1. I published my Sunday night Email to the police yesterday because that Email was blocked by the police "mailmarshal." I can see no reason why this should have been so. Reread yesterday's Email and see if you can determine why this should have been blocked. On Saturday night I sent a synopsis Email (see below) of what had occurred within an hour of its ending while the overview of the events were fresh in my mind. That Email went through with no problems. I sent the following Email to the Metropolitan Police Commissioner today which explains why I published this Email information, and why I will be doing so in the future. Blocking this Email raises serious questions about the efficiency and effectiveness of the police. I already have serious question about police behaviour in all these years, but with the changes of personnel which have occurred in recent years there is always the likelihood that there will be a change in police responsiveness and objective consideration for the better. That appears to be absent.

Dear Sir Ian

I am having a great difficulty communicating important information to the police by Email due to your screening policy. As a result, I believe that the police are failing to take full advantage of technology to make your job as efficient and effective as possible.

I am also in a situation where those who are using the surveillance technology against me are making every effort to stop me from collecting, organising and reporting the facts of this situation so that they can pervert the course of justice. This abuse of surveillance technology has been carried out in this criminal manner 24/7 for eight years and seven months since mid-August 1998.

This criminal abuse of the surveillance technology has created a standard of antisocial and criminal behaviour in this environment which erupted once again Saturday night after about ten days of such activity building up to this flash point. As a result of this serious incident, I sent a preliminary Email to tenant management and the police Saturday night (copy below). This went through fine.

Yesterday I spent many hours carefully going through my direct evidence of what occurred and carefully crafted an Email with transcriptions of the audio clips for comprehension and then also provided most of these audio clips on my web site for access by simply clicking on the Email URL in order to hear first hand what I had heard and recorded as direct evidence.

This would enable the Email reader to both read what I note and hear was happening at the same time instantly upon receipt.

I sent that Email last night which was blocked by your "Mailmarshal." I do not have the time under these circumstances of contnuous abuse 24/7 from the surveillance technology users to post a copy of this Email along with a CD-R with the files or just leave it to you to type in the URL links from the hard copy if you so desire. However you look at it, this is time consuming all around. I cannot afford the time or the expense of posting this information. My income is quite limited.

I wish you would reconsider your Email screening policy since I can just post the same thing without change to the police, but that will take several days to get to the recipient whereas an Email would have been there last night waiting for today's consideration first thing Monday morning.

Because of the ongoing surveillance technology abuse that never stops I cannot go back to something that is done and must keep on with the collection and orgnisations of information. As it now stands, I've lost 24 hours of that activity already. The abuse against me is that serious. It is intended to prevent me from doing this kind of thing, so I must be as efficient and effective as possible myself. This should enable the police to do the same.

As a result of this blockage and other similar experiences in the past including some difficulty in communicating information to the police, I will publish this information on my web journal and direct your attention to it.

I have no other choice in the matter since I am engaged in a process of saving my life which is directly threatened by those who are using surveillance technology as a lethal weapon 24/7 while inciting others to carry out mob vigilante actions as occurred Saturday night. This is no exaggeration. This is a key fact that I am trying to communicate by hard evidence.

If you change your Email screening policy to allow the police to receive important information without blockage, please let me know. In any case nothing I do is private and confidential. All of it is subjected to totally invasive surveillance technology which is under the operational control of those who are carrying out this criminal activity.

Those in operational control of the surveillance technology including the mother of the abused children whom I reported for child abuse in May 1998 which led to the use of this surveillance technology against me commencing in August 1998 share all of this information about me with other members of the public in this environment. This includes this woman's mother who is the tenant in the flat below that constitutes the core element in the antisocial, mob violence.

This is the critically important aspect of the Email I sent last night for it reveals the connection between those using the surveillance technology and the vigilante mob at large who are carrying out the same activity in that it reveals a similar pattern of threats, disruptions, false allegations, false negative characterisations and criminal incitements.

I want to also point out that this is most important for all of us in light of the fact that one of your officers was stabbed while on day time bicycle patrol nearby in October 2005. My belief is that the increase in the level of violence connected with antisocial and criminal behaviour is a direct result of the abuse of this surveillance technology 24/7 for all these years because it has been in the hands of the local people and others who have direct access to it or to its information.

This denigrates the character of everyone in a position of authority and leads to a hostile and violent disregard and disrespect for anyone in such a position of authority including the police which I seek to change by exposing the truth of what is actually taking place.

For this reason I continue to document and report in as much detail as possible with direct evidence what is happening so that proper steps can be taken to solve this problem in order to redirect overall community behaviour along a socially acceptable and desireable course of constructive activity.

This is especially important for the young in this environment who are developing with a completely warped perception of authority and standards at present especially over this period of almost nine years. This is another key element in the direct evidence I seek to provide. Naturally, there are those whose vested interest lay with seeking to prevent this from happening.

The sad results of such perverted domination and control at present by these criminal and antisocial elements are reflected by the increase in violence as described which I am trying to address when it happens. Failing to address it properly and promptly means that it just gets worse the next time as has occurred now for almost nine years.

Gentlemen:

There was what sounded like domestic violence from the flat below betwee 2100 and 2200 tonight with what could have been a fight of some duration.

I did not call the police due to the fact that loud noises like these are common from that flat including the excessively loud thumping bass music which was blasting away during this period too.

There was loud shouting and voices outside interspersed with excessively loud music from a vehicle out in the road as well.

Curiously, near the beginning there was someone out from flat xxxxx across the way who scooped up another person (child or woman) and carried this person back inside xxxxx.

I looked out to see this because I was attracted by a female screaming while I was in the bathroom along with the loud thumping music from below. I just describe this as I saw it and make no inference that it meant anything other than someone was out there taking another back into the flat across the way quickly who might have some information.

During this period of time I was cooking dinner in the oven (chicken and baked potato) with veggies in a pot on the stove which took most of the hour. At the same time I was recording the loud thumping music and making verbal notes on an audio recorder as it turned into yelling from a female and got worse with loud thuds and thumps from below which were on, off then on again. It sounded like a fight.

The whole sequence of events is more or less documented on tape recordings by me while I was trying to cook. At the very end while I was washing some of the utensils before eating, someone was stomping away on the floor above, and a female was talking loudly out front while I was eating.

The surveillance crew, Lt Harry Bird and Linda, was present as always and largely silent while all this was going on. I assumed that if anything very serious was happening, they would call the police although I have found this to be a bad assumption in the past.

If this situation had been different without the surveillance crew, I would have called the police over what appeared to be a domestic violence incident, but I cannot overreact to something I do not directly see in this current situation as it exists at present.

Noises are not sufficient in this situation to call the police because every effort is made to discredit whatever I report no matter how valid. If the police arrive and find nothing, I get blamed which means that I have to be alert for set ups that are quite frequent. That's why I rely on hard evidence.

This is a violent group of people associated with the flat below which has been my direct experience for many years (over a decade). So far this problem has not been addressed properly with surveillance technology placed at the disposal of these people and under the control of BS, the daughter of flat below's tenant.

I can only do so much in this set of circumstances. As far as I know, it is not usual for anyone else to do anything in this environment which is why I am subjected to such intense abuse.

My general experience has been that those causing the problems are attacking me to keep me from reporting them. This appeared to be one such incident which means that I have to be over cautious when I should call the police and let them see what the problem is.

This could very well have been a provocation attempt with blasting music that turned violent or just sounded like that in the effort to create an extreme provocation.

In the first case it would be harassment. In the second case it would by a matter for the police immediately. As it stands now, I am sending this Email promptly for any investigation which you might consider necessary.

I'll go through all the documented evidence and see what it adds to the above sequence of events. If any of this is important, let me know.
