1. Intense torture continues from the abuse of surveillance technology.

Thu Oct 26 10:01:01 BST 2006: ". . . in prison," declared Lt Harry Bird. What he means by this is "He's in prison." A variation of that is "He's under house arrest" which fits since I am stalked and tortured wherever I am located by the use of this surveillance technology. He also declares "He's my prisoner" from time to time. Lt Harry Bird has become the prison authority too in the UK. He has taken over law enforcement and the judiciary by becoming judge and jury declaring guilt and passing sentence. He has been carrying out that sentence since his arrival in February 2001 joining the surveillance driven torture, stalking and harassment which had already been in place for two and one-half years 24/7 since August 1998 when instituted by tenant management. Colonel Vine, Lt Harry Bird, "Jane" and others are the outside thugs called in by tenant management and their co-conspirators to "help them" with their surveillance stalking and torture campaign.

Lt Harry Bird, BS and others have joined together and been carrying out stalking punishment 24/7 for over eight years and two months using the surveillance technology as a lethal weapon to imprison, torture and ultimately murder. These are frequently declared objectives throughout these years. Lt Harry Bird, BS and others have re-instituted capital punishment in the UK by the use of surveillance technology carried out "indefinitely" until the destruction of the target. Scores if not hundreds have participated in this activity. It has been sanctioned by those in authority from the bottom to the top. This is a product of local control in the guise of tenant management who are deemed best at carrying out and covering up their own and other's criminal activity.

This is what tenant management really means: a terrorist group of vigilantes provided with the technology to wipe out dissent and those who report crimes and management problems. This intimidates others as well. Since so many are allowed to participate, the word travels fast to every region of the borough, throughout London and the entire country. No one dares to stand up and speak out for fear of this kind of reprisal. It also keeps the reported level of crime down so that those in law enforcement are happy to go along with it since it makes them look better too. This is image management all around. The results are that domestic violence and crime rise because those involved know that they can get away with these offences. Antisocial behaviour rises too. The respect for authority is lost resulting in such devastating crimes as the stabbing of a police officer last October nearby while on bicycle patrol.

Tenant management has created this social standard for society by its indefinite abuse for many years of surveillance technology for criminal and unlawful objectives carried out without any justification whatsoever against one of its tenants. It has destroyed the so-called values for which Britain wants to be noted. Did they ever exist if this reverse standard has developed further and further "indefinitely?" Is tenant management the reflection of the institutionalisation of standards for criminal and antisocial behaviour which already prevailed but are now officially recognised and in place?

After I wrote yesterday's web journal entry, I sent the following Email to Sir Malcolm Rifkind who is the Member of Parliament for most of Kensington & Chelsea although his constituency border stops not far to the south from here. He is slated to speak before the Royal Borough of Kensington & Chelsea Tenant Management Organisation (TMO) at its Annual General Meeting (AGM) on Monday, 13th November 2006. Sir Malcolm Rifkind replaced Michael Portillo who stood down to pursue a media career.

Dear Sir Malcolm

You are not my MP since I live in North Kensington. However, since I have lived in a Royal Borough Council flat for the past ten years, and you are going to speak at the RBK&C TMO AMG on 13th November, I wanted to inform you about a quite serious corporate governance and management problem that goes beyond anything imaginable.

If you thought the Hewlett-Packard "pretexting" against its directors, employees and journalists which engulfed its Chair, Pattie Dunn, and others who were summoned before the US Congress where ten of those so summoned refused to testify based upon protection against self incrimination was sensationally broadcast throughout the world, it will look like a Sunday School picnic compared with what the TMO has done and allowed to be done in the Royal Borough for over eight years now when this hits the world media.

You have not been informed about this because your constituency boundary is a little south of here, but many of your constituents live in properties managed by the RBK&C TMO.

I urge you to tread carefully in this area and become as fully informed as you can about what has been happening. When this all comes to light, the scandal will rock this borough, its Tory leadership and the Labour Party (Karen Buck is the MP and three of the four Labour Councillors are from this Notting Barns Ward) so severely that there will probably never be a recovery.

If there is anything you can do to set this gross abuse of power right sooner rather than later, it will help ameliorate the ultimate impact upon yourself and others involved with the Royal Borough.

BTW your predecessor was fully informed about this situation to no avail. That does not count well toward Tory exoneration with regard to accountability and responsibility.

2. While local control is all well and good in theory, there are valid reasons for centralisation. There must be a means for redressing grievances against the abuse of power which I have experienced for over eight years as I continue to document and describe these extreme abuses which have resulted from local control by tenant management. The Right Honourable Ruth Kelly MP, Communities Secretary, has just spoken before Parliament in the House of Commons presenting a white paper for proposals about local control in local Councils.

Ms Kelly's Conservative opposite replied to her presentation by noting that the Conservatives constitute a majority in the Councils of this nation to which she attributed the "improvements" in local government that Ms Kelly had noted in her speech. While I do not know about other Councils, I do note that this is a Conservative run Council with 50 of its 54 Councillors from the Conservative Party. Tenant management in my experience as well as Council management for the past decade have been a disaster as I am documenting and communicating in this web journal. It has been as bad during the past two years as the first two years of the past decade. The great problem with this assessment with regard to elected officials and political party affiliations is that this situation is far more complex and complicated than assigning blame to one or the other. They have all participated to their detriment and disgrace.

The degree to which these abuses accrue to the Labour Party elected officials and central government is significant. Karen Buck is the Labour MP for North Kensington and has been fully informed by me about all that has been happening for over six years while three of the four Labour Party Councillors in this Council come from this Notting Barns Ward which includes the Lancaster West Estate.

In addition, one of those local Labour Party Councillors, Mushtaq Lasharie, also sits on the TMO Board of Directors as an "RBKC Appointee" He is a resident of the Lancaster West Estate. These local Councillors from Notting Barns Ward and other elected officials from local and central government have been directly involved in participating in the surveillance technology abuse carried out against me. There are three such Councillors who are RBKC appointed directors on the TMO Board out of a total of 19 directors. Mr Lasharie has been fully informed about the surveillance technology abuse carried out against me by Email and by post.

I question the existence and validity of the three RBKC "appointed" directors to the TMO Board who are elected Councillors with respect to the independence of the TMO Board consisting of elected TMO members who are residents of TMO managed residences. While Mustaq Lasherie is an elected official from the Labour Party and a resident of the Lancaster West Estate, he has not been elected to the TMO Board by its members. Therefore, he is not accountable and responsible to the TMO members upon whose Board of Directors he sits. This also calls into question the Arms Length Management Organisation (ALMO) status of the TMO with respect to the RBKC Council.

The devastating point about Mr Lasharie sitting on the TMO Board is the fact that he has been fully informed about the surveillance abuse as well as possibly participating in it as two of the three Notting Barns Ward Councillors have done prior to last May 2006's local elections. This means that the TMO Board should have been fully informed about this surveillance abuse. If they have not been so informed, then Mr Lasharie has not done his job and participated in the cover up of extensive criminal activity.

Of course, there is a middle ground where Mr Lasharie could have mislead the TMO Board by supporting the the surveillance abuses as an "RBKC appointee" while misrepresenting what was actually taking place. These and many other problems of corporate governance and potential abuse of power will need to be addressed thoroughly and completely in the legal justice system when the surveillance abuses are brought to a complete and total halt. In the meantime as long as the surveillance technology abuse remains in place, those who are associated with it benefit from its extensive criminal activity including perverting the course of justice.

Councils to get fresh law powers

The plans offer greater power for local communities across England

English councils will get the power to bring in bylaws with fixed penalties without Whitehall approval under plans to increase local communities' powers.

The proposed shake-up would bring in more mayors and elected leaders, with police, health and education bosses to face greater scrutiny from the public.

Local inquiries on issues such as hospital closures and drug dealing could begin if there was public demand.

Communities Secretary Ruth Kelly will give more details of the ideas later.

They are to be published in a White Paper which comes during the comprehensive review of local government finance, led by Sir Michael Lyons. He is due to report to ministers in December.

3. If five weeks of a scaffolding secuity threat does not work, escalate it by leaving a ladder up the front of the bulding inviting the burglars to come right up. This is tenant mangement at its ongoing best after I described this situation here yesterday. Now I really am a prisoner in my own home.

Ladder Up To the Top of the Scaffolding and Balcony

This morning after almost five weeks of the scaffolding installation (five weeks tomorrow), there was a further repair effort. Cement was put on the entire floor of the balcony. This time they took advantage of the fact that they had a scaffold and did the entire balcony floor. However, those doing the work left this ladder outside leaning on the scaffolding creating a threat for all who live near this scaffold as well as myself.

I sent an Email to tenant management at 1453 this afternoon requesting that it be removed including this photgraph. So far there have been no results. It still exists there waiting for any junky driven by the extreme need for a fix to climb up and smash his/her way in. I would call this a deliberate disregard for tenant security and an intentional effort to threaten and punish further after well over eight years of deliberately created disrepair.

The ladder was removed about 1700 after I sent a second Email.
