Yesterday I received a glossy brochure entitled "Residents First Summary: an agreement between the TMO and its residents." Today I sent the Email below in response. I am profoundly dismayed to see yet another large amount of money being spent on the useless process of trying to forge a "compact" between the Tenant Management Organisation (TMO), the TMO Board Members, the Council (Royal Borough of Kensington & Chelsea) and residents. The cover letter goes on to state: "The Compact reflects the TMO's commitment to placing residents at the heart of the organisation. This commitment is shared by the TMO Board, Lancaster West Estate Management Board (EMB) and the Council." For me this reflects another expensive layer of government to gloss over the reality of what the TMO, EMB and Lancaster West Residents Association actually does. This is done as part of a Government requirement that all Councils have a "Compact" with residents. It's just another bureaucratic layer which those few in power will work around with distortions and misrepresentations. In fact, I am a primary example to all that anyone who speaks up and reveals the truth will be subject to the kind of treatment I've received for the past 7.5 years with the use of surveillance technology. This is called "fear management" with the parties to be fear those in tenant management power. I have just outlined the tenant management problems and structure in the last few days here. Nothing is going to change this except reducing tenant management to one, effective and responsive organisation. What has happened in this situation is that the antisocial and criminal bully has come to dominate tenant management. Scores of people from all over have participated the surveillance technology usage as part of nightly mobs outside my windows. Numerous meetings have been held above and below me. Those who are so inclined to sadistic violent abuse against another human being remained as participants. Others, like the guy who shouted "You're spying on him" as he rejected participation and left. Many people have noted accurately what has been going on, but no one has stooped it. Tenant management represents institutionalised ritual abuse, and no one is going to stop it because no one has done so in 7.5 years of 24/7 use of the surveillance technology. The only way is to set up an effective management organisation based upon the owner of the property that is a single entity that is both legally responsible and accountable without the diffusion and deliberate confusion associated with all these organisations. From my direct experience during nearly a decade of residency at the Lancaster West Estate, I view your activity as a joke and a facade to cover up the real problems which persist. Management of the Lancaster West Estate has been carried out for the benefit of the few at the expense of the thousands.My balcony has been in a state of disrepair since June 1998 with a failure to repair as promised at that time from outside access which was the means used by tenant management to destroy my balcony instead of repair it. Rubbish accumulates on the floors daily which has been a problem all these almost ten years.The central heating cannot be turned off throughout the summer and was a direct threat to life in the heat wave of August 2003. Despite my letters at that time to the Leader of the Council and the TMO Chief Executive, this has persisted through last summer during a lesser heat wave in early July 2005 at which time my complaint to BBC London led to the general circulation of a letter about this apparent Estate wide problem.Instead of addressing this critically important heating problem, over one million pounds sterling was used for the construction of business units in Barandon Walk. This is management on behalf of the few at the expense of the lives of the many. The other examples show that this is a consistent pattern of activity for all these years.I have been addressing those problems for years and been subjected to totally invasive surveillance 24/7 for 7.5 years since mid-August 1998 following my reporting of child abuse in May 1998 from the flat below.The mother of the abused children has had access to and operational control of the surveillance technology since its installation. Tenant management has been responsible for this deliberate destruction of human activity and life against me for having reported serious problems.The use of such surveillance technology has been an attempt to block all participation in tenant management and has been carried out in such a manner as to isolate and alienate by means of a smear and fear campaign. I also want to point out that your points concerning "repairs" and "the allocation of housing" are failed areas of tenant management in this environment as my balcony attests and the claim to possession of my flat for years by the non-resident mother of the abused children who uses the surveillance technology as a weapon to have me removed from my home.I see the creation of one more organisation such as yours to be yet other effort to obscure reality where there are now four separate organisations involved in tenant management with regard to the Lancaster West Estate.
