I received the following Email yesterday from Gordon Orman since he sends these out from time to time and asked for permission to publish it here since it provides invaluable information about what is being done in the US to address the abuse of power of the kind I am addressing in this Web Journal from the UK. Those listed as involved in this legislative action go back decades and have been key in bringing into public awareness these abuses of power. Their activies go back way before my experience started eight years ago which was subequently joined five years and fiv months ago by US Government agents/contrators Lt Harry Bird and Colonel Vine (former US Marines) in February 2001 shortly after George W Bush was inaugurated as President of the US.

It is obvious that this is an international problem and being made all the more so by the Bush administration in the US. It is my judgement that a great deal of R&D and medical experimentation is being carried out on non-consenting human guinea pigs by these US Government agents/contractors throughout the world which will eventually be rollled out in the US domestically in due course. What is hopeful in the legislative action being urged by these people is that US Federal law can apply to these US Government agents/contractors working outside the US. The US Federal law is now reaching out to bring others into the US for prosecution as has been happening in the UK to the "Nat West Three" with which I dealt briefly on Saturday last in this journal.

For those of you who reside in the US I urge you to read this carefully and provide as much support as you can. For the rest of us around the world please do the same by bringing this to the attention of your legislative representives locally or MEP for European Union residents. Also, any information from around the world which can be provided to these people about legislation and legislative action can help bolster their information database for the purposes described below.

I've have emphasised a couple areas below that I think are especially important as a result of my direct experience during these eight years which go on as of this writing. Unless meaningful legislation can be established sooner rather than later, at some point it will become impossible to do so as a result of a widespread abuse of power which I have been directly experiencing. In my direct experience every effort is being made to destroy any activity which goes to the source of this problem.

UPDATE ON THE THIRD MEETING WITH A LEGISLATIVE COUNSEL

On July 5, a Legislative Counsel to a prominent Congressman exchanged ideas with twelve of our professionals during a very informative conference call.

Some credentials of our group members include a retired FBI Senior Special Agent In Charge, scientist, Ph.D., former Department of Defense employee, former Army intelligence officer, engineer, two attorneys, paralegal, legislation writers and editors. Many of us are advocates for law enforcement reform, government reform, civil rights, privacy rights, and/or human rights.

The participants were Ted Gunderson, Alfred Webre, Eleanor White, Robert Duncan, Mary Ann Stratton, Jim McCue, Krissi Stull, Bob Starrett, Barbara Bryer, Julianne McKinney, Derrick Robinson, and Gordon Ormand.

TOPICS OF INTEREST TO THE LEGISLATIVE COUNSEL

In June, proposed legislation and new ideas were presented to legislative assistants in 22 congressional meetings. The package was also delivered to the offices of most other members of Congress. On the July 5 conference call, the Legislative Counsel focused on the following select areas of our legislative efforts:

1. The Counsel opened the discussion by confirming the need to raise awareness and educate the public.

2. He requested copies of existing state laws about the misuse of electronic weapons and related technology. Local, state, federal, and international laws will be furnished.

3. The House of Representatives and Senate unanimously passed the Securing Aircraft Cockpits Against Lasers Act of 2005.

(Note: In June, the Counsel asked us to help write a narrow definition that describes other electronic devices or electronic weapons that could have a more serious impact on aircraft. This type of technology should be prohibited from being aimed at or used against aircraft, airports, related facilities, flight crew, bystanders, and/or passengers.

Terrorists or criminals that possess, or may possess these weapons in the future, could disrupt the airline industry. Our version of the proposed legislation will also address surveillance and the misuse of technology by individuals or groups, private or government contractors, as well as active or retired law enforcement, the military, and/or intelligence personnel. [Emphasis Added]

The Counsel said that Congress should have very little opposition to passing this legislation about electronic devices or electronic weapons, which improves airline and passenger safety.

4. Additional information was requested about organized group stalking or gang stalking. This topic received more discussion time than many other subjects. [Emphasis Added]

5. The Counsel was interested in former Senator John Glenn's bill that was titled Human Research Subject Protections Act of 1997.  Our legal team recommended an easier approach to pass similar legislation, which may achieve the same results.

A. At this time, opposition in Congress makes it difficult to pass the two complex bills in the proposed legislation about involuntary human experiments, electronic weapons, and related technology.

B. The proposed legislation asked for repeal of sections of two United States Code laws that allow the testing of chemical agents, biological agents, or electronic equipment on a civilian population [Emphasis Added]. The word repeal was used incorrectly in the proposed legislation.

C. A more comprehensive strategy and a better choice of words is to amend the two laws to correct the current deficiencies.

(Note: In drafting amendments to the United States Code, model legislation will include sections of the Human Research Subject Protections Act of 1997, the Space Preservation Act, the Space Preservation Treaty, and the comprehensive bill written by Carolyn. Your suggestions about this new legal strategy are encouraged. Contact information for the coordinator of this project will be provided in a few days.)

6. The Counsel advised us that he will call the office of Representative Dennis Kucinich for more information regarding the status of the Space Preservation Act of 2005, H.R. 2420, and to discuss a strategy to get more support for the bill.

(Note: Suggestions from volunteers about the best plan for communications with Representative Kucinich's office should be directed to attorney Alfred Webre and his committee. Sample letters will be written in the near future that each of us can use to fax and email to appropriate politicians. 7. Cheryl Welsh suggested in the proposed legislation that the General Accounting Office (GAO) and the Congressional Research Service (CRS) can be authorized by Congress to conduct studies and provide reports about human experiments, electronic weapons, and related topics. He found Cheryl's suggestion to be quite worthwhile. In his opinion, the GAO is probably the more responsive agency. We will write a list of topics to include in a congressional request for the GAO and CRS studies.

8. An important phrase used by the Counsel was hard government evidence.

(Note: This advice restates the position of many activists. It is better to provide verifiable information to government officials, the media, friends, and family. Personal stories should be saved for the investigation phase. Our writers will provide several letters and reports that you are encouraged to fax and email to your three politicians before the election.)

Other related topics including the urgent need for new enforcement were also discussed.

Several one page follow up reports and proposed legislation will be submitted in the near future to the Legislative Counsel.

The very productive conference call concluded with an expectation that communications would continue.

IMPORTANT ADDITIONAL INFORMATION

Volunteers are needed to form committees for ten or more projects. An email will be sent to you in a few days requesting help with writing reports, legislation, letters for activists to send to their three politicians before the election, research projects, a tentative schedule, etc. If there is a project in the next email that interests you, the contact information for some of the committee coordinators will be provided.

Another important step this week is communication with a different legislative assistant who suggested talking with staff members from five other offices to determine the best way to proceed. In the June meetings, three additional individuals also expressed an interest in helping to start an investigation.

All US military detainees, including those at Guantanamo Bay, are to be treated in line with the minimum standards of the Geneva Conventions.

The US mid-term elections are looming just four months away. Suddenly the White House gets religion with a little nudge from the Supreme Court. After Guantanamo Bay, Abu Ghraib and the Rendition Flights what will be next? Will George W Bush try to get away with this totally invasive surveillance activity globally, or will he become a true convert on the road to decency? Will it take direct evidence once again to show to the world the devastating truth that so many people already know? Will the US Congress wake up? The world watches with keen anticipation to see just what values the US Government will truly reflect on behalf of its people.
