1. Today the government announced increased funding for councils who agree to concentrate on antisocial behaviour by establiishing "respect zones." Money is not the answer. In my direct experience the government itself has contributed to the problem by supporting and setting a standard of antisocial and criminal behaviour. This is similar to the other problems which have emerged from this government where foreign prisoners who have committed serious offences have been released into the community without consideration for deportation as required by law.

These have been terribly serious problems which led to the most recent Home Secretary, Charles Clarke, to declare before a Parliamentary subcommittee that the Home Office is "dysfunctional" and not "fit for purpose." This is the same thing happening in another area of this government's responsibility. I've been dealing with it extensively for years. In recent days and over the Christmas weekend, this problem has re-emerged as it invariably does. The actual abuse against me from the use of the surveillance technology is continuous 24/7.

Here is some correspondence I have sent out Monday last and today again dealing with this erupting antisocial and criminal problem that no amount of money will correct. It's the people who are deliberately creating the problem resulting from their own corrupt self interest. This is a public interest matter of the most serious proportions, and for that reason I make this public since no steps have been taken to halt the extensive abuse against me from the surveillance technology during the past eight years and four months. It is this abuse of the surveillance technology condoned and supported by the government that has led to this inversion of standards in this environment in favour of antisocial and criminal behaviour.

Extra funding for 'respect zones'

Councils must pledge to use all their resources to combat yobs

Forty areas of England and Wales are to be offered more money to tackle the problem of anti-social behaviour.

The government's "respect tsar", Louise Casey, said councils in deprived areas were bidding to become "respect zones".

In return for extra funding, the 40 areas - to be identified next month - would be expected to use their full powers to combat anti-social behaviour.

Shadow home secretary David Davis said the plans amounted to an "admission of failure" by the government.

Deprivation, truancy and school exclusion rates are among the factors used to decide the areas to target.

Home Office minister Tony McNulty said those selected were "by no means....the worst places in the country to live", but had "particular difficulties".

With regard to public comments and reports today concerning your activity in declaring "respect zones" I'd like to provide you with my direct experience which has extended over eight years and is the subject of two recent Emails to the police on Monday and tenant management today before I was aware of your announcement.

I believe that the failure which I've experienced stems directly from the government's failure of respect. No money is going to change this situation until those involved develop respect for themselves, others and democracy itself with its obligations of responsibility. I mean explicitly those in government who have failed completely for corrupt self interest reasons to actually carry out proper standard based and acceptable conduct.

The results of this are described below. I do not believe that more money is the solution to this problem nor will "respect zones" mean anything in this context.

It's not money that will solve this problem as I've directly experienced it for well over eight years 24/7. David Davis is right, and I believe that Vincent Cable's recommendation is in line with the more traditional methods of dealing with this problem which should be referred to the police.

The great problem is that there are antisocial problems with which the police cannot and perhaps should not deal like noise nuisance although this is an integral part of the overall problem. Having said that I believe that the police should be involved in serious noise nuisance problems like "Pay Parties" if for nothing more than its intelligence value.

It is very difficult to determine how these multifaceted problems should be addressed, but one thing is clear: never give access to and control over surveillance technology to the antisocial and criminal types. In my direct experience everything has been gotten wrong at the start and continues to be sustained as wrong with dire consequences for everybody because no one has the guts to admit that a mistake was made.

Please note the following Emails I have sent in regard to this problem on Monday and today which reflect this creation of antisocial and criminal behaviour over these years instead of addressing the source of the problem properly. Money is not the answer. Training, education, experience, common sense, decency and, yes, respect are the main ingredients which will solve the problem.

Some of these will cost money, but there is no substitute for making certain that those in authority, i.e., the government, do not carry out antisocial and criminal support activities then wonder why antisocial and criminal activity increases instead of being abated. Here's an example of just how that has happened and continues to happen with a course set in the wrong direction.

The government itself cannot go around using the word respect when it does not set an example for respect itself.

Enclosed is an Email to the police regarding the very strong smell of cannabis which I noted and endured all day and evening on Sunday and Monday Christmas Eve and Day from the flat below. After sending this Email on Monday night, there was a great deal of activity which started while I was writing it from those carrying out the surveillance and the flat below.

In stark contrast to the obvious smell of cannabis on Sunday and Monday day and evening, it disappeared later Monday night and all day yesterday. Since this is such a serious problem especially within the context of increasing antisocial behaviour reported extensively to you beginning after Easter last, I wanted to report this to the police. Because elements of the antisocial behaviour and its coincident surveillance technology abuse continued yesterday as usual, I wanted to send you a copy of my Email to the police with a brief comment on the persisting antisocial behaviour which is not a police matter. However, the overall situation requires involvement and coordination by all since these forms of behaviour are interconnected.

Yesterday evening the young boy ********* was bouncing a ball loudly outside in the Walkway. I took this to be him when I looked out my front door peephole seeing a young white boy in a long white t-shirt with bowl cut hair bouncing the ball continuously turning around with what appeared to be another child trying to take it away as if they were playing basketball.

The significance of this is that this activity from those associated with flat ****** below goes back many years starting with my arrival over a decade ago. You have put up any number of signs forbidding playing and ball playing in the Walkway. There have been many complaints made about this concerning these very people who by this time are well acquainted with such prohibition.

Therefore, there is no excuse for such antisocial behaviour especially in the context of everything else which has occurred related to flat ****** below and the fact that *********'s mother, ***********, is one of two key operatives using the surveillance technology 24/7 against me which she has been doing for many years since August 1998 which has also involved the young boy ********* directly throughout these years.

Evidently such surveillance technology abuse appears to have fostered the attitude that these people can do whatever they want while attacking me for reporting their behaviour trying to discredit what I report. They also blame me for what they are doing themselves by way of a setup. While smelling cannabis as I did is tenuous, I waited to make certain that it was persistent over a two-day period. Much like the original child abuse, I would much prefer that it did not exist and waited actually hoping that it would disappear or that I would be wrong.

It did not do so after two days time, so I reported what I smelled. It's disappearance after reporting it well observed by those with the surveillance technology further confirmed that it was indeed cannabis which I had smelled continuously. I "knew" I was right as soon as I smelled it, and I have never noted the smell of cannabis here at any time in the past. There is no doubt in my mind what it was.

*********** along with Lt Harry Bird and others are making every effort to cover up this criminal activity and the other such behaviour as I continuously experience when I document and report it using surveillance technology as a means to do so. Yesterday, there was a significant amount of ball playing in the Walkway which was down further and out of sight involving running back and forth away from and toward this end but not in sight of my front door until at one point I noted the young boy whom I thought was ********* present outside as described. Earlier during these loud running sounds associated with ball playing I believe that I heard *********'s name shouted out.

The direct impact upon me of this antisocial behaviour from those associated with flat ****** below is the fact that it makes my bedroom uninhabitable. This has been the case from the start, and I did in fact not occupy the bedroom for years and slept in the living room instead. For the first two years the problems of domestic violence and child abuse coming from flat ****** below were of far greater importance in conjunction with other criminal activity I witnessed and reported to the police including a rape and attempted murder than was the antisocial behaviour.

Finally, in May 1998 I did report the child abuse to the Chief Executive of the Council consistent with my experience of it. This led to the installation of surveillance technology against me in August 1998 which was placed at the disposal of those involved in the criminal and antisocial behaviour I had reported. They then started a stalking and harassment campaign led by those associated with flat ****** below especially its tenant and her daughter ***********. Using the surveillance technology they made every effort from August 1998 onwards 24/7 to fabricate allegations against me which goes on as of this day over eight years and four months later.

All of this activity is intended to deny me the quiet enjoyment of the premises and the complete use of all its rooms day and night. All of the pounding on the walls and stomping on the floor which I have reported from below and above along with the extensive noise nuisance from loud thumping music has come from the flat below and/or above. The noise nuisance from the flat below has even been verified one Saturday afternoon last summer by the Noise Nuisance Call Out Service as including loud children. This followed on after an all night session of such loud thumping music where the Council's Noise Nuisance Call Out Service was contacted but did not ultimately respond during the night. I subsequent failure from them to respond during the night also occurred after the Saturday afternoon visit.

Beginning on the 1st of December 2006 ********* launched a loud verbal abuse campaign against me on an almost daily basis by shouting such abuse outside in public under my open kitchen window enabling me to hear and, as it turned out, record some of his public verbal abuse shouting. What he said reflected the exact words that his mother, ***********, and Lt Harry Bird had been using against me 24/7 for many years by means of the surveillance technology's sound transmission capability. Furthermore, I have noted this same escalation in verbal abuse taking place from other sources and people in public areas some of which have been recorded.

It must also be recognised in this overall context that *********** has claimed possession of my flat for many years and continues to do so. This started as far back as October 2001 over five years ago when she demanded that police whom she had summoned on a false emergency call remove me from my home because it was her "house." There has been much said about this claim of hers throughout these years reinforcing this idea of hers which has been verified by others' comments that she will obtain this flat once I have been removed from it.

She has absolutely refused to cease and desist in her activity when a woman suggested a couple years ago "We'll get you another house." Even ***, her partner, suggested this in early 2003 by saying "We'll get another place," but she refused. She is totally obsessed with driving me out of my home and/or destroying my life using the surveillance technology in any manner she can toward this end. All of the antisocial and criminal behaviour fits into this overall context and is part of the abuse of surveillance technology.

Thus, when I smelled cannabis smoke for two continuous days coming from the flat below, I was alarmed by its implications with regard to past and future antisocial and criminal behaviour. I have never noted this before, but it might very well explain some of the all night loud thumping music which has occurred since Easter last. It's future implications are far more grave as I noted in the Email to the police provided below. Worst of all, however, is the fact that this has all been reported by me for all these years in the hopes that proper action could be taken with respect to the source of these problems, yet the whole situation has been turned upside down with me being targeted as the source of the problem as a result of the abuse of surveillance technology in the hands of those for whom I had reported for their antisocial and criminal behaviour.

This gave these people an opportunity to see all that I documented and reported in order to protect their criminal and antisocial behaviour while blaming me instead by fabricating allegations using the surveillance technology as a weapon to do so. The terrible result has been the fact that the child abuse has not been addressed at its source but reinforced by those in authority so that now there exists an even worse problem where the next generation has been trained in antisocial and criminal behaviour which is now emerging.

Most likely this will lead to worse behaviour in the future because the children involved have been taught that such behaviour is acceptable because those in authority condon and carry it out themselves with the use of surveillance technology including allowing all those adults involved in the original child abuse to participate. This lesson and hopelessness from the child's point of view is not lost on the child who then adopts the path of antisocial and criminal behaviour having observed and participated in it all these years. This is also not lost on everyone else in this environment especially the children who adopted this inverted standard.

Unless you take concerted and cooperative action with all those in a position of responsibility and authority to address this problem now in a proper manner at its source, you will have lost everything that could have been done to create a viable living environment for the proper development of children to assume an independent, responsible and productive place in society. Such continuing failure will result in your being responsible for having created an environment where antisocial and criminal behaviour are the standards which will spill over into the larger community as criminal activity most likely driven by substance abuse grows.

Any further attempts to blame me for what others are doing will only make this problem worse and continue to contribute to the ongoing and increasing antisocial and criminal behaviour in this environment and the rest of the community at large.

Starting yesterday morning and this morning there was a strong smell of cannabis coming from below. Now this could mean directly below or below that flat, but I believe it is from the flat directly below.

This strong smell was noticeable on and off throughout yesterday and today getting much stronger in the evenings when it affected my throat making it dry and raspy.

It is not unusual for me to get strong smells from the flat below in the area where I sit in the living room and especially in the bathroom, but the cannabis smoke smell was only noted in the area where I sit in the living room. I can get the smell of cigarette smoke, steam from a bath with soap, coffee on rare occasions and more lately a kind of a Vicks or a Methylatum type inhalant smell which is usually dissolved in hot water and breathed for relief of the breathing passages.

I ignore all of this, but this is the very first time I have ever noted the very strong smell of cannabis which has most unusually been prevalent day and night so far for these two days.

There is no doubt in my mind that this is cannabis which has that sickly sweet smell prevalent in cinemas in days gone by. I noted it as soon as it began also thinking that this was highly unusual for a Sunday morning yesterday.

I have no idea what you might be able to do with this information, but I wanted to pass it along since the problems are growing from the flat below relating to the kids there who are now older and in their teens. All of these problems have been building since after Easter this past year starting with the excessively loud music throughout the night.

What I maintained originally with regard to the development of one of these children, ********* the son of *********** who is the daughter of the tenant in the flat below, is a resulting problem of either becoming a tearaway and/or seeking refuge in drugs. At present it looks like both.

Again, I believe this is a direct result of the abuse of the surveillance technology against me by the mother, ***********, 24/7 for eight years and four months since August 1998. [Her son] ********* has participated in this over these years and, as noted, has kicked off a frequently shouted verbal abuse activity outside in the public areas near my windows starting 1st December.

I am quite concerned now that there appears to be cannabis usage in the flat below which could easily lead to substance abuse of a far more serious kind which requires crime to support. Although cannabis is quite dangerous and can affect the brains of teenagers if abused regularly resulting in serious mental impairment and problems, the worse damage done by the far more addictive and destructive drugs is just a step away from cannabis usage.

I put this development all down to the activity of the mother, ***********, and Lt Harry Bird who have established a standard for antisocial and criminal behaviour in this environment for all these years. I firmly concluded after the frequent public bullying started by ********* on 1st December that *********** was most definitely an unfit mother. If this drug abuse is valid, her neglect of her children while she remained obsessively glued to the surveillance technology 24/7 is now being seen in the problems exhibited by her children.

Naturally, she, Lt Harry Bird and others have watched all of this with the surveillance technology and heard me commenting on the smell of cannabis during these two days. They have watched me write this Email and have engaged in further abuse as a result. There is little doubt in my mind that there is surveillance technology in the flats above and below or at the very least full and fast communications given all that happens, so that everyone is fully informed about what I am doing and reporting to you. The setups continue to be quite obvious and as completely documented by me as possible.
