This has been used to track me wherever I am located since February 2001.The surveillance technology has been used as a weapon to carry out extensive criminal activity including imprisonment, torture and attempted murder 24/7 This has also involved medical experimentation on a nonconsenting human guinea pig and surreptitious medication intended to debilitate and incapacitate administered outside a hospital environment without my consent.There have been scores if not hundreds of people involved from several Departments of Government both local and central including various tenant management organisations and locally elected officials and those from elsewhere.This originated based upon false allegations by those for whom I've reported various crimes to the authorities including child abuse in an adjacent flat. It was this group of adults including the mother of the abused children who initiated this campaign of retaliation, revenge and retribution publicly announced on 11th and 13th May 1998.The mother of the abused children has had access to and operational control of the surveillance technology for all these years to carry out this revenge and retaliation 24/7. She has never been absent from the proximity of my flat for this purpose although she is not a resident. This is a clear case of stalking and harassment using surveillance technology as a weapon.I have sustained several personal injuries which have been addressed by the NHS including loss of my eyes due to cataracts which were caused by the surveillance technology. Surgery has restored my vision with implants, however other similar injuries would most likely by untreatable or fatal. The utilisation of this surveillance technolgoy is lethal in and of itself.Every effort has been made to destroy human and legal rights in order to prevent me from documenting and reporting accurately all that has been going on with its most serious implications for this Borough, London and the country as a whole.I urge you to read my web site and daily web journal whose URLs are located below my signature. I would particularly emphasise the web journal and yesterday's entry about this situation as it relates to the three Labour Party Councillors for the Notting Barns Ward. I believe that some or all three have been direct participants in this criminal use of surveillance technology.I believe that the three Labour Party Councillors should stand down pending a full inquiry into all aspects of my experience for the entire time of my almost ten year residency in the Lancaster West Estate since 13th May 1996.My experience has profound implications for tenant management and government in the Royal Borough which I am also addressing with some of my analysis available on my web journal. I believe that my experience impacts each and every one of you as regards to the government and management of this Council and seek to inform you as fully as I can by public means of all that has occurred for many years.Since this involves tenant management extensively and scores of people many of whom are well known to me, there are no mysteries about who is involved, what is being done or how it is being carried out. I have no privacy whatsoever and have not had any 24/7 for seven years and eight months since at least August 1998.Since I am derived of any confidentiality whatsoever, I make all of my experience public. The objective of this is to perserve and protect my life and property in the most reasonable manner possible. It is my objective now as it has been all these years to bring this abuse of power to an immediate end and request that you see to it that this is done.I need not note the grave implications which this has for this local authority, London and the UK with regard to the democratic rule of law, law enforcement and the legal justice system in addition to the very foundation of government both locally and centrally. I have been experiencing the total abrogation of democratic government and its standards and values for all these years.I will be seeking to make this a campaign issue during this next month pending the local elections on 4th May 2006 to bring this to the attention of the public as best I can in order to restore the democratic rule of law and values which this country treasures or claims to treasure.
