• Investigating Jersey's 'abuse' history. As of now, some 70 alleged child victims with 20 suspected abusers have emerged from a situation that existed for some three decades in a home for children with special needs on the island of Jersey. It is no secret to me why abuse like this goes on for decades since I have been dealing with the cover up of child abuse and its reporting for almost a decade where the violent abuse has been turned against me for having reporting the child abuse. No one will risk my experience by reporting the reality of violent abuse. If I cannot do it successfully, children haven't a prayer of reporting abuse carried out against them. They are either crushed or turn into violent abusers themselves.

• Institutionalised Adult Abuse With Surveillance Technology and Repressive Psychiatry. Following on from yesterday's comments as a result of the BBC Panorama broadcast here is an outline overview of my similar experience at the hands of the psychiatric profession who moved out into the community to medicate surreptitiously without my knowledge or consent following my 23rd September 1999 fax/letter to the Prime Minister concerning the failures surrounding the child abuse I had reported some 17 months earlier.

1. Investigating Jersey's 'abuse' history. How many times will violent abuse get covered up while it happens for decades only to come out long after the damage has been done? If an adult cannot intelligently, rationally and precisely describe violent abuse with well documented evidence, how can anyone expect children to get the protection they need when they cannot report it?

Abused children need an adult to report the abuse. I've been dealing with the child abuser's violence redirected against me since 11th May 1998 including surveillance technology at the child abusers disposal since mid-August 1998. Who did this, and why has it been sustained? Why is it that the police and other departments of government and/or organisations participate in the crimes rather than enforce the law and/or report the crimes against me?

On the island of Jersey it now emerges that some 70 children were allegedly abused by some 20 suspects uncovered so far over a period of about three decades. No one heeded their cries for help and reporting of the child abuse. The abusers got away with it and kept the institutionalised violence against children going thereby discouraging anyone from coming forward.

I have documented a similar situation with regard to the reporting of child abuse for all these years 24/7 since 11th May 1998. It is easy for me to see and understand why such a culture of sadistic violence exists and is perpetuated. I keep writing about it, but I am also continuously subjected to abuse to stop my reporting of this violence including the people involved. What I am revealing is why this violent abuse occurs and is sustained indefinitely until decades later it might emerge. I have a feeling that there is much more abuse all around that has been successfully covered up.

Until those in responsible positions of authority are honest and free of sadistic violence themselves, this abuse problem against child and adult will never go away. In fact, it is most likely going to get worse now that surveillance technology is being made available to the child abusers and those in the community who have characters that are sadistically disposed.

Police have asked any other alleged victims to contact them

A police investigation in Jersey has highlighted alleged physical and sexual abuse against children dating back to the 1960s.

The current focus is a children's care home where attacks may have taken place over three decades.

Deputy Chief Officer Lennie Harper told me that since deciding to reveal the operation, his officers have received over 100 calls and e-mails.

From those contacts they have identified more than 70 alleged victims, and at least 20 suspects.

Faced with such a major inquiry, Jersey has requested specialist help from the UK.

In the Incident Room, one local officer, Rachel Hart told me that many callers were distraught, others angry that complaints at the time had not been heeded.

2. Institutionalised Adult Abuse With Surveillance Technology and Repressive Psychiatry. I outline here the overview foundation of my encounter with the local psychiatric profession where I refused medication and any consultation for the reasons outlined below, However, I was then subjected to extensive abuse inside my own home by these psychiatrists and other medical professionals through the use of surveillance technology, medical experimentation and surreptitious medication which continues as of this writing.

I had been under 24/7 surveillance technology abuse for just over a year when I sent my 23rd September 1999 fax/letter to the Prime Minister about the failures which had occurred with respect to addressing the child abuse which I had reported by fax/letter to the Council's Chief Executive on Tuesday, 5th May 1998. Social Services contacted the police who intervened on Friday evening, 8th May 1998, after I cooperated by alerting them to the time when all were present in the flat below mine.

On Monday and Wednesday, 11th and 13th May 1998, the mother of the abused children and her mother, the tenant in the flat below, were yelling and shouting revenge and retaliation threats outside in public among a large group of tenants/residents on each of these evenings somewhere between 1700 and 1900. They started an immediate harassment campaign against me that escalated because I ignored them and their deliberately provocative behaviour. Ignoring bullies increases their rage because they bully someone for a reaction. They become incensed with further abuse when ignored.

Three months later in mid-August 1998 surveillance technology was installed in the flat above which a large group of people connected with the flats above and below used along with others to further escalate the harassment against me. The child abuse had continued up to this point along with the harassment which I reported to those in positions of authority (the police,the Chief Executives of the Council and TMO and the Social Services). Instead of obtaining an abatement of the continuing child abuse and harassment against me, surveillance technology was installed that enabled those carrying out the harassment to know exactly where I was located in my flat and exactly what I was doing.

I wrote the Prime Minster with my fax sent on Thursday, 23rd September 1999, only after exhausting all other avenues for reporting the problems during the 17 months between Tuesday, 5th May 1998 and the end of September 1999. The child abuse continued up to the point of just prior to my sending and posting this fax/letter. All my efforts had failed despite the involvement of several departments of government and many people.

Instead, I was targeted with surveillance technology abuse carried out by those whom I reported as the source of these problems. As a result of my efforts, I was able to see problems where organisations passed the problems around to others and back and forth between each other as well as attempts to ignore and/or cover up the fact of the existence of problems. At the same time the child abusing group of adults was able to play these organisations off one another and exploit the cracks between them especially with the use of the surveillance technology. Others were not blameless for many participated willingly and knowingly in the fabrications against me.

During the first year of this surveillance technology abuse against me, numerous people were involved including tenants, residents, members of the general public, tenant management and others. It was at this time I sent my 23rd September 1999 fax/letter to the Prime Minister about the various failures. Once again instead of an abatement of the unlawful and criminal acts carried out against me 24/7, the surveillance technology was enhanced. Additional radar imaging devices were installed in the flat above including one over my bathroom. I clearly heard this being put into position with coordination for its image display at the beginning of October 1999. By this time I was fully aware of this and other surveillance technology being used.

It took me over two weeks to write the letter and organise the exhibits for my 23rd September 1999 fax/letter to the Prime Minister. During this time all those using the surveillance technology carefully monitored exactly what I was writing. This was accomplished by the use of Tempest (Cryptome information) which enabled them to view my computer screen to see exactly what I was writing. I have confirmed the use of Tempest (Unofficial Info Page) beyond any doubt whatsoever by putting a colour transparency in front of my standalone notebook computer screen which changed the frequency of the emissions (Tempest works on pulsing signals too) causing an uproar one night at the loss of their ability to see what I was writing. I have also confirmed this on other occasions by other methods.

During this writing process, the mother of the abused children took extreme action to counter what I was organising and reporting. She proposed on one occasion what she wanted to do to those in the above flat including at least one person whom I believed to be a Metropolitan Police Officer called "Mike." He told her to do whatever she wanted and laughed. On one afternoon an apparent woman police officer with a deep voice arrived outside speaking to the mother of the abused children upon arrival by saying "This better be good." After she entered the flat, these two people went out on the balcony below my flat where the mother of the abused children was pointing out to the woman whom I believed to be a police officer some information. I could not tell what was being said.

The use of the surveillance technology enabled them to counter what I documented and communicated while manufacturing their own false allegations against me to manipulate others to carry out further actions against me. I believe this is why the surveillance technology escalation occurred so quickly after I sent the fax to the Prime Minister on Thursday, 23rd September 1999. Within ten days there was a major increase/upgrade of the surveillance technology in the flats above and below. This was then followed by the further escalation of what turned out to be the NHS medical and health professionals in November 1999.

It is important to recognise that such abuse of the surveillance technology by the mother of the abused children is being carried out as I write this entry. The exact same behaviour which occurred over eight years ago by the very same person using the surveillance technology then is currently be carried out using the surveillance technology now. This effort is made to try to attack me and discredit what I document, organise and report. The very same group of people have been present for all these years, but, most importantly, the mother of the abuse children has been present 24/7 using the surveillance technology for the entire time since mid-August 1998. Her presence reflects fraud of the most extreme kind by her obsessive need to constantly "cook the books" to misrepresent and mislead in order to hide her criminal activity past and present.

The copy of my 23rd September 1999 fax/letter on my surveillance web site does not contain the exhibits which were sent with it. These can be found in this web journal on the dates whose logs they reflect. These represent important supporting evidence for my fax/letter to the Prime Minister which motivated me to write this letter due to the ongoing character of this activity a sample of which was detailed in these exhibits. These are important diary/log accounts of what happened written as it happened consisting of two from July, two from August and one from September 1999 shortly before I sent the fax/letter to the Prime Minister.

During October and November 1999 the surveillance technology stalking and harassment escalated with this technology including the large groups of people who formed each night out front increasing. These had been present each night for a very long time. This activity took on a special character that included meetings in the flat below and on previous occasions people came to my front door for access in conjunction with those meetings. They knocked on my door. I did not respond since I was not expecting anyone. Saturday nights were quite revealing in terms of the number and diversity of people involved who were present out front for hours at a time.

By this time I had learned that the NHS was involved and a particular MD was present whom I called Dr VW as a result of the way he arrived and parked his vehicle which sounded like a VW. There was another attempted access with knocking at my door in early December 1999. I ignored this too, but this time a compliment slip was put through reflecting the name and organisation of the visitors. It turned out that these were medical professionals from St Charles Hospital. The note indicated that they had sent a letter about this date and time for their arrival. I never received this letter. I do not believe any such letter was ever sent as was indicated later by Richard Evans MD as a possibility when he said that it might have never gone out.

I just ignored this entirely because there was no reason for anyone to be visiting me in this capacity. After this for a month from mid-December 1999 to mid-January 2000, I was subjected to the most intense police siege intended to detect my presence and remove me from my home by force. This went on 24/7 throughout the Christmas holidays to the middle of January 2000. The surveillance technology and detection devices were escalated to an extreme. Water sampling of the sewage was instituted. There was a great deal which occurred during this month involving a large number of people from the police, the ambulance service and the Fire Brigade and other government departments, organisations as well as tenants, residents and the general public.

However, there was never actually any attempt to remove me from my home despite everything else done up to such a point. This is also quite a story in terms of surveillance technology and a massive amount of stalking and harassment abuse carried out by large numbers of people and various departments of government. Finally, in early January 2000, I received a letter this time from those at St Charles Hospital specifying another appointment when they would stop by and visit with me. I sent back a letter indicating that I preferred to come to St Charles Hospital instead at that same date and time.

This was acceptable to them, preferable actually, they said. I wanted to identify Dr VW and to explain exactly what was happening. By that time I also acted under the advice of a solicitor to attend and explain that I was being stalked and harassment by those whom I had reported for child abuse. My first of two meetings was with Mo Zoha, MD, in mid-January 2000. Before I left that morning, those from the flat below were departing and walking below my front window. As they did so, a female voice asked "How can we get him?"

My meeting with Mo Zoha at St Charles Hospital Acute Psychiatric Clinic was memorable for the abuse he provided me. He was not interested in what I had to say. Instead, he asked me to move from my home suggesting that some payment might be arranged. This was an unlawful act and completely out of the scope of the psychiatric profession. When I refused to consider such an idea, he went on to become threatening. He wanted me to see another psychiatrist and threatened me with the use of the Magistrate's Court against me if I did not comply.

I had no idea where he was coming from or why he was talking in this manner. I knew that there was absolutely nothing I had done which would warrant this kind of a threat. Normally, I would have never proceeded under these circumstances, but I wanted to identify Dr WV who had apparently been responsible for the month long siege and extreme abuse carried out against me as was demonstrated by his actions during the preceding two months. I believe that the extreme abuse from the police and all those involved 24/7 was intended to drive me into the St Charles Hospital Acute Psychiatric Clinic for refuge if not directly out of my home. It did not work that way. Being under surveillance 24/7 in such an abusive manner precluded anything except addressing the source of the problem.

I agreed to the second visit with another psychiatrist because I wanted to identify Dr VW for legal processing. I had not asked Mo Zoha why he was so abusive, acted in an unlawful manner and was threatening me with criminal court proceedings. I was not interested. I had all my evidence for what was happening and sought to proceed legally to bring this matter into the courts myself. If he chose criminal court proceedings in Magistrate's Court, I would counterclaim, but first I wanted to identify Dr VW.

A couple weeks later at the beginning of February 2000 I met with Richard Evans, MD, at the St Charles Hospital Acute Psychiatric Clinic. He was not Dr VW whose voice I knew, but I did ask him if he drove a VW. He said no. Each of this meetings had the same psychiatric nurse present as a witness. Richard Evans was abusive in a most pernicious way. He was not interested in what I had to say. He would not say where the complaint about me had originated except that it had come from the Parkside medical organisation. I had not asked. I was not concerned where this originated because I could find out through legal proceedings without bother from misrepresentations withheld information.

He displayed my 23rd September 1999 fax/letter to the Prime Minister which was in front of him complete with its exhibits in a folder with my name on it. He flipped through it in a dismissive and disdainful way. Apparently he had not read it which is too bad since he might have learned something. It became obvious to me that he was trying to suppress complaints about important problems in the community, and the method for doing so was to attack the messenger.

He tried to accomplish this by suggesting that I take some medication which turned out to be Zyprexa (Olanzapine). I had no complaint. I explained that I did not fundamentally believe in medication and had been drug free during my life except in rare instances where prescriptive medication was essential for specific problems. I told him that I did not want to take any medication. He reiterated by insisting that he wanted me to take this medication. He was ignoring my "no." This was most serious. I have a right to refuse medication, yet he was insisting that I take medication disregarding my refusal. I considered this tantamount to rape in its own way. No means no!

I was afraid of him and what he might do given all that had been said in the two interviews. I recognised that Mo Zoha and Richard Evans had their own agenda which they were not disclosing to me and were completely disregarding me. Richard Evans said that they could not do much for me. I did not expect anything since I did not have a complaint. I had told him that I was woken six separate times at intervals throughout the night by external sources which had an effect of being "overwhelming" in that it keep me from getting all done that I wanted.

When I used the word "overwhelming," he raised his eyebrows and looked significantly at the psychiatric nurse. Later I was to learn that the complaint of being "overwhelmed" is associated with those who are mentally ill. This did not apply to me since the disturbances were excessive and from external sources which I could identify. He was not discriminating between the sources of this characterisation with respect to being "overwhelmed." He was following his own agenda and ignoring what I was describing.

He wanted to prescribe medication without any diagnosis. I told him that he was doing this and asked for a diagnosis which he did not provide. A diagnosis cannot be made without causative factors. This is called aetiology which Freud clearly described some one hundred years ago. Someone who has the sniffles might have a common cold, hay fever or another ailment. Diagnosis has to involve causation for medication to be prescribed as treatment.

He was attempting to medicate me with what turned out to be a powerful anti-psychotic as I learned later without any diagnosis. He could have done me great harm. This is why I always have insisted all my life to know exactly what is being done and why. All he offered by way of explanation was that I should take the medication for two weeks prior to my next visit with him which would facilitate our discussion. He also advised me to watch my eating since it could cause weight gain. I had no intention of any further meetings with him.

I did not argue with him further after he refused to listen to my first "no." The Acute Psychiatric Clinic is a locked section where people have to be buzzed out its locked front door. He could keep me prisoner there if he so chose. I had already experienced extreme abuse and disregard from these people which led me to believe that they were operating on information which was not valid and not sharing it with me. Since I had been victimised so far by false allegations for more than 18 months, I could easily see that my absolute refusal to take medication might generate an adverse reaction and methods to impose such medication by extreme means while he had the ability to detain me.

I later learned by observing Richard Evans behaviour in the proximity of my home that he was capable of such extreme behaviour based upon fabricated allegations in which he participated including the participation in the abuse from the surveillance technology. Since I was able to meet him and learn his voice, I have been able to document his subsequent extensive involvement with the surveillance technology near my home. In fact, he once told those in the flat below that he wanted to bring his girlfriend to see where he had spent so much of his time.

Therefore, I agreed to take the medication, and a prescription was duly provided along with activity at the front desk where it was clear that I was only allowed to exit when he permitted me to do so by giving the clerk at the desk an appropriate nod of the head to unlock the front door by electrical means. I went over to the hospital's chemist and had the prescription filled. It was only then that I really learned the name of this drug which turned out to be Zyprexa (Olanzapine) which I later learned that afternoon by consulting the Internet was an anti-psychotic for schizophrenia.

On my way home near the tube station that was close by I ran into the Estate Officer with whom I stopped and spoke for a bit. I did not tell him that I had just come from a visit to the St Charles Hospital Acute Psychiatric Clinic which I suspected he and tenant management were behind as evidenced by a full copy of my letter to the Prime Minister presented to me as described above. We talked briefly about tenant matters. He said that I should come over and see them at Grenfell Tower where the Estate Office was located perhaps thinking that I was going to take up Mo Zoha's offer to move from my home.

He also indicated to me that it was more pleasant to deal with someone who did not scream and yell all the time which I took as a reference to those in the flat below who lived by screaming and yelling to the point where I had nicknamed the mother of the abused children "The Screamer." I recall her yelling extremely loudly and abusively on the phone so much so that it came up from below at top volume and in through my front window while she was obviously talking with tenant management and most likely the Estate Officer.

After I returned to my flat and was examining the medication including what it was on the Internet, "The Screamer's" partner came running up outside yelling "He's been medicated." This was confidential information which was being blasted all about outside at top volume by one of those from the flat below. In this instance it was the guy who had seriously choked the young boy whom I believe is his son. This was a key reason I had reported the child abuse since it was getting worse and worse in the early part of 1998.

Not only was there no confidentiality with respect to my hospital visit to the Acute Psychiatric Clinic, but I suspected that the confidential information came from tenant management. I do not believe that it was a coincidence that I had run into the Estate Officer who had invited me to their offices in Grenfell Tower. I believe that the confidential information about my visit was shared by Richard Evans or perhaps the psychiatric nurse with the Estate Officer who then passed it along to the child abusers who were seeking revenge and retaliation against me for reporting their child abuse which they were trying to cover up. Everyone knew all about my activity as it was due to the surveillance technology.

I had always known that tenant management leaked confidential information. This was just a further confirmation for me. I was also aware that the Estate Officer was indiscreet with what he told people. He had disclosed information to me which should have remained confidential. In January 1997 confidential information about my reporting a rape and attempted murder that I had directly witnessed the previous August 1996 was talked about from the balcony of the flat above.

That day in January 1997 I had sent a fax to the Council's Chief Executive which included a comment about this rape and attempted murder which heretofore I had never mentioned except to the police. That day I saw something that revealed to me the fact that most likely this information had gone from the Council's Chief Executive to the Estate office in Grenfell Tower and had leaked out to the tenants.

Later that night this was confirmed by an explicit reference to the fact that I had reported a rape by those sitting on the balcony above my front window. Tenant management leaked. Confidential information about crimes committed by tenants went right back to the very area where they had been reported. I could never trust tenant management from that point onwards. Tenant management was flawed by its very character. This occurred during a pre-surveillance time, so this information could be held private and confidential by me. After this experience, I labelled my correspondence to the Council's Chief Executive "Private and Confidential."

This family group who had been domestically violent continuously along with child abuse including a violent incident outside which required the police to be called on an emergency basis had spent over 20 months trying to set me up and had the use of surveillance technology to do so for about some 17 months of that period. They thought that they had achieved their objective when they were able to get the NHS involved as well as the police along with tenant management and earlier the social services in order to get me into a position where others accepted the validity of their false allegations to the extent that a pair of psychiatrists were willing to seek voluntarily medication for me although this was not presented in a way that disclosed it was entirely voluntary.

I sent letters to Richard Evans and the Chief Executive of St Charles Hospital explaining why I would not attend any further visits and complained about the professional misconduct on the part of Mo Zoha and Richard Evans. A month later about the end of February 2000 I received a threatening letter from Richard Evans demanding that I attend another meeting with him. I sent him a letter refusing to do so. At this point he rolled out into the community in a most significant way participating in the surveillance technology abuse which eventually resulted in his instituting surreptitious medication against me. This is another long, involved story.

I used the initials PPK (Pill Pushing Quack) to refer to Richard Evans and BHH (Bribing Heavy Hand) to refer to Mo Zoha. This correspondence provides the full details of dates and activities which I have outlined above.
