During the past week, I've published the problems surrounding the central heating valve repairs being carried out for all the some 900 or so flats in the Lancaster West Estate this summer instead of replacing the boiler. This raises many questions, but the most significant for me is the fact of the eight years of 24/7 surveeillance technology abuse being carried out against me which seeks to exploit each and every disruption to magnify it out of proportion to "keep up the pressure" on me in order to "break him down." This has often been expressed during these years as "shut him down" in order to "break him down."

This past week has seen another prime example of that abuse against me carried out by those well known people using the surveillance technology as a weapon to destroy. Their intention is to cause so much of a distruption that it makes it impossible for me to take on any other activities since they pose the greatest threat and must be accorded top priority to bring their unlawful and criminal activity to an end.

As I described earlier when I got a note through the mail flap from Utilicom's "Dave" on Saturday last, I acted in good faith by calling his number and setting up an appointment at his convenience for Tuesday afternoon last. The surveillance technology abuse during the following 48 hours was so intense that I was forced to cancel this appointment by Email on Monday morning last sent to tenant management, the police and Utilicom's Operations Manager.

Evidently this communication did not get through to the ground level here at the Lancaster West Estate since they showed up on Tuesday afternoon last. I was then called by "Dave" who left a message on my aswering maching on the following Wednesday morning. He did the same thing Friday afternoon shortly after 1700. By that time I was set to send a fax to Utilicom's Chief Executive Saturday morning to ensure that communications were established here. Just after I finished writing that fax this morning, I got another call from "Dave" who left yet another message. After this I heard what I thought was his voice talking loudly outside my kitchen window.

I added this to a cover sheet for the fax and sent it along to Utilicom's Chief Executive. I cannot make plans for any such repairs when subjected to the very intense 24/7 minute-by-minute abuse which is carried out by those using the surveillance technology. Their stated intention to be as disruptive as possible in order to create problems which are then carried out by actions precludes anything which is not essential. Changing the central heating valve in my flat at this time is not essential.

Three years ago when I was recovering from cataract surgery in my left eye, it was critically important to turn off the central heat for the recovery process. There was a heat wave in early August which was the worst this country has ever experienced while records have beeen kept. The highest temperature ever recorded for this country occured on 12th August 2003. Before this about the 6th and then the 7th of August 2003 I had sent faxes to the Leader of the Council and the TMO Chief Executive about the fact that the central heat was on. I sent a second notice 24-hours later to them when nothing was done, and I had not even received a response.

I had had this cataract surgery performed on my second, left eye at the end of July 2003. I was taking medication that would suppress the immune system and facilitate the acceptance or block the body's rejection of the implant. This was to go on for about five weeks as had occurred in June and early July. In addition, the surgical wound itself had to heal. I made every effort to take as good care as possible of myself to ensure that the recovery would not result in any complications.

However, I was continuously subjected to extreme abuse from those using the surveillance technology. I had been verbally attacked during the surgery on my first, right eye while I was on the operating table. There was a constant barrage of such verbal attacks made continuously before and after the surgery. The recovery period was subjected to intense sleep deprivation to do as much harm as possible in the hopes of harming the recovery process. The cataracts had been caused by the usee of the surveillance technology which commenced in August 1998. I had tracked the deterioration of my eyes with periodic medical examinations until I was once again referred back to the eye hospital in 2000. On my second referral that year cataracts were diagnosed in December 2000.

I could not undergo the cataracter surgery until I brought the cause of the problem to a halt. I felt that the damage which had been deliberately and knowingly caused to create the cataracts would just continue in the hopes of sabotaging the corrective surgery to make me blind which was an oft stated condition later although it was not true. I sought every means possible to bring the surveillance technology abuse to an end after the cataract diagnosis including commencing High Court legal proceedings in March 2001 seeking the protection of the court. This was scuttled by those using the surveillance technology which had escalated once again in February 2001 while I was preparing my legal papers.

I postoned the cataract surgery for two and one-half years until the middle of 2003 while trying to bring the surveillance technology abuse to an end, but I eventually had to go ahead with the cataract surgery since any further delay would entail a greater risk as the cataracts were solidifying which makes the surgery more difficult and risky. Ultra sound is used to break up this solidification which makes the cataract surgery now a "miracle."

I have the complete records of all that has happened during all these years to conclusively demonstrate that all I described was accurately anticipated. The abuse which surrounded the cataract surgery was correctly anticipated by me. I was dealing with this, but the very excessive heat wave of early August 2003 right after my left, second eye cataract surgery created an additional risk factor with which others had to deal on an emergency basis. This never happened.

Not only did I not receive any reply or any kind of response to my early August 2003 correspondence as described above, but I did not receive any reply to correspoondence sent out in early September 2003. I finally got a reply toward the middle of October 2003 which was useless and too late. Autumn was here and the heat needed to be on. Nothing was done for almost two years until the next significant heat wave in June 2005 when I contacted the media and got some results. At least the plumbers from Utilicom showed up at my door and explained the situation. They turned off the valve, but this had no effect. The central heat remaind on.

For the very first time tenant management sent out some notification to the tenants at the Lancaster West Estate about the central heating problem. That's the only communication I've seen until the one arrived this June 2006 about the scheduled repairs throughout the summer. Those carrying out the surveillance technology abuse were quite happy that the excessive heat from the central heating left on during the summer would help them in the harassment and torture campaign being carried out against me under threat of physical injury, disability and death.

Now when I do not need the central heating valve replaced immediately, I am subjected to intense harassment in order to do so. No effort was made to do this when it was critically important to do so. No effort was made at anytime in the last three years to do this and especially in the last year after the media's intervention with respect to this problem.

First, there were two and one-half years between cataract diagnosis and surgical correction when no effort of mine succeeded in stopping the very intense abuse of the surveillance technology. Many, many people were aware of all that was happening. Then there were another three years after that during which it was a well known fact that the central heating was left on, but still there were no results from all my efforts continuously made to stop the abuse of the surveillance technology intent upon the destruction of human life. I believe it is patently obvious that there is a consistent pattern of abuse from deliberately exploiting personal injuries and a failure to repair in order to cause has much torture suffering as possible which is intentionally allowed to occur.

Why didn't tenant managemnet seek to repair the central heating lasst autumn or last spring or anytime before this in the past three years?

Why haven't they replaced the boiler instead?

Why I am being subjected to intense harassment now for access to the premises for such a repair when it is not critically important and the far more threatening activity comes from the very intense abuse generated by those using the surveillance technology?

Tenant management seeks to cruush and destroy the tenants and residents whom they do not like. Tenant management at the Lancaster West Estate is nothing more than the inmates allowed to take over the asylum. This is a pattern of activity which I have directly witnessed and experienced since June 1996. Look at my balcony which has been in a state of disrepair for over eight years. There is no intention to repair that which is revealed by the fact that this has not been done despite unfettered access to the balcony from the outside which was the way the state of disrepair was carrried out. Representations made to repair the balcony in early June 2006 have not been accompplished. Tenant management seeks to manipulate every situation to blame someone else especially the tenants.

Tenant management has had three years to address the central heating problem at the Lancaster West Estate and have failed to do so when there was a critical need for this to be done. Now when they have made up their minds to go ahead with what I think is an inappropriate repair of each and every flat in this Estate with some 900 units, they walk all over me completely disregarding the fact of the surveillance technology abuse about which they have full knowledge and participation. Tenant management is a highly manipulative group of people who seek to sustain their power at the expense of others and destroy anyone who, like me, would dare to tell the truth about what is going on. I am also used as a symbol to put fear into others by example of how anyone else will be treated if they do not cooperate and toe the "party line." People are expected to be "players"" in a game or to remain "on message." Failure to do so quite literally brings out the wrath of Big Brother.

Tenant management seeks to crush and destroy. This is the very eessence of the use of surveillance technology as a weapon which tenant management initiated and in which it has participated all these years. The same well known people who started it all in 1998 are still present carrying out the abuse 24/7 minute-by-minute. Under these extreme and life threatening circumstances, I have a right to protect myself and minimise the damage as much as is possible. It is my legal responsibility to do so.

If I do not need the central heating valve replaced at this time because there is a greater threat to my life, then I have the right and responsibility to addresss this threat. Those carrying out this surveillance technology threat recognise that any and all disruptive activitty benefits their objectives, and they seek to exploit this in every way they can. Those like tenant management who allow such destruction to continue when they have the legal responsibility to stop it become accessories to the crimes being committed. There is no doubt that the failure to repair during past three years reflects a deliberate effort to harm as much as possible because everyone has known about the surveilalnce technology abuse and many have participated directly in it.

This is noted today by the apparent participation in the surveillance activity by an outside contractor who then carries out extensive and disruptive harassment ignoring my earlier communication cancelling this repair. I have heard many times where those with the surveillance technology (it's always the same two key people 24/7 year after year) have made every effort to carry out their smear and fear campaign against all those with whom I seek to deal especially when it comes to my addressing legitimate and obvious medical problems such as the cataracts. This is viciously destructive behaviour carried out by the governmet with the intent to destroy human life.

This is an excellent example of direct interference with medial care on my web site which occurred at the beginning of November 2001 in conjunction with an eye examination. I was harassed by those using the surveillance technology while being treated and afterwards while at the Internet shop where I wrote this. This is an example of interference which occurred everywhere I go and regardless of what I do. The worst aspect of this is that they are trying to destroy medical care which is described explicitly in order to do as much harm as possible while blaming me for what is done to me.

Nothing was left unabused while I was in public places carrying out normal activity such as grocery shopping or working at an Internet shop. I was verbally abused while traveling on buses or even using a public toilet by male and female alike. It was the latter kind of abuse which enabled me to determine exactly the kind of surveillance technology which was being used because there could be no other way of knowing exactly what I was doing and carrying out the verbal abuse which occurred.

In 2001 Lt Harry Bird was awarded the Toilet Paper Caper Kid Medal (TPCKM) for this extraordinary and meritorious contribution to this abuse effort in conjunction with my use of the Cromwell Road Sainsbury's toilet. His subsequent efforts tracking me across London at that time have been unequalled so far. He has since been awarded several clusters to note the distinction he has achieved in carrying out this abuse further. He has actually said that he gets "points" for succeeding in his capers he wants to pull off. Everybody knows that "points mean prizes" as is well noted on BBC Radio Four's "I'm Sorry I Haven't a Clue" moderated by Humphrey Lyttleton. Well, a sense of humour really helps in effectively dealing with non-stop 24/7 surveillance torture. There are always opportunities for a good laugh at what these people do since it is often quite ridiculously absurd. The Toilet Paper Caper (TPC) will live forever in the annals [anals?] of surveillance lore.

One could assumme that more convential surveillance technologies were being used in the home if this occurred, but not when this occurred in random and arbitrary public locations spread widely across London. Then I could safely maintain that the same kind of brain wave monitoring of eyesight, hearing, feeling, thoughts and images was being used at home because it was being used everywhere outside. Of course, the verbal abuse by electronic means was an easy one to ascertain. This is the technology that is used by the same two people 24/7 non-stop wherever I am located who seek to destroy my activity and my life itself.

I have a right and responsibiltiy to address this as best I can as the top priority for self protection even if that means waiting for the installation of the central heating valve repair. Tenenant management waited three years after an emergency notification to repair the central heating system. There is no justifiable reason for them to attack me now as I have been attacked this past week in verious ways.

Naturally, the Audit Commisison's Housing Inpectorate are about in the Council inspecting the housing and tenant management. This might explain their need to blame me for what they've done themselves, i.e., scapegoat psychology. They create an enemy as the source of the problems for which they are responsible. This did not seem to matter three years ago when the Audit Commission Housing Inpectorate was here at this time then and managed to award tenant management two stars despite the fact that some 9% of the housing stock residents were being baked alive by central heating during the worst heat wave on record.

This, of course, says nothing about the years and years of 24/7 surveillance technology abuse carried out against me to stop the documentation and reporting about all of this especially to the likes of the Audit Commission so that they could collect tens of millions of GBP at the expense of a human life and then still not correct the emergency safety and health threat until the Audit Commission's House Inpectorate was here once again breathing down their necks. Thus, they find it necessary to blame the tenants for what they do themselves. Tenant management is organised crime at work with full government support and participation.

Dear Mr Woodward

Re Lancaster West Estate Central Heating Valves Replacement

I sent a copy of an Email on Monday morning last to Peter Brennan who was listed as your Operations Manager in the group of Email contacts on your website. Only today when I looked at key personnel on your website did I note that he was operations manager for the northern region. Perhaps this explains why this communicated information did not reach your personnel working at this site although the local tenant management was also notified.

Saturday last I agreed an appointment with “Dave” for Tuesday afternoon last to replace this faulty central heating valve. I was forced to cancel this appointment by the intensive surveillance to which I’ve been subjected for the past eight years 24/7. It continued during the 48 hours from Saturday last to Monday last with such intensity that I could not make any plans for this repair.

I thought that I had notified Utilicom and the tenant management area manager with a 24 hour cancellation by Email. However, access was attempted on Tuesday afternoon followed by a telephone call from “Dave” the following morning with a message left. Further, he called again on Friday evening last and left a further message about this repair.

Under the circumstances of this extensive unlawful and criminal activity carried out against me 24/7 using surveillance technology under the operational control of those for whom I originally reported for child abuse in May 1998, I cannot undertake to accommodate this repair at this time. Tenant management initiated and has participated in an extensive programme of unlawful and criminal activity using the surveillance technology involving scores of people who have sought numerous criminal objectives including attempted murder.

I do not want to see Utilicom involved in this activity and joined as a defendant in my legal actions against those carrying out this activity. The attempted access and two telephone calls after I sent my Email on Monday morning last constitute harassment in this context. Will you kindly cease and desist from all such activity relating to the attempt to replace the central heating valve in my flat until such time as the surveillance technology abuse of power is stopped, and the matter is under adjudication in the courts with the protection that this will afford for me.
