted.
They make false allegations against me about illegal activity which does not exist hoping to exploit the underclass elements in this environment who do not know better thus depriving them of the opportunity to grow, mature and develop properly.
They play on people's ignorance with emotive language to incite fear in order to sell their own protection of the environment by means of the use of such surveillance technology predicated on the false premise that "He has to be monitored." For what?
For their own need to "cook the books" to ensure that know one learns the truth about what they are doing and the environment they have created?

This is exactly why I use video film clips to show exactly what is happening in order to communicate reality so that others can make up their own minds without being subjected to distortions, misrepresentation and fabrications from those who need to hide the reality of their own actions. I've got this very process itself on video where those who engage in antisocial behaviour one moment try to mischaracterise it in their favour in the next moment.

The law needs to be updated to regulate the growing number of household CCTV cameras, a human rights group has said.
More people are installing their own devices to deter activities such as vandalism and anti-social behaviour.
Liberty says legislation needs to take the rise into account, particularly where the cameras monitor public places such as parks and pavements.
Retailer Maplin says its sales of such cameras, monitors and recorders have gone up 265% in the past five years.
In one case, images from a neighbour's CCTV helped to convict three teenagers who kicked to death a father-of -three.

Such filming of antisocial and criminal threats and behaviour are a big help to everyone concerned including law enforcement making it possible for the police and others in positions of authority to deal effectively with problems.
This is no different from an individual witnessing an incident and reporting it. What happens in such situations is that the criminal or antisocial behaviour type immediately starts fabricating anything and everything to deny what actually happened while attacking the person who witnessed and reported the problem.
A video film clip of what happened validates exactly what occurred and prevents this kind of abuse from the criminal and antisocial behaviour types.
It is essential for people to protect themselves inside their homes with all the criminal and antisocial behaviour occurring. Those so engaged seek out vulnerable areas to exploit it for their activity. The best way to deal with these problems is to film it and the people involved so that those in authority can stop it.
Liberty has gone off track with this call to regulate household CCTV. In fact, this is an invasion of the personal household to regulate what a person does inside his/her home in order to provide a safe and secure environment.
I'm really sorry to see Liberty make this pronouncement, but it is consistent with my negative experience with Liberty for years.
They are a publicity grabbing organisation that does not really address the problem of human rights for the society.
This is a question of human rights being violated against the householder who seeks to deal appropriately with this problem given the overall circumstances, threats and violence that can ensue from those who carry out antisocial and criminal behaviour in the community.
I am registered with the Information Commissioner and thereby comply with the regulations, but I don't even have a CCTV (yet). What I do is film any incident surrounding my flat which comes to my attention due to antisocial behaviour which manifests itself by excessive noise or some other obvious method.
I have informed the police about my activity and provided them with video clips that relate to criminal and/or antisocial behaviour which occurs outside my windows especially my kitchen window.
I am amazed by the number of crimes that have occurred there and the extreme violence which I've witnessed directly. The criminals and those who wish to maintain a criminal and antisocial standard in this environment attack this evidence gathering process viciously as a result. This confirms and justifies the validity of what I am doing to try to bring this behaviour under proper control.

At present, however, I am contemplating putting a CCTV camera equivalent (web camera) in my bathroom window facing my front door due to the number of incidents which have occurred there including two attempted burglaries last August.
It would be nice to have a video of exactly what happens there with respect to antisocial/criminal behaviour. I am already registered, so this will be no problem. I have also informed the police and tenant management of my thoughts contemplating such activity.
Given the abysmal failure by the police to deal properly with two of those whom they caught who had attempted to access my flat last August, I think a permanent CCTV equivalent is necessary.
I did film and audio record this second burglary attempt last August, but the police insisted these guys were innocent and decent teenagers just "hanging around" outside my door because they did not think anyone lived here. That was total nonsense.
When the police ignore such incidents after having actually caught those involved, this gives a green light to all who carry out antisocial and criminal behaviour that this activity will be safe for them to do because the police will not do anything and can be easily manipulated. The police come out looking like dolts in the eyes of the youths in this area.
When I told the police that I had filmed what occurred through the peephole and made an audio recording of it, they did not ask for this information. It is up to people to take care of themselves with a video record of exactly what is happening so that the perpetrators or the police themselves do not misrepresent and distort what actually occurred.
Liberty fails to get most things right as far as my experience reveals, and this is just one more example.
