Please see yesterday's web journal for the Email correspondence from me notifying tenant management about these safety and health hazards. The Email reply I received posted yesterday here reveals a refusal to address the problem of the blocked emergency vehicle access to the Estate. Instead, I was advised to call a couple other phone numbers and do the work myself which is impossible given my situation subjected to totally invasive surveillance technology used as an abuse weapon to destroy human activity and life. Also, this is clearly a tenant management responsibility problem which reflects the same attitude which has persisted for a decade in my direct personal experience. This reflects the process of pushing off onto a tenant something that should never be done in situations like this and reflects the attempt to blame the tenant in this case for not taking care of the problem. Should a tragedy occur where emergency vehicles cannot enter the Estate, this tenant management can then point to the Email sent me and blame me for not calling the numbers noted. I also sent an Email to the Council's Fire Brigade last night. This morning I was shocked to see that the rubbish, removed cabinets and large items were still strewn all around the door area and by the second floor rubbish chute including a very large item at the bottom of the stairs by the front door partially blocking access to those stairs constituting a hazard in the case of an emergency exit. Despite the fact that I notified tenant management about this yesterday and received an Email reply, no steps were taken to remove this fire hazard inside the building which has been present for a week now. This reflects a deliberate disregard for tenant safety and health by a failure to remove these items even after being notified.

Rubbish Skip Still at End of Estate Begins to Attract Fly Tipping. Eighth Day For Emergency Vehicle Access to Estate Blocked.
There has been a significant turnover in the position of Estate Officer at the Lancaster West Estate. Why is this so? The Lancaster West EMB and the Lancaster West Residents Association have proven themselves to be a secret organisation unwilling to provide the identities and contact information for Board Members. This begs many questions including the need to hide information from Board Members and dominate the Boards . This is consistent with my experience with vigilante mob rule by tenant management. It strikes me as a need for certain people to coordinate stories and make certain everyone is "on message." Due to the fact that I am subjected to criminal abuse continuously involving scores if not hundreds of people all these years, I can arrive at no other conclusion for maintaining such secrecy. This further compounded by the fact of interlocking directorates between boards of directors including elected officials. This might be a key reason these tenant management organisations do not want to reveal their Directors and/or Members of their Boards. Not only are the people who serve in multiple capacities between these Boards and between these Boards and local Government, but there are also similar names indicating that close relatives participate in nepotism with regard to interlocking Boards. This hardly provides for independent Boards and makes them susceptible to local Government management and close coordination between Boards. This is hardly what I would call Arms Length Management Organisations (ALMO) which is a standard required to secure the tens of millions of pounds from the central Government as a result of the two star rating given to the TMO in 2003 following an Audit Commission inspection which is to be repeated this July 2006. It's easy to see why they want to silence me and withhold the information I've requested. The Council Government was changed several years ago to one that parallels the Parliamentary government for this country. That is, the political party with the largest number of Councillors has its leader become the Leader of the Council who then chooses a cabinet. Lord Michael Heseltine criticised this form of local government recently during the Conservatives Spring Conference. He said that rather than a low paid leader from the majority party acting as the Leader of the Council, there should be a high paid Mayor/Chief Executive elected by all the voters in the Council. This is the option I've always favoured and so indicated when the local government sturture was changed a few years ago. The Royal Borough of Kensington & Chelsea is run by a Conservative majority. Incidentally, this is where the Leader of the Conservative Party, David Cameron, lives in nearby Notting Hill Gate. Tenant management is a massive failure as I've experienced, documented and reported it. Power is concentrated in a few hands with interlocking Government with Boards and between Boards. It was a mistake ten years ago to create a separate TMO in this Council without folding the then existing Lancaster West EMB into it. Instead, two separate tenant management organisations have been maintained for the last decade of my residency with all the conflicts and competition which that entails. On top of that the TMO created its own Lancaster West Residents Association. The result has been a mess of gross mismanagement and maladministration with all who live in the Lancaster West Estate receiving the short end of the stick while the concentration of power protects itself trying to wipe out anyone like me who describes the reality of what is going on. This leads to those who are involved in antisocial and criminal activity rising to postions of power and control at the expense of standards and decency. Power has been given to those who have no ability to handle it properly and abuse it to protect themselves and their own corrupt self interest including their own and others antisocial and criminal behaviour. In the Lancaster West Estate there are three Councillors all of whom are Labour Party Councillors. One of them sits on the TMO Board, and another, I believe, sits on Lancaster West EMB Board, but I have to verify this with its list that is being refused to me. I have outlined these people and their various positions recently based upon past mailings, but the current list needs to be obtained to verify these positions. This current information is being withheld with both a TMO Board and local Councillor elections which are just a couple weeks away. In the absence of documented facts we all know that politicians are capable of saying anything. So there is another element of conflict and competition between the Labour Party Councillors from the Lancaster West Estate's Notting Barns Ward and the Conservative Party controlled Council. This leads to abuse of the kind that I am experiencing. This might very well be a significant contributing factor as to why the Lancaster West Estate EMB is maintained by the Council by separate contract parallel to the TMO. In any case, the fallout is a never ending power struggle which has been reflected in the minutes of the recent Annual General Meetings (AGMs). The result is that the residents of the Estate lose with many problems flourishing which I've been describing at length. Then there is the continuous effort to silence me, and tenant management is willing to support those who engage in this activity. Here's just a wee bit about how that is carried out against me: I got four hours sleep last night in three segments. To bed just after midnight and woken by those using the surveillance technology just after 0200 and 0300. Then I was kept awake for almost two hours by the verbal abuse torture from Lt Harry Bird, the mother of the abused children and others. I finally fell asleep just before 0500 and woke once again almost an hour later. I got up due to the continuing verbal abuse and went out to photograph the front door area as can be seen in the video clip above. This is the chronic sleep deprivation carried out against me whenever I try to sleep. When I describe what is occurring using the tape recorder when I am woken and kept awake, Lt Harry Bird says "Actor." Last night I started a new tape just after going to bed shortly after midnight. I then flipped over this tape number 1754 to the "B" side shortly after 1000 this morning. I record at half speed doubling the 45 minute time for one side of the tape. Thus, I recorded some 90 minutes of torture abuse and commentary during this roughly ten hour period. This demonstrates the extent of the torture abuse carried out by these people using the surveillance technology as a weapon and my commentary/notes which I use to describe the induced dreams relating what is happening with the pattern of such activity which has been going on 24/7 for seven years and eight months since August 1998. They make every effort to deprive me of human activity by whatever means they can with the use of the surveillance technology as weapon. They have been stating their objective as "shut him down" in order to "break him down." Right now there is an intense effort to destroy my activity as it relates to documenting and reporting what is contained in this web journal and to keep me from communicating this information to those in authority. There are those in the tenant management process including elected officials who support this destruction of human activity for their own corrupt self interest and involvement. That is a key reason that it continues.
