1. The terrible abuse by mental health professionals continues to drain resources from those who genuinely need help by the NHS. I publish my Email sent today in this regard since I have no privacy and confidentiality whatsoever. Those whom I describe in the Email below including Richard Evans, MD, continue to use the surveillance technology to observe all that I do including reading and copying the Email below. Therefore, there is no sense in my not publishing it since its confidentiality is not being protected for any investigation which the police might carry out involving these people. They already know all that I do and communicate. Thus, I make this public for all to be aware of what is going on in the hopes that this might lead to its being stopped.

People suffering mental health problems are being failed by poor access to key community services, a watchdog says.
The Healthcare Commission review of 174 mental health teams in England found gaps in out-of-hours care, talking therapies and access to information.
The watchdog rated one in 10 as excellent, with nearly half just getting a fair grade.
Campaigners said the findings were concerning, and NHS bosses said there was room for improvement.
The vast majority of people with mental health problems are treated out of hospital by community mental health specialists, including GPs, nurses, counsellors and social workers.

a massive effort by mental health professionals has been rolled out in the community using surveillance technology for R&D, medical experimentation, social control and engineering against me.
This is based upon trumped up allegations by those with seriously disturbed personalities for whom I had reported their violence and child abuse. The whole effort has been directed against me to silence my reporting of the truth. This has escalated over the past eight years since August 1998 as I kept very detailed documentation and reported what was happening to everyone in a position of responsibility and the media including yourselves.
No wonder there are limited to non-existent resources for those who have serious complaints about mental health problems. These resources are wasted on efforts of government image management to create the illusion that everything is OK so that politicians can get re-elected and maintain their power.
The mental health problem is turned upside down. Those professionals from St Charles Hospital and associated with Parkside Health near the BBC come out into the community extensively and cannot even get it right with respect to people who continuously demonstrate serious emotional problems, threaten violence and death and carry out violence against each other and continuously against me. These people have even threatened suicide if they did not get their way. There have been many witnesses to all of this 24/7 during all these years.You, the BBC, must share responsibility for this because you do not report what is going on in your own backyard which has been taking place for many years 24/7 despite the fact that the BBC has been fully informed on an ongoing basis since the end of August 2000. One has to enquire about the mental health and emotional stability of the BBC as an organisation when it refuses to recognise a most serious problem and appears to be in a state of denial while surveillance technology is being used as a weapon to attempt to create mental health problems on behalf of the seriously disturbed.
How can you engage in the kind of reporting you have been doing this morning when you will not report a key factor wasting mental health resources in the NHS for all these years?
The real question is just how pervasive and how deep is this problem?
What does the government really mean when it talks about a policy of rolling the NHS out into the community?
Will this reflect the past eight years of 24/7 R&D with the mental health professionals acting as agents of repression in the community creating problems where none exist?

8th January 2000 Letter to the Mental Health Team Administrator.
The repression described in the above three letters was triggered by my letter to the Prime Minister seven years ago sent by fax and posted to him on 23rd September 1999 which can be read here:
This is not only a deliberate failure on the part of the government despite my notification to the Prime Minister seven years ago and numerous follow ups since to him and many in authority, but it reflects the intentional abuse of the NHS by its professionals to crush anyone who reports these problems. This letter to the Prime Minister was displayed to me by Richard Evans, MD, when I had an involuntary meeting with him on 2nd February 2000 to try to explain the source of the problem. The only reason these mental health professionals named in the above letters were attempting to intervene was to repress my reporting of the most serious problems I was experiencing from viciously violent people.
These mental health professionals threatened me, asked me to move from my home and offered me money to do so. I obviously refused, ignored the threats of using the Magistrates Court against me since I would not be intimidated and filed the above letter complaints to the the Chief Executive of St Charles Hospital, Richard Higgins, and Richard Evans, MD. I never received a response. Instead, my phone service went out mysteriously on 1st March 2000 and was not restored by BT promptly. As I result, I had to start working outside my home from the library and Internet shop since I cancelled my BT phone line which I did not restore for two years.
At the same time this group of mental health professionals moved out into the community with an extensive use of the surveillance technology to create problems and incite others to carry out further acts of violence, intimidation and threats against me. This went on for years with Richard Evans, MD, following me to the library and Internet shop while participating in the surveillance activity extensively which included spending a great deal of time in the flat below where the domestic violence and child abuse had and continued to occur. He was engaged in extensive surveillance activity against me and explicitly including but not limited to:
1. All three of the St Charles Hospital mental health professionals named in the above letters including Richard Evans, MD, conducted an extensive surveillance activity from the flat below for the benefit of a large group of people assembled out front under my front window. These medical professionals were located on the balcony of the flat below which was right underneath my front window and just inside the flat by the balcony door. I could hear them clearly inside my living room as they made the surveillance technology images available to those sitting outside. Since their voices were quite distinctive and recognisable, I was able to identify them as the key participants in this activity.
2. While watching me take a bath with a large group of people from below my bathroom with the use of surveillance technology, Richard Evans, MD, concluded: "I didn't see anything, but he has to go."
3. While using the surveillance technology from a vehicle outside in Whitchurch Road about 5:30 am one morning, Richard Evans, MD, said to the mother of the abused children: "I don't want you. I want to get him."
4. While in the flat below, Richard Evans, MD, said to someone: "When this is over, I want to show my girlfriend where I've spent so much of my time." They used to spend all night below my living room. Their scraping of the furniture on the floor below would often wake me. I wrote about this each time it occurred throughout the night. Finally, since they were monitoring my notebook computer with surveillance technology (TEMPEST), they noted that they were disturbing me during the night at which point one of them said they would have to stop this activity for this reason. This kind of noise then stopped.
5. Responding to demands to medicate me by those who engaged in the domestic violence and child abuse early one morning while using the surveillance technology, Richard Evans, MD, exclaimed: "I can't help it if he won't drink the water." I realised that my cold water was a source of surreptitious medication and had switched to bottled water which I still drink.
6. When asked by another male one night while participating in the use of the surveillance technology from inside a vehicle parked outside in Whitchurch Road, Richard Evans, MD, described the general type of medication he was surreptitiously administering to me involuntarily outside a hospital environment. He would not reveal explicitly what it was despite being pressed to do so by this male.
7. On two separate occasions Richard Evans, MD, yelled loudly at the mother of the abused children inside the flat below which came right into my front window: "You've made fools of everyone." On one of these occasions he pointed out that their claim of my having a bottle of vodka on my coffee table was false. I do not drink. It was a bottle of water explained above. In each of these instances he relented and went on with his activity supporting them despite knowing that they were deliberately misleading him with false information and allegations.
8. The mother of the abused children continuously refused to sign a complaint against me for obvious reasons: the allegations were all false, and she would be committing perjury for which she could be held legally liable. Instead, she and those with her were trying to manipulate others based upon false allegations to carry out unlawful and criminal acts on their behalf in order to avoid legal accountability, responsibility and liability for making these false allegations. Each time she refused, those urging her to do so relented and continued with their activity against me on her behalf without any formal complaint.
9. Finally, about 2:00 am one morning while under continuing and severe pressure from Richard Evans, MD, and Paul Winston (Metropolitan Police Special Branch), the mother of the abused children caved in and agreed to sign a complaint. This complaint was dictated word-for-word by Richard Evans, MD, who made it explicitly clear that it must include the word "psychotic" as he instructed her in what to write word-by-word. She then signed this statement dictated by Richard Evans, MD, in the presence of Paul Winston. Immediately afterwards the mother of the abused children wanted to withdraw the statement, but she was not allowed to do so by both of these men.
10. On the evening of the last Friday in July 2001, Richard Evans, MD, incited a vigilante mob outside my front window to carry on extensive verbal abuse and threats against me. He got them started using the word "psychotic" which was logged by me in at least 70 separate instances of its abuse as I wrote all that was happening. A threat to kill me was made by a male standing next to Richard Evans, MD, by describing how he wanted to do so with a knife.
11. Instead of taking the proper steps to report this death threat to the police Richard Evans, MD, departed immediately leaving the mob to carry on with its vigilante behaviour and violence which he had incited. I reported this incident to the Royal Borough of Chelsea & Kensington legal department due to the fact that I had initiated legal proceedings against the Council, tenant management and these people in March 2001. This activity reflected the reason why I had initiated legal proceedings and was continuing on an escalated basis despite such proceedings.
This is where the NHS resources for mental health are being wasted, and it goes on as of this writing.
What are you going to do to address this very real and identifiable problem in order to shine light on this abuse to bring it a halt so that those with real mental health problems who need attention can get it?
On top of which it must be understood that the "Dr Shipman's" of this world continue to exist and flourish in the NHS, and the fact of their being reported to the authorities throughout these years some of which is noted above does no good just as it did no good initially in Dr Shipman's case.
Please be advised that this Email constitutes a complaint to the police about this extensive criminal activity carried out by Richard Evans, MD, from St Charles Hospital and other NHS professionals located there and elsewhere as well as the Metropolitan Police and is therefore also sent to the local police Inspector and the Metropolitan Police Commissioner at New Scotland Yard.
