• Woken this morning at 0228 by screaming and pounding from below. Media technology used to record my sleep activity revealed that I was woken by an excessive disturbance from below my bedroom at 0228 this morning following the extraordinary abuse from the police and NHS mental health nurse yesterday. This noise nuisance from adjacent flats 24/7 is part of a pattern of such activity which has persisted for the last nine years and almost five months 24/7 coincident with the installation of the surveillance technology in mid-August 1998.

• Email Complaint to the Police re Attempted Access Yesterday Part I. This provides the PR audio recording which was truncated by the depleted batteries after almost five minutes. These complaints were sent to both the police and the Central and North West London NHS Founation Trust which is the NHS mental health organisation for this area. Others were also copied since they have contributed to this problem as well.

• Email Complaint to the Police re Attempted Access Yesterday Part II. This provides DR audio recording with the full incident including the last portion from where the PR batteries ran out as the NHS mental health nurse began his abuse. Based upon what he said it picks up on the NHS history of abuse to carry the complaints further to the list of recipients as noted.

1. Woken this morning at 0228 by screaming and pounding from below. I was woken this morning at 0228 by very loud and continuous pounding from below my bedroom. I had been sound asleep for about 40 minutes. I was reviewing the video recording I make of my sleep all night long because I knew that I had been woken and kept awake by extensive and continuous noises from below for two hours until about 0430. The first hour of these noises were intensive and continuous consisting mostly of poundings from the flat below right under my bedroom in my judgement. This is consistent with years of this activity which I've been reporting to authorities to bring it to an end.

This occurred following the visit of the Police and a NHS mental health nurse who attempted to gain access to my flat which I refused. I described this in yesterday's web journal entry and wrote a couple Email complaints about this to the police and mental health authority including the sound files which recorded this activity yesterday. These Emails and the audio files are made available below.

These people were at the wrong flat. I told them through my front door as can be heard on these audio recordings that this activity had gone on all the preceding night. I was kept awake until 0400 night before last. This repeated itself this morning from 0230 to 0430. The screaming from a female and continuous poundings indicate either violence or person(s) who are mentally ill and emotionally disturbed. These people and others especially those using the surveillance technology have managed to con everyone into thinking that these disturbances come from me. This is totally false.

In order to prove my innocence I have had to set up recording technology to prove that I am not making these noises and that the disturbances I describe which impact my life are coming from an external source. When I was reviewing the video today, I could easily see that I was sound asleep shortly after going to bed. I was sound asleep until woken by screams and poundings from below. I heard these on the video noting loud thuds while I was asleep and remained asleep for two to three minutes until excessively loud pounding preceded by screams came from the flat below.

I woke and made a note on another digital recorder started at 02:28:18. I keep two digital recorders operating during the night. One of them which I call the DR is left on for the entire night and is located right next to the bed on a chair near my head. This is to record all the sounds which I make to rule out any noises from from me. It also by happenstance picks up the external noises which penetrate the bedroom and are sufficiently loud enough to be recorded on the DR.

I use a second digital recorder which I called the PR that is turned on only for verbal notes when I am woken to describe exactly what is happening. These notes are also recorded by the DR and the camcorder which has in its frame a clock set to exact time by radio signal. This then forms a three way verification of sound and sight with respect to all that I am doing throughout the night.

The DR file GARY0233A.wav is made available here for that period leading up to my being woken by the excessive noises from the flat below. Here is a very brief recap of what can be heard on this recording at the various elapsed time points for the important sounds (ET = Elapsed Time):

This is the issue with which I am dealing that has resulted in the police arriving at my flat door yesterday afternoon at 1403 along with a mental health nurse. I have written extensively about this below in two Emails copies of which are provided along with their referenced audio recordings of that incident.

I think the problem becomes clear against the background of the 0228 wake up this morning. Give this audio recording a listen before reading the next two Emails. You will understand why I acted as I did and will continue to stand on the foundation of "sound" evidence as opposed to emotional vigilante behaviour to which these two guys appear to have succumbed.

Those causing these disturbances are trying to blame me for what they are doing themselves. Thus, the police arrive at my door concerned that I am "paranoid" when reporting this activity. When someone is actually being persecuted, there is no paranoia. It's called reality, and it is part of the surveillance technology abuse. This is only a wee bit of a mound of such evidence for these disturbances carried out by those in the flats above and below me.

This is the second incident of police harassment in eight days. This constitutes criminal harassment on the part of the police and the NHS in this second instance.

Attached is an audio recording of that incident yesterday, Friday, 04.01.2008, which started at about 1403. Most likely this will be stripped from this Email by the Metropolitan Police Email service thus depriving you of evidence. However, I am sending it anyway in case you can recover it. I am also attaching it for the other recipients who do not have such a stripping facility and will get the evidence.

This is a long standing problem and covers a spectrum of responsibilities. However, in this instance a police officer, Richard Griffiths (487BS), shouted at me through my front door while I was in the living room/kitchen preparing lunch. His voice was so loud that it came through two closed doors. The NHS mental health nurse present did not identify himself by name despite my request for him to identify himself. He only stated his profession.

I was alerted to the noises from my front door area and at first thought it might by young people there since I have had a problem with this during the past year including two burglary attempts at my front door in August on consecutive Sunday nights one of whom was directly associated with the flat below about which I have audio and video evidence. In both instances the police were summoned by an emergency call and arrived promptly catching those in the second instance but letting them go because the police believed their nonsensical story. Thus, I began the recording for this incident yesterday immediately on what I call my PR (digital audio recorder) which picked up these initial noises too. This is the audio file attached.

This audio recording runs for 04:53. The batteries ran out just after I said "Get a warrant. Get a warrant. Get this into the court system." However, I had a second digital audio recorder which I call the DR right next to this one which captured all of the incident since it went on after this reflecting the refusal of either the police officer or the NHS mental health nurse to respect my clearly stated "No" to their repeated requests which went on.

Also, since I was in the process of preparing food for lunch, the camcorder I call the TC was on, pointed in the direction of the kitchen from its door and captured all that occurred on its audio track which consists of what I said since I was in the living room and hall. Thus, there are three separate audio recordings of this incident including one on a camcorder.

I was shattered by this vicious, brutal assault from the police shouting outside my door in this manner demanding that I open my door which I clearly refused to do. I only responded because I thought there might be some emergency. At first while I was in the living room, PC Griffiths shouted for me to come to my door since they wanted to speak with me. Then he demanded next that I open my door.

This is completely unlawful and in this instance criminal since it represents criminal harassment by presenting me with an extreme fear of violence from the police. There was no way I was going to unlock my door. I had no idea what he might do given all that has been occurring which I have tried to bring to the attention of the police to accurately and objectively solve the problem with the obvious result here displaying that I was being attacked as the messenger rather than dealing with the content of the message.

There was reference to my mental health because I was sending Emails not any reference to the content of those Emails as such and a further reference to being "paranoid." Naturally, this was broadcast outside my front door in public for all to hear further violating my right to privacy and confidentiality about such matters [whether true or not].

Due to my experience with the local police who were less than effective especially with respect to the two burglary attempts when two suspects were actually caught, I had contacted the Kensington & Chelsea Secretariat with a request that the Email I was sending be forwarded to the Borough Commander since the unresolved issues were so serious.

I received a reply from Ms Campbell which did not indicate that my Email had been forward to the Borough Commander as requested. She said that a police officer would be in contact with me which I did not want.

On the 8th of December 2007 a Saturday I received a note through my door which I picked up at 1750 from PC Griffiths (487 BS) which said:

"Mr Chance

"I have been calling round for the past few days to investigate your complaint about the people who live in the flat below you.

"Could you please contact me on xxxx xxx xxxx.

"PC Griffiths 481 BS"

I sent an Email to Ms Campbell describing what had happened and was happening asking her to forward the Email to PC Griffiths. I do not talk with people by telephone in this matter and will only correspond in writing because I am under continuous surveillance by those who are carrying out these crimes. It was my intention to set up an Email correspondence with PC Griffiths in order to provide him with direct, hard evidence by Email which would facilitate his investigation and minimise everyone's time and effort.

This was intended to save time and give people an opportunity to review and reflect on the facts. I cannot deal with people in person or by the telephone due to the surveillance technology being carried out against me by those who are connected with the 24/7 harassment from themselves and those who reside in adjacent flats whose activity I can confirm through a process of recording myself in my flat. This is why the camcorder was filming me preparing lunch at the time of the arrival of PC Griffiths yesterday.

I am subjected to continuous verbal abuse from various sources including stomping on the floors above and below, loud thumping bass music from below and shoutings. I document these when they occur noting the time and what is happening while showing exactly what I am doing. It is necessary for me to do this in this circumstance for legal defence purposes.

I never received a reply to this Email to PC Griffiths although Ms Campbell had replied to this Email request stating that she had forwarded the Email to PC Griffiths.

Almost a month later and following my complaint to the Metropolitan Police Commissioner which wound up with you last week, it appears that PC Griffiths so-called investigation has degenerated into an attempt to attack me personally on mental health grounds because he cannot deal with the objective facts of the problem and refuses to communicate with me in a manner which is suitable to this situation in order to obtain such objective evidence.

By showing up at my door yesterday shouting loudly in public for all to hear, he set off a whole afternoon, evening and night until 4:30 am this morning of continuous harassment from those in the flats above and below. There were stompings on the floor above and poundings from below while I was in the living room, kitchen and bathroom. These were all explicitly directed at my activity in these rooms since the events occurred simultaneously with my activity in various locations as also occurred in the middle of the night.

There was also a short burst of exceptionally loud blasting music from below which I also recorded while making notes about what was happening. All of this activity from the flats above and below is incidentally recorded on the audio recorders and video recorder as I document what is happening, when and what I am doing. The video shows that I am doing nothing and being subjected to this extreme and deliberate harassment. I do explicitly record the very loud thumping bass music from below, however.

As a result of all the work that I have to do to protect and legally defend myself from all this abuse, I do not go to bed until between 0100 and 0200 usually. Early this morning after being asleep for about 45 minutes, I was woken by continuous stomping/pounding coming from the flat below under my bedroom which continued almost non-stop for about an hour amid the sound of loud voices coming in my bedroom window.

After this there was another hour or so of intermittent abuse of the same kind from the same source with a build up of verbal abuse from those using the surveillance technology who make every effort to exploit this ongoing harassment to distort, misrepresent, exaggerate and, at times, fabricate allegations with regard to me.

In order for me to refute any such allegation that I am associated with this ongoing harassment, I use a camcorder that films my sleep all night each and every night at the end of the bed. I also have the DR which records audio all night continuously by the side of the bed. Then, I use the PR to record notes about what is happening especially concerning each and every time I am woken from my sleep which occurs frequently throughout the night along with these events which keep me awake.

I can prove beyond any doubt that the disturbances I describe all come from an external source and have absolutely nothing to do with me in any way. Last night and the night before are excellent examples of this. Such continuous stomping/pounding from the flat below which goes on for extended periods of time can be clearly seen as an external noise nuisance intended to harass me especially when it occurs in the middle of the night and in conjunction with the same from the flat above.

Instead of dealing with me in the manner which best suits this situation, PC Griffiths engaged in criminal harassment yesterday afternoon which contributed to this activity in a significant manner as occurred following his visit for over 12 hours until 0430 this morning. PC Griffiths and the mental health nurse joined those who were carrying out this continuous harassment to become part of their behaviour while inciting it to go on by their actions and language used loudly in public at my front door.

Once these people learn that I am being attacked by the police and mental health authorities, they then increase their activity and feel free to go to excessive lengths since they see that they have successfully deflected and redirected attention away from themselves to me which is the essence and objective of their harassment.

In this situation these people carry out this harassment against me as they have been doing since 11th May 1998 following my reporting of the child abuse taking place in the flat below and from mid-August 1998 with the use of surveillance technology 24/7 at the disposal of these same people while they falsely pointed a finger at me. It is up to me to prove the real source, and I have not received any meaningful help from anyone throughout all these years despite the fact that many know exactly what is happening.

Once again I have sought the assistance of the police by Email communication to the Kensington & Chelsea Secretariat with the results once again being redirected against me as the source of the problem without dealing with me in the way which is required for this investigation under these circumstances. A police officer coming to my front door without prior arrangement will be considered a potential intruder, and I will not go anywhere near the front door as I always do while remaining near the phone in the living room to call the police in case of an attempted entry which occurred twice in August last.

Because of this situation I am communicating this further complaint about police misconduct to yourself to be combined with my complaint of last week from a person who claimed to be associated with the Metropolitan Police. These are two events, one in writing and one in person, which constitute harassment under the Prevention of Harassment Act of 1997, and in this case this constitutes criminal harassment by the Metropolitan Police despite my best efforts to supply them with information which will facilitate their ability to effectively and efficiently carry out a most important investigation which involves multiple crimes being carried out against me which have resulted in grievous bodily harm in the past.

There remains a quite ominous situation where my complaint of last week was followed by this extreme form of intimidation from the police to silence any further complaints I might want to make about the overall failure to address this most serious of problems by attacking the messenger falsely claiming a mental health problem rather than dealing with the content of the message. In short, this could very well be a police cover up of a situation in which the police themselves have a very grave, deep and ongoing responsibility and wish to escape accountability[, i.e., an attempt to pervert the course of justice].

This second part of my complaint involving the police criminal harassment includes as an attachment the portion of the DR digital audio recording that has the full incident at my front door commencing yesterday, Saturday, 04.01.2008, at 1403. This recording is 05:53 long.

It picks up from where the other ended with "Get a warrant. Get a warrant.Get this into the court . . . ." I continued with important information regarding the threatening manner and extreme threat of using force entry by means of a court issued warrant.

Sadly, despite my telling the mental health nurse (who refused to identify himself other than his profession) that I would "absolutely not" permit entry, he said that he would return claiming that they were used to dealing with people like me or words to that effect.

This is a threat to continue with the criminal harassment in this set of circumstances without taking proper legal action through courts if the evidence so warrants.

I do not believe that there is any evidence which will stand up in court. I have been subjected to this kind of behaviour for nine years and have included this very same action in a log to my letter to the Prime Minister dated 23rd September 1999 which was displayed to me in a St Charles Hospital visit I made to the Acute Psychiatric Clinic by Richard Evans MD.

This letter revealed an attempted access which went on repeatedly on at least one evening by those who were coming from the flat below where I believe there was a meeting in progress. At that time I did not respond to these knocks on the door and a verbal "Hello" from a woman. This letter and its exhibits [Exhibit A; Exhibit B; Exhibit C; Exhibit D; Exhibit E] are available on my web site and web journal if you wish to read them. In my web site you will find [another] letter under a section entitled "Repression by Psychiatry" in a group of correspondence to my MP, Ms Karen Buck.

Subsequent to my sending this letter [to the Prime Minister] there was a massive escalation of the surveillance technology abuse against me with another attempted access in early December 1999 by those from the St Charles Hospital made without prior notification. I did not respond. A compliment slip was provided indicating that a pre-arranged meeting letter had been sent. I never received such a letter.

From mid-December 1999 to mid-January 2000 I was subjected to an intense effort by the police to remove me by force from my flat 24/7 by what amounted to a siege throughout that holiday season. In early January 2000 while this was occurring, I received a letter from the St Charles Hospital group again stating another date and time when they would arrive.

I responded as I would have responded to the purported letter that was claimed to have been sent earlier. I denied them access to the premises but said that I would come to meet with them at the same date and time at St Charles Hospital if that was convenient in my written reply. This was acceptable, and I attended this meeting with Mo Zola MD and a psychiatrist nurse in mid-January. Amazingly, the police siege stopped the day before.

During this meeting, I was asked to vacate my home and offered a payment for doing so. When I refused, I was threatened with action by the magistrate's court if I did not cooperate. I was asked to attend a meeting with a second psychiatrist to which I agreed for my own purposes of identification of those who had been involved in the extensive harassment to which I had been subjected in the preceding months.

I met with Richard Evans MD at the end of January/beginning of February 2000 and was again subjected to further abuse. This time he displayed my letter to the Prime Minister in a derogatory manner without comment. It was thus that I concluded the only reason for my being summoned to this meeting was because I had complained to the Prime Minister about the various failures which surrounded the child abuse I had reported and the subsequent abuse carried out against me with the use of surveillance technology. There was no other reason possible.

Further, Richard Evans indicated that he wanted me to take medication which I refused to do as I had refused to do when talking with Mo Zola. Richard Evans would not listen to "No" and was so overbearing in his insistence that I take the medication which raised in fear in me with respect to what he might do if I refused that I agreed to take the medicine without intending to do so. Thus, I was able to obtain the medication and determine exactly what it was.

I subsequently sent a complaint [03.02.2000] to the St Charles Hospital's Chief Executive about this misconduct. I did not receive a reply. I did, however, receive a letter from Richard Evans threatening me further if I did not attend any more meetings with him. I sent him a reply letter [01.03.2000] indicating that I would not do so and would never take the medication since it was unnecessary and not provided with a diagnosis. This issue revolved around aetiology or causation. A diagnosis cannot be made without establishing cause and, most certainly, medication cannot be provided without knowing what is wrong. There was nothing wrong, and I have never done anything to warrant such a massive intrusion in my life.

I was the victim of false allegations at that time as I am now. The same harassment was being carried out by the same people then as now involving children such as the son of BS whose mother is the tenant in the flat below. Nobody wanted to address this real and quite devastating problem, so I just continued keeping full and accurate documentary evidence of all that was happening.

I have never received a reply to my complaint to the Chief Executive at St Charles Hospital. No one has ever tried to take any legal proceedings against me about which I am aware. I initiated legal proceedings in the High Court in March 2001 to protect myself against the grievous bodily harm which was occurring due to the surveillance technology abuse, e.g., cataracts in each eye diagnosed at the Western Eye Hospital in December 2000.

These legal proceedings were wiped out by those using the surveillance technology against me. I would welcome legal proceedings in this matter, but everyone wants to avoid them for what are quite obvious reasons to me. No one has any evidence about things which do not exist. That's why I take the threats of legal action against me as so much nonsense, and then I see the back down of the mental health nurse who would not provide his name when he made every effort to obtain a meeting without court proceedings which confirms this as can be heard in the attached audio file.

On Saturday, 06.08.2005, I faxed an eight page letter to Siobhan Dillon, Community Mental Health Team "A" at the Pall Mall Health Centre located at 150 Barlby Road, London W10 6BS. I provided a lengthy explanation about the history of this situation and why I was refusing to attend their proposed meeting with Dr Higgitt and Marc Hekster on Tuesday, 30th August 2005 at 1600. This was certainly sent well in advance to ensure that I did not waste anyone's time.

Is Marc Hekster the mental health nurse who showed up at my door yesterday shortly after 1400 unannounced?

Once again on Sunday, 14.10.2007, I faxed a copy of the same letter again with regard to an appointment which had been scheduled for Friday, 18th October 2007. This was not that far in advance but was enough in advance to ensure that time was not wasted by those involved.

These are the two more recent attempts to get me to attend a meeting on their premises to which I referred on the attached audio recording. I indicated that I had refused and had supplied a lengthy explanation as to why. I further noted as far back as August 2005 that I would consider any further attempts to contact me in this manner as harassment. This occurred once again last October slightly over two years later.

And now yesterday the same has occurred for a third time by trying to intrude into my home and when failing that by persisting to try to get me to attend such a meeting accompanied by a threat of court action and forced (violent) entry at my front door yesterday as can be clearly heard on the accompanying digital recording.. Then the mental health nurse who would not provide his name stated that he would be back.

All three of these together constitute a pattern of harassment and criminal harassment involving a threat of violence against which I warned this mental health group originally in August 2005. This cannot be construed as anyone trying to do their job in order to avoid being prosecuted legally under the Protection From Harassment Act of 1997. It will be up to the courts to decide whether or not this is the situation, and criminal harassment clearly begins in the magistrate's court. This then becomes an evidentiary matter and not one of emotion and verbal abuse to which I am subjected 24/7.

Go to the court, or get out of my life! This is a gross abuse of power by the police and NHS for starters in the community which continues to get worse and will shock this nation when it all comes out. The Metropolitan Police Commissioner has recently stated that he wants to continue addressing the issue of policing in the community. This will make an excellent starting point for such a national discussion in light of the very serious threats which face this country as well as the resources available something the police have felt keenly at the end of last year with regard to their denial of the full pay award from arbitration.

There has never been any evidence which could possibly be used against me because all the allegations made against me are totally false. No one has ever engaged in any proper legal proceedings involving me for all these years commencing from 11th May 1998. Instead, every effort has been made to carry out extremely abusive harassment and torture (cruel, inhuman and degrading treatment) with the use of surveillance technology outside the democratic rule of law as agreed by Parliament for all these years 24/7.

The objective of such abuse was to create a mental health problem which has never succeeded. Although many claims have been made to that effect, it has never been true. In fact, summer before last a particular action was nixed with the words "No, then they will find out he is not potty." It was necessary for them to work around the law to try to destroy mental health without getting caught.

The activity which has just occurred about which I am dealing here is just one more example of this kind of violent abuse that has been occurring for nine years and almost five months with the use of surveillance technology since mid-August 1998 in the hands of those whom I reported for child abuse and other violence in the preceding two years. They are seeking to manufacture allegations in order to bring others into their criminal activity sphere, and it appears that this is just one more of these involving the police and NHS interfering in someone's life where there is no problem while disregarding the obvious.

Most important is the fact that if I had a serious mental health problem or any kind of mental health problem for that matter there would be evidence f it. There is none. This action against me is predicated upon false allegations and false negative characterisations which cannot be confirmed or corroborated and pertains to future behaviour, i.e., "he has to be monitored" as I often hear from Lt Harry Bird.

Given all to which I've been subjected for all these nine years and almost five moths 24/7 the only conclusion which can be derived is that my soundness of mind and body (except for the personal injuries from the surveillance technology) is actually on the strong end of the spectrum of a normal distribution with regard to human behaviour.

In fact, the abuse has the opposite effect of making me stronger and more determined to properly and legally address this violence and resolve it under the democratic rule of law something that has not been provided to me. There is nothing here, and all the attempts to portray any such problems as regards to myself are nonsense. People get caught up in their own untenable situations from which they cannot extract themselves, and this is one such situation. Those trapped by Lt Harry Bird and the viciously violent family group whom I reported for child abuse are trying to get themselves out by committing further crimes.

The harassment carried out and the threat to do so in the future is just one further step in that direction. This is why I provide the hard evidence attached so that what happened will be crystal clear in everyone's mind at this point to try to prevent people from getting further ensnared in theongoing criminal activity. Take this into the legal justice system or shut it down. The longer it persists in this outlaw manner the worse it becomes legally for everyone.

The real mental health problem rests with those, Lt Harry Bird and BS, who have abused surveillance technology 24/7 for all these years in the most obsessive manner ever known. I do not think that greater obsessive and demented behaviour can be seen anywhere.
