1. Since I have no privacy or confidentiality whatsoever and am subject to this total invasion of privacy by those using the surveillance technology about whom this complaint below pertains, I make it public. They read along with my preparation of this complaint to the Audit Commission this morning and continued with verbal abuse indicating they were making every effort to stop this activity. Of course, that is what is central to this complaint about this incredible abuse carried out at taxpayer's expense which harms everyone all around and leads to maintaining antisocial and criminal activity as standards which the Audit Commision quite clearly states on its web site that they seek as an objective: "Minimising bureaucracy, maximising impact on public services." Considering that this is their standard, they have failed miserably by awarding the Royal Borough of Kensington & Chelsea's Tenant Management Organisation (TMO), an Arms Lenghth Management Organisation (ALMO), a three star rating after last July's inspection. Herei's my complaint to the Audit Commission sent today:

In the buildup to the July 2006 inspection there was a concerted effort to create an image of "excellent" services. After the inspection and award of three stars, this activity has fallen back to deliberate disregard of tenants' safety and health issues which have been a long standing problem.

This is not an ALMO TMO Council with the conflict between various tenant management organisations allowing crime and corruption to flourish to the detriment of 9% of the Council's public housing stock at the Lancaster West Estate. 4. Nor does it do any good to notify the Council with correspondence to its Leader:

Numbers 1 through 4 above reflect a sampling of critically important issues involving persistent safety and health issues that result from tenant management's deliberate disregard for the tenants and residents while image management is carried out instead. There are also threats against me and the continuous abuse from surveillance technology 24/7 to stop me from documenting and reporting these problems. These are well documented problems which have occurred in the last several months at the end of 2006 after the July 2006 inspection reflecting the fact that your three star rating was entirely unjustified. These problems accrue to the Council and police as well. I urge you to review my web journal for more detail about this overall tenant management crime and corruption problem.

5. With respect to my balcony repair which has been outstanding since on or about 5th June 1998 when a state of disrepair was deliberately created, the following web journal entries reflect this failure to repair to restore the balcony to its former usage state; Emails to tenant management about this which have never been answered; photographs of the works and security threat and the ongoing abuse to which I've been subjected from the use of the surveillance technology along with the antisocial noise nuisance which comes from the flat below whose tenant is the mother of the woman with operational control over the surveillance technology whom I reported for child abuse in May 1998:

The above three web journal entries reflect the overall problem once again that has been addressed during this past week which was the point of departure for this complaint above. This reflects the efforts by those using the surveillance technology to interfere with and stop any and all activities which would benefit me, i.e., the balcony repair in this instance, against the background of the problems which derive from the gross organisational mismanagement by the Council with regard to tenant management setting up a conflicting and dysfunctional tenant management multiple organisational structure.

As you can see from the above, the detail goes on and on. In fact, it is a daily 24/7 documentation and reporting activity which I make available in representative manner on my web journal. It would be impossible to do this any other way that would provide meaningful information to anyone. There is too much information which is deliberately created by those carrying out the unlawful and criminal abuse sanctioned and supported by tenant management.

Rating the TMO three stars is a travesty as these comments above and those in my web journal begin to reveal. You should re-inspect and review all that you have done for this three star rating is unjustified and the excellent in each category especially for furture improvement is obviously complete nonsense as long as this criminal activity is allowed to be carried out by tenant management and others to the detriment of everyone everywhere, and tenant management is not consolidated into one organisation as I described in the web journal entry noted at the beginning published yesterday.

Root and branch reorganisational work is needed before there is any hope of any future management progress with regard to public housing in the Royal Borough of Kensington & Chelsea.

I also want to point out that the two last issues of the "TMO Link" magazine (early July and October 2006) have contained advertisements from those employed by the TMO. I consider this to be a crime in that they are receiving a "kickback," "backhander," "bribe," call it what you will by those for whom the TMO does business.

The printer who did each of these publications has an ad in each one. In the first one an organisation who carries out works and testing on behalf of the TMO borough wide purchased an ad. This is a terrible thing to see in these publications and reflects the criminal standard to which I continue to document surrounding my life's activity.

The first issue in early July 2006 concerned your inspection with language encouraging everyone to cooperate by putting their best foot forward to obtain the necessary rating in order to provide more services. The second issue in October 2006 claimed victory for obtaining the three star rating.

I suspect that my ongoing experience throughout this past year including the fact that I sent along a complaint last spring to you has resulted in the very intense abuse to which I've been subjected which escalated with extreme intensity in June 2006 from those using the surveillance technology. This included those connected with the surveillance technology abusers who are associated with flat 503 below with every effort made to keep me from documenting and reporting what was actually happening here. There is obvious collusion and coordination of this activity some of which is described and documented above and other examples noted in other web journal entries not mentioned above.

And, I have been subjected to intense abuse from those using the surveillance technology while preparing this complaint who seek to stop it and destroy my activity in addressing safety and health issues that impact the lives of everyone in this environment and spill over into the greater London area.

2. The Home Office is in free fall with more stunning revelations about problems including the freeing of a sex offender on bail today and a suspended sentence for a paedophile yesterday amid the prison crisis. If my experience described above reflects image management sustained by the Audit Commission, this would appear to be the first of much that is yet to be exposed. How many stars has the Audit Commission awarded the Home Office?

Reid faces 'anarchy' accusation

Rod Morgan said prisons were 'swamped' by minor offenders

Home Secretary John Reid is under fire on several fronts as the Conservatives accused his department of descending into "anarchy".

First the head of the Youth Justice Board of England and Wales, Rod Morgan, quit in protest at prison overcrowding.

A second judge then said he released a sex offender because Mr Reid had urged judges to avoid jailing people.

And Mr Reid admitted the government acted "unlawfully" in relation to the detention young asylum seekers.

The admission that the detention policy "did not strike the right balance" came in High Court test cases in which detained children whose said they were under 18 are seeking damages for loss of liberty.

A judge has said he had to bail a paedophile rather than remand him in custody because of overcrowded jails.

Keith Morris, 46, of Ilsington, Newton Abbot, admitted four offences involving children at Exeter Crown Court.

Home Secretary John Reid wrote to judges and magistrates this week asking them to imprison only the most dangerous and persistent criminals.

Judge Graham Cottle said if the case had been held last week he would have sent Morris to prison.

He adjourned sentencing for a pre-sentence report, which could take up to two weeks.

The home secretary has admitted the government operated an "unlawful" policy over the detention of scores of young asylum seekers.

John Reid's statement was issued during a High Court case in which children who were treated as adults were seeking damages for loss of liberty.

The government said its policy "did not strike the right balance".

It adds to Home Office problems with prison overcrowding, and the departure of the head of the Youth Justice Board.

The children, in four test cases, arrived unaccompanied in the UK saying they were under 18.

They were entitled to local authority care as those under 18 are considered vulnerable and should not be housed with adults.

Unaccompanied children as young as 14 have been detained with adults and subjected to inappropriate behaviour by staff and other detainees

Instead they were deemed by immigration officials to be over 18 and sent to adult detention centres where they were held for weeks.

It is alleged that some of them, who cannot be identified by court order, suffered psychological damage after being held with adults in inappropriate conditions.

3. Custodial sentences are given to media types who invaded the privacy of the Royals including castigation by the judge. "Pretexting" was used to obtain voice mail codes/passwords. The targets realised something was wrong when messages they had never heard turned up as "old." Those so "hacked" included celebrities, an MP and a publicist. I wonder what will happen when it is revealed publicly on a large scale that invasion of privacy against me has been carried out for eight years and five months 24/7 (so far) with the abuse of surveillance technology by a tenant management mob including many from other departments of government and the general public numbering most likely into the hundreds? Or, is this deemed OK because it does not involve the Royals? It's obvious that the population is not protected from an abusive invasion of privacy with extreme measures used by those wielding surveillance technology as a weapon on an indefinite basis from the government. I wonder what planet this judge dwells upon.

Pair jailed over royal phone taps

The royal editor of the News of the World has been jailed for four months for plotting to intercept voicemail messages left for royal aides.

Clive Goodman, 49, of Putney, London, tapped into several hundred such messages, the Old Bailey heard earlier.

Glenn Mulcaire, 36, of Sutton, Surrey, has been jailed for six months after pleading guilty to the same charge.

Private investigator Mr Mulcaire also pleaded guilty to hacking into the messages of sport and fashion figures.

Sentencing Mr Goodman, Judge Mr Justice Gross told him: "This was low conduct, reprehensible in the extreme."

The case was not about press freedom, he said. >

"It is about grave, inexcusable and illegal invasion of privacy."

'Research services'

Former professional footballer Mulcaire has also admitted five charges of intercepting mobile phone messages for Ms Macpherson, publicist Max Clifford, MP Simon Hughes, football agent Skylet Andrew and the Professional Footballers' Association's Gordon Taylor.

Mulcaire had signed a contract with the News of the World, dated from 1 July 2005 to 30 June 2006, for "research and information services", Mr Perry said.

The contract was worth £104,988 and Mulcaire had also received £12,300 in cash from the newspaper, the prosecutor added.

Mr Perry said it was ironic that Mulcaire ran a company - Nine Consultancy - that offered a service protecting clients from media intrusion.
