1. While commenting about the Home Office 27,000 document debacle, Political Correspondent Laura Kuenssberg on BBC News24 described this morning a possible link to a communication from some three years ago but then discounted it because it did not refer to the 27,000 shunted documents, and ministers had changed during a period of three Home Secretaries.

Changing ministers is, of course, one way of obscuring accountability and responsibility which then rests with the senior civil servants. My direct experience reflects an example of continuity from David Blunkett through Charles Clarke to John Reid evidenced by my correspondence and that of Simon Watkin in the Home Office to me with respect to the abuse of power involving surveillance technology used against me.

Simon Watkin was a Private Secretary in David Blunkett's office. After David Blunkett took office, I sent extensive correspondence to him and others including the BBC regarding the escalation in the torture abuse by surveillance technology used against me. It was so bad in 2001 that I sent 60 consecutive 24/7 diary/logs (one for each day) in July and August 2001 to the Home Secretary and others including the media seeking to stop this most cruel, inhuman and degrading treatment. Thus, I documented and disseminated this extensively prior to 9/11. This did not succeed in bringing the abuse to a halt. Nothing has phased or stopped these people.

As I look back on my continuing correspondence especially to the Home Office and replies I have received from Simon Watkin (2nd March 2005 and 8th August 2006) who has moved on to a quite specific and very relevant position as regards surveillance technology use and its control under the law as "a Home Office official working with the covert investigation policy team and the crime reduction and community safety group," I see a thread of obfuscation and denial emanating from this senior Home Office civil servant. It has also spilled over into the BBC as described in yesterday's web journal entry with reference to Newsnight Editor Peter Barron's letter dated 6th April 2005 to me.

While this is not part of the 27,000 document computerisation failure, it does reflect a similar pattern of behaviour where there is gross abuse which is covered up and has been over several Home Secretaries starting with Jack Straw. I have heard hundreds if not thousands of times references made to the Home Secretary either by office or name throughout these years by Lt Harry Bird carrying out this extensive and extreme abuse. He drops these as a means to claim authority for what he is doing.

There is little doubt in my mind that both civil servants and ministers are directly involved in this activity with full knowledge of all that is going on including presence and participation in the surveillance activity itself as noted by Lt Harry Bird's reference to the presence of ministers on occasion. As can be seen by Simon Watkin's letters (2nd March 2005 and 8th August 2006), there is an attempt to coverup this surveillance technology abuse by blaming me its victim as is the case by violent abusers who wish to escape responsibility and accountability. This is a further abuse of power on top of that to which I am subjected 24/7 by those using the surveillance technology as a weapon to destroy human activity and life itself.

I provided a brief description in yesterday's web journal entry in the context of what is happening now in public view as an example of what the Home Office has become under this government and what to expect in other similar circumstances such as the 27,000 document debacle. The difference here is that I am talking about the failure to detect terrorists before they strike as has occurred as well as an increase in violence and crime which Simon Watkin is supposed to be addressing. I have documented with direct evidence this violence and crime in this environment. In each case there is a danger to the public from the corruption which exists in the Home Office that gets passed along through successive Ministers of State.

My experience is an example of how that is done through civil servants with the perhaps unwitting compliance and collusion by the BBC reflecting a failure in journalistic responsibility to the public. In fact, I was sending the evidence of this increase in violence to Peter Barron after I had sent along some of it to just Newsnight itself. He replied to my letter and its evidence stating that he was interested in the violence that was occurring overall. I then sent along a copy of the letter from Simon Watkin which I took as violent personal abuse to which he replied without any knowledge or specific information from me agreeing with Simon Watkin. This extraordinary dismissive attitude and action from the Newnight Editor struck me as a critically important failing of journalistic integrity, inquiry and objectivity which matched the problems I have noted at the Home Office that have emerged in other instances from there as they are doing once again. The government has very serious problems which it is trying to coverup, and one key BBC editor is failing to look at the substance of this problem. Thus, we have a failure in security and public safety in this country because the BBC among others are not serving the public interest.

Tony Blair has backed John Reid over the 27,000 backlog of files on crimes committed by Britons abroad.

The prime minister said that being home secretary was the toughest job in government, but insisted that Mr Reid was making a difference.

And he said officials were doing their "level best" to cope with difficult issues in "challenging circumstances".

A 2004 report into problems with files on British crimes abroad only pointed out "what we already know", he said.

John Reid took over as home secretary in May 2006, after Charles Clarke was sacked in a row over foreign criminals released from prison without being considered for deportation.

'Not fit for purpose'

Mr Reid pledged to "sort out" the Home Office after saying that parts of it were "not fit for purpose".

Last week it emerged that more than 27,000 case files on Britons who had committed crimes abroad, including rape and murder, had not been entered on the police computer.

That national database is checked when people apply to work with vulnerable groups, such as children.

2. Now it's three out of 18 under control orders who have absconded with the third just reported as missing by the Home Office this evening. The Home Office is blaming Parliament and the courts for forcing it to use what they consider to be a half measure where terror suspects cannot be incarcerated. The great conflict here is that the Home Office is actually carrying out a form of control order outside the legal justice system and any formal administrative procedure that has not involved me by totally invasive surveillance technology from which I could never escape even if I wanted. The point is that the government, i.e., Home Office, is actually allowing this to be carried out but is denying that it exists. This particular form of surveillance technology has been in use against me since February 2001 for almost six years 24/7. Its targets can be identified and tracked anywhere except deep underground.

Given all that I have written in the past few days as it turns out, it is time to recognise this form of surveillance publicly so that it too can be considered for usage on a larger scale to carry out and accomplish what control orders are failing to do. The great mistake is that this abuse of power against me is being done against a completely innocent, honest and non-violent person who is on the side of the democratice rule of law, proper law enforcement and the legal justice system. While the Home Office complains about not being permitted to hold terrorist suspects in prison blaming Parliament and the courts, it is acting in an extra-legal manner to carry out the total tracking and incarceration of me with this surveillance technology.

I am declared a "prisoner" in "custody" and under "house arrest" frequently by Lt Harry Bird using the surveillance technology. This is correct since there is no way I can escape this monitoring activity which goes on 24/7. Lt Harry Bird often repeats "He needs watchin' " which is nonsense, but this is what he and others are doing 24/7 and have been with the surveillance technology he has been using in London for almost six years since his arrival in February 2001 to join a surveillance activity which was in process since August 1998. It must be understood that brain wave surveillance monitoring and feedback technology is virtually infallible for tracking and imprisoning anyone, and it is cost effective. The existence of this technology must be made known to the public and an open debate developed so that its abuse can be stopped and proper control of it can be maintained in a democratic society into order to both preserve and protect democracy at the same time.

Third terror suspect 'on the run'

Another terror suspect on a control order has absconded, Home Secretary John Reid has revealed in a written statement to MPs.

The suspect was the third to vanish while under the controversial orders, which impose a form of house arrest on terror suspects.

The individual absconded earlier this month, said Mr Reid.

The orders were brought in for cases where there was not enough evidence to bring suspects to trial.

The news is a further blow to the government's anti-terror policy and will increase pressure on Mr Reid, who is already under fire over other failings in his department.

Mr Reid said there were 18 control orders currently in force.

Two men - a British citizen and an Iraqi - who absconded at the end of last year are still at large, the statement confirmed.

A Home Office spokesman said: "Control orders are essential where it is not possible to prosecute individuals for terrorism-related activity and, in the case of foreign nationals, where they cannot be removed from the UK.

"However, we have always made clear that control orders were introduced as a next best alternative for dealing with suspected terrorists.

"We have sought stronger controls to deal with suspected terrorists who cannot be prosecuted, but have been prevented by Parliament and the courts."

What is wrong with this country? I don't mean the "bad" people. I mean the supposedly "good" people.

Keith Best suggested that control orders be abolished on the basis that they go against the grain of what this country is all about. He cited the loss of liberty to any degree without any charge as an abrogation of the fundamental values of this country.

I've never been charged with anything at anytime in any way but have been subjected to surveillance technology imprisonment with my liberty and life destroyed by 24/7 abuse.

This is happening because the so-called "good" people are sitting on their hands and doing nothing not even asking questions and trying to understand what is really happening.

Denial and disbelief are preferred to reality. That's why this government gets away with such an incredible abuse of power.

3. And, this is what happens such as the 21st July 2005 "Dud" bombs after the horrible attacks which occurred on 7th July 2005 when such surveillance technology is not acknowledged as in existence. This results from its abuse against the innocent and honest which permits terrorists to go freely about their activity in order to carry out their murders or attempted murders of many innocent people. By all means bring in this surveillance technology to be used in cases where control orders are required to ensure that no one will abscond and all, quite literally all, the activity of the target can be tracked and known even before it happens by a very limited number of people who can actually track many at the same time if the technology is properly set up. It is time for this democratic society to move forward to ensure that such terrorist attacks do not occur which can be done with this surveillance technology if it is used properly with the full knowledge and consent of the democratic institutions and the rule of law as determined by Parliament. This can be an open solution in an open society. At present it is a closed solution in a closed society which permits its extreme abuse at the expense of society.

A jury has been shown CCTV footage of the moment an alleged suicide bomber tried to detonate a device on a London underground train on 21 July 2005.

The pictures taken on a train near Oval station in south London have been played on the second day of the trial.

Muktar Ibrahim, Manfo Asiedu, Hussein Osman, Yassin Omar, Ramzi Mohammed and Adel Yahya deny conspiracy to murder and conspiracy to cause explosions.

Prosecutors allege the failed bid was planned before the 7 July 2005 attacks.

The footage shows Mr Mohammed, 25, boarding the train with a rucksack, and turning with his back towards a mother and her child before apparently trying to detonate a bomb.

He is later seen running up the down escalator as he made his way out of the station, chased by several members of the public.

The court heard two other tube trains - one at Shepherd's Bush and the other near Warren Street station - and a bus in Hackney were also targeted in the alleged plot, but in all instances the main explosive charge failed to ignite.
