This morning the heat and hot water were off. I sent the following Email as a result of the past few days activities following the reporting of the tenant management problems as described below. When I went to send this Email it was delayed, and there was some doubt if it would be sent. Concerted efforts have been made in the past to destroy the Emails I try to send like this. I document this thoroughly. This finally went OK. I've reviewed this Email below and corrected some of the typos which resulted from the intense criminal harassment torture abuse carried out against me while I was writing and editing this in the feezing cold of this flat. The objective for this abuse is to create these mistakes then exaggerate them all out of proportion in an attempt to discredit the content of what I communicate. For the rest of this day no web browser on any system or operating system could function properly. Only the Email worked and one web site could be accessed. My computer systems are essentially blocked from the Internet which occurred over this past weekend following an intensive week of disruption and recovery. This results from the deliberate use of the surveillance software and is consistent with years of such well documented interference.2. The heat and hot water have gone off during the weekend at the Lancaster West Estate with all of the some 900 residences and thousands of people now freezing as a result of the storm during this night with high winds which pushed the freezing air into homes through all window and door cracks.There was a power failure on Saturday afternoon for a brief instance. In the past this has effected the boiler causing it to shut off requiring an engineer to reset its instruments. The heat and hot water were gone yesterday, Sunday, 19th November 2006 and remain out as of this writing.3. I was up at 0530 this morning having been woken some time earlier and subjected to continuous verbal abuse from those using the surveillance technology against me as they do 24/7 minute-by-minute. I listened to the wind blowing hard outside, and the loose doors/windows rattling while debris was blown around outside. I was finally driven out of bed by the criminal harassment torture and cold. 4. I then went out to film the rubbish which had remained on the floor by the 2nd and 3rd floor rubbish chute areas next to the front door of this section of ********** Walk all night. This rubbish accumulation is a nightly occurrence and has been going on for the almost ten years of my residency. I also saw and filmed two very large rubbish bags on the floor outside thedoor of flat xxx.Despite Damian Donnelly's (TMO/EMB Area Manager for the Lancaster West Estate) letter of 28th July 2005 which was quite explicit with reference to Clause 5.22 of the Conditions of Tenancy and quoting it, these conditions continue as they have despite many such letters during the past years. Mr Donnelly notes that this is an Estate wide problem and describes the use of mobile CCTV cameras which have so far proved ineffective. I have also communicated to Mr Donnelly and the Estate Officer providing evidence, but the problem persists.This nightly accumulation is also covered up by early morning attempts to put this rubbish down the chutes accompanied by excessive noises. I have filmed this occurring shortly after 0600 on one occasion and shortly after 0700 on another. While tenant management is aware of problem, it attempts to cover it up rather than effectively solving it with adequate rubbish disposal facilities.5. The same is true with regard to central heating which I discuss in the enclosure below.6 Last week I responded to a Residents First brochure and cover letter I had received in the post. You will find this response published on my web journal on Tuesday, 14th February 2006, at http://garydchance.bravejournal.com7. You will also find other descriptions about the tenant management problems published there on Friday, Saturday, Sunday and Monday, 10th thru 13th February 2006. The other daily entries refer to the ongoing surveillance activity and the nature of the technology being used. I urge you to read all of this since it reflects torture 24/7 used to try to stop me from documenting the realities of tenant management and its abuse of power. 8. I sent an Email to the Resident First organisation and its personnel mid-week. This was forwarded to Damian Donnelly. I have no privacy or confidentiality so whatever I document and communicate is known to the tenants at large and others since the surveillance technology is under the operational control of the daughter in flat xxx. She is a nonresident of this Estate yet seeks to have me removed by force and violence using the surveillance technology to fabricate allegations against me in order to do so. She claims that my flat is her "house" and wants to move in as soon as I am removed. Therefore, I made this public since my privacy and confidentiality has been totally violated by the use of surveillance technology in the hands of her, tenants and others since August 1998.The daughter of the tenant in flat xxx is the mother of the abused children for whom I reported the child abuse in May 1998 which led to the revenge and retaliation from this group associated with flat xxx involving tenant management extensively in mob vigilante behaviour against me based upon false allegations and the continuous attempt to fabricate allegations using the surveillance technology as a weapon to do so. 9. Following this Email to Residents First a copy of which was forwarded to Damian Donnelly and an additional Email by me to Residents First and Damian Donnelly with further information which had been published on my web journal, there was a loud group of tenants standing outside flat xxx until 2340 on Thursday night, 16th February 2006. Explicit references were made to the false allegations made by those associated with flat xxx so that there was no doubt about the issues being discussed.10. The following night, Friday/Saturday, 17th/18th February 2006, there was a continuous slamming of a rubbish chute door for about ten minutes or longer at 0130. This sound reverberates throughout the Walkway and can wake anyone asleep. This sleep disturbance effects children the worst. I was awake since I was subjected to the continuous torture abuse by those using the surveillance technology.11. On the third night in a row after these Emails were sent, there were loud door slamming and other noises from the flat xxx at about 0600 for some ten minutes. Again, I was awake since I was being subjected to intense torture abuse from those using the surveillance technology. Apparently, someone had arrived because I heard a vehicle door slam from the road followed by the door slam [nearby], thuds and thumps from [nearby], another door slam from [nearby] and then the departure of a vehicle from the road with its door slam and engine noise.These three events are significant following the Emails which were sent because they reflect the uproar which ensued to which I was subjected along with the ongoing quite intense torture abuse from the use of the surveillance technology which is always used against me personally and the computer technology in an effort to stop me from documenting and communicating the truth. Plus, it is part of a chronic sleep deprivation effort to attack, reduce and destroy human activity. The verbal abuse to which I am continuously subjected reinforces and confirms what is being done.On top of that the hot water has gone out over the weekend in the middle of a cold, windy storm which means that thousands of people wake up this Monday morning in cold flats with no hot water and try to get the kids off to school and themselves off to work or whatever. The Lancaster West Estate is managed in the interest of the few as I continue to describe below and on my web journal.I believe that the only effective remedial action which can be taken at this time given the extensive history of criminal behaviour by tenant management at the Lancaster West Estate is to suspend both the EMB and the Lancaster West Resident's Association and bring in an emergency team from the Council to manage the Estate pending a complete investigation into all aspects of tenant management abuse of power.[I enclosed a copy of my web journal entry for last Wednesday, 15th February 2006]
