The government says it wants all children to fulfil their potential

Gordon Brown has pledged to take Britain's schools to the next level and make them "world class".

The prime minister was speaking as part of a debate on what the government should do to improve children's lives.

He said celebrities needed to become role models for young people and speak out against drugs.

He said: "I think we've moved our schools from being below average to being above average. We've now got to make them world class."

Mr Balls [Children's Secretary Ed Balls] said the conferences mean people would be able to discuss the "issues that matter most to them" and how to give parents the support they need to deal issues such as the internet, drugs and underage drinking.

"They will help ensure that all our children have the very best possible start in life and fulfil their potential," he added.

The government was stung by a controversial report earlier this year from Unicef, which put the UK at the bottom of a league table of children's well-being among 21 industrialised nations.

It argued that the report was based on out-of-date information and that its polices had helped to improve children's welfare.

But when Gordon Brown became prime minister he changed the education department to become the Department for Children, Schools and Families, to put a greater focus on children.

I've experienced the reason why this has occurred directly as a result of government policy involving multiple departments of government which I describe in the enclosed Email below.

Firstly, you have got to stop the exactly opposite of what you want to do in the future by ending the abuse that has gone on during the past decade, otherwise you will not get anywhere.

This Labour government has spent the last decade training children to use surveillance technology as vigilante mobsters part of tenant management with the help of the social services, police, NHS, elected officials and local and central government.

The bullies of tomorrow are being created today as I write. This is what the Labour government sees as providing happy and fulfilling lives for children in the future. It's part of the control freak training programme.

"Hostile," says Lt Harry Bird as I write this trying to make this false negative characterisation against me for reporting accurately what is happening. He hopes to divert attention from himself while he continues to exploit the children and mental/emotionally disturbed for his own objectives through the use of surveillance technology.

Labort knows the importance of getting children at a young age then following through during their development to make certain that they have completely indoctrinated people who emerge as surveillance technology experts in sadistic abuse with a firm grounding in anti-social and criminal behaviour.

They are thus well equipped to stop complaints about the reality of what is being done, and as Labour well knows, using children like this when they are young is a means to get away with this extreme behaviour. No one can do anything to the children, and Labour can continue unscathed.

It won't be long before there will be a foundation of the willing to carry out extreme vigilante activity against undesirables, i.e., anyone disliked, with the use of surveillance technology. This rise in the criminal element will also remove the pressure from an overcrowded prison system. Criminals are sought after candidates for surveillance technology abuse.

Labour creates fear to such a degree that everyone wants to be on the side of the surveillance technology abuse with everyone striving to be seen as the best abuser around. It's like patriotism. Those who shout and scream the loudest are deemed to have the best credentials as surveillance technology abusers.

This also ties right in with the family's programme where families who practise surveillance technology abuse together stay together. Children grow up imitating the sadistic abuse bullying of the adults around them so that Labour appears to be carrying out the best family programmes. This spills over into schools and the workplace.

Naturally, this all fits squarely under the new Labour Party slogan for the UK: Big Brother Britain.

Watch it grow and grow. I've directly experienced it for nine years and over a month 24/7 since mid-August 1998. It actually started on 11th May 1998 just one year after this Labour government assumed power.

"Supervision," said Lt Harry Bird [US government agent and former US Marine Commando (he says)] just as I finished this Email. He is really in step with Big Brother Britain by manufacturing allegations which will ensure the ongoing usage of the surveillance technology abuse against me because I am writing the truth like this about what has occurred and goes on.

He must know all that I do to try to stop it anyway he can. He has to make certain that he can cover up all his criminal activity and that of the family group who are participating with the abuse of his surveillance technology.

He also frequently says "He must be monitored." That's the Britain of today and the future for the children of Britain. They all must learn to become monitors, or they will be monitored. This is a choice now made available to children by this Labour government.

"That's exactly our position," says Lt Harry Bird trying to co-opt whatever I write about their activity. He steals everything from me by the use of surveillance technology and tries to nullify activity like this by claiming it for his own.

The facts don't fit his use of this general statement. The facts of my observations of their behaviour led to this conclusion on my part. He's trying to turn everything up side down.

"A human right," said one of the vigilante mobsters lurching frantically for the high ground. They use words like "freedom" and "justice" too in this manner of true doublethink.

I say, but isn't this splendid Big Brother Britain activity and training? Twist everything around so no one has a clue about reality.

It's no longer the crushing sound of hobnail boots, but the endless chatter from electronic transfer of sound to the one to be "supervised" and "monitored" in order to ensure that s/he "learns his/her lesson" and "obedience." Failure to do so entails lethal consequences.

The Labour Youth of today's Big Brother Britain will be the leaders of the world tomorrow.

"Boy, this is something," said BS the mother of the abused children whom I reported for child abuse in May 1998. She was given access to surveillance technology in mid-August 1998 to use against me along with her children who have been raised as paragons for the future of Big Brother Britain by extensive training in the manner described above.

NB Labour is quite selective in the people whom it chooses to consult omitting any opportunity to provide ease of communication to it by Email from the rest of the population. This helps manage the truth.

2. The inline skate jumping onto the fence and sliding along its top to the end at the narrow entrance/exit to the Lancaster West Estate at the corner of Whitchurch and Bramley Roads continues as it did late this afternoon despite a great deal of effort on my part to bring this to the attention of those in positions of authority so that they can deal with this matter properly. There is a very serious safety issue here that needs immediate attention.

This is being deliberately ignored while extreme abusive use of surveillance technology is being carried out against me with similar quite serious safety and health violations that have been done deliberately for over nine years 24/7. There is an overall pattern of deliberate disregard which exists in many aspect of this tenant managed environment.

This is a safety hazard for those involved as well as passersby as I have shown in the past. It damages property, and today there was an vandalism incident resulting from a moment of anger when a jumper kicked the base of the lamp post. Only the maintenance door fell off the lamp post which was easily replaced, but this reveals a deliberate disregard for property and could have resulted in damage. Such jumping will eventually show up as damage to the fence.

However, the most important aspect of the safety hazard involves those doing this who are at risk from serious if not fatal injury. They turn around and jump onto the fence backward. This or any kind of such activity can result in them falling and hitting their head which could result in serious injury. In section 3 below a young boy of some three-years-old jumped from the fourth step to the ground. He fell on his face injuring his head. He died a month later in hospital from complications.

The head of the school was convicted for violating health and safety standards. There was a person supervising the playground at the time, but this was judged inadequate. In this situation there is a deliberate disregard for this activity which I have directly experienced. I have seen the police both drive by and walk by while this was taking place. I have notified the police and tenant management with no results. Not even a sign has been posted.

All of this activity takes place while at the same time I am subjected to extensive surveillance technology abuse 24/7 which completely ignores this anti-social behaviour while faking allegations against me to continue to carry out scapegoat abuse creating the image that something is being done. This inverts the standards which I described above. This is the product of a Labour Party environment with three Labour Party Councillors and a Labour Party MP.

This shows exactly what I described above as the key issue relating to the Department of Children, Schools and Families. Here is the behaviour of the children and families in this area reflecting the results of the abuse of surveillance technology for nine years and a month 24/7. The government will have to get this one right first before they can even think about talking about the future. Since this is an area filled with Labour Party elected officials, it can only be concluded that this is how they get elected by allowing standards to invert themselves in order to gain votes as I keep hearing from these people.

Not very long ago on a Friday evening a male showed up with those (Lt Harry Bird and BS) using the surveillance technology. He said that he had been suspended for negligence and shouldn't really be here, yet he stayed anyway. He showed up the following Saturday evening and was asked by someone "Are you still suspended?" It's difficult to see how someone would be re-instated after a day which was on Saturday. I do not know what this was about or if it was even valid. I just heard these words.

What strikes me about this is the fact that there was a definite reference to a suspension due to negligence which had occurred after I had a significant amount of video information concerning this inline skate jumping activity during the past six months. I do not know if this is relevant or not. What happened was that this person returned to continue to participate in the abuse from the surveillance technology against me when he claimed that he was not even supposed to be here. I have no idea what organisation he was from, but this does reflect the vigilante character of what is being done and the acceptance of such participation on that basis.

These people are not wearing any safety equipment as far as I can tell while engaging in this highly dangerous activity. There is also a noise nuisance component with yelling and shouting along with the loud noise that occurs each time they jump onto the fence.

Five of the inline skate jumpers are moving very fast one after another jumping onto the fence at about ten second intervals between the first four and 20 seconds until the fifth. The fence won't last very long under this kind of treatment.

They are going so fast that one is coming back at the same time another is passing by to jump. This does not leave much room for pedestrians at this narrow entrance/exit.

	Then Blue Shirt returns while Blue Shirt White Shoes goes by for the jump. After he jumps, there was loud yelling from the area to the right out of sight. Evidently it was a bad jump.

Here one of the skate jumpers encounters a problem while jumping that made him quite angry for a moment to such a degree that he kicked the lamp post cause its maintenance door to pop off.

	After evidently enraged by something which caused him to shout loudly, Blue Shirt White Shoes kicks at the lamp post while yelling loudly.

A little over thirty minutes later after jumping and sliding along the top of the fence, five possibly seven jumpers depart leaving the Lancaster West Estate indicating as with other times that most likely they do not live here yet come here to carry out this dangerous and damaging activity on Estate property. The property line is at the kerb. This whole area is on the Estate.
