1. The third part of a four part conspiracy theory documentary programme on BBC Two tonight at 2100 deals with the death of Dr David Kelly. The BBC News article below discusses this programme and his death with reference to an MP who does not believe that he committed suicide. From the very beginning at the time of his death I was suspicious because I was aware through personal experience for two and one-half years by July 2003 how such a murder could be carried out. I wrote some comments as the events of his death unfolded describing how such surveillance technology could be used effectively to carry out this kind of murder. This would fulfil the "means" aspect for committing this kind of crime which might be difficult to establish unless the capacity of this surveillance technology is understood.

Kelly death not suicide, says MP

David Kelly
Sunday 25 February
9pm on BBC Two

An MP investigating the death of Dr David Kelly says he is convinced the weapons scientist did not kill himself.

Norman Baker tells BBC Two's The Conspiracy Files he has reached the conclusion Dr Kelly's life was "deliberately taken by others".

Mr Baker has also obtained letters suggesting the coroner had doubts about the 2003 Hutton inquiry's ability to establish the cause of death.

Hutton reached a verdict of suicide but a public inquest was never completed.

Dr Kelly, whose body was found in July 2003, had been under intense pressure after being named as the suspected source of a BBC report claiming the government "sexed up" a dossier on the threat posed by Iraq.

2. "A disservice to society" says a spokesperson for the British Institute for Brain Injured Children (BIBIC) about the failure to recognise and deal effectively with underlying mental health disorders when slapping ASBOs onto children. According to this BBC research outlined in the article below, over a third surveyed with an ASBO had an underlying disorder which should have been addressed and was not. The failure to recognise autism, AHDH or low-learing problems resulted. I welcome this bit of research since it points out a problem which I believe is far more extensive in many areas which derives from child abuse.

Child abuse creates brain injuries. An abused child constantly subjected to abuse will not have the opportunity to develop properly. In a developing child from infancy onward subjected to abuse continuously the brain will develop in a manner where there is a permanent response to this abuse. The neurons and neurotransmitters in the brain will be conditioned and locked into a permanent firing mode that will manifest itself as rage and inappropriate behaviour of some extreme or another continuously. This was brought to the fore in the film Panic where these children were violent and taken into hospital care to learn to cope with and understand their disposition toward violence. If the proper development does not occur in the home, then it can spill over into the community in some form of behaviour problem. In the extreme these children then wind up, if they are lucky, in some form of medical assistance care. The film depicted the problem and a treatment means which is idealistic in that it just doesn't exist on a large enough scale to be effective.

Here is some research which notes that these disturbed children are being sent in the wrong direction toward correction which does not include addressing the real source of why they got an ASBO in the first place. Naturally, the ASBO will not work, and they will just go deeper into the criminal justice system rather than into a medical assistance environment. The problem, as I understand it and have experienced it in this environment, is that child abuse is a serious problem even if there is limited physical violence against a child. In my direct experience there was serious physical violence against a child, but it was hidden. What exists publicly is the constant verbal abuse, shouting, humiliation and nonstop verbal attacks carried out against a child. When this goes on daily for years as the way a child is treated, that child will not develop properly. The rage response which is normal to such treatment will be repressed and acted out in other ways including against other children smaller and weaker.

If you add to this inadequate sleep for a child, the brain will not develop properly. The brain does not stop growing until about the age of sixteen. Thus, an abused child who is subjected to continuous verbal abuse at short periodic intervals and deprived of sleep each and every night will not be able to grow and function properly. There will be an automatic and continuous rage response that will drive that child to some form of behaviour which will also be complicated by a brain that is not developing properly. This will result in antisocial development for which the child is held responsible when, in fact, it is the adults around that child who have created the problem and who also blame the child. Unless, the source of the problem is identified and addressed properly, the children who are labelled as antisocial and stigmatised with ASBOs which they sometimes view as a badge of honour will find themselves driven down the direction toward the criminal justice system instead of real help to address the source of the problem.

What I have witnessed directly during the past decade has been child abuse passed along between three generations. I reported this child abuse in May 1998 after experiencing it and other domestic and outside violence during the prior two years from this same family group. This was a situation where the mother of the visiting child to the flat below two or three times a week abused the boy verbally continously screaming and shouting. At first I nicknamed her the "screamer." This went on and on. His reaction was to run around heavily stomping on the floor below which I could hear up here. It must have been terrible for those below, and on occasion a male would come up to the flat below and angrily demand that they stop because this was quite late (2300 or so). Along with this went physical violence as well and inadequate sleep because these people were up until 1:00 am every night and rose the following morning at 5:00 am. There was great activity along with this since vehicles would arrive early in the morning honking horns outside followed by yelling back and forth between the road and the balcony to the flat below under my front window where I was trying to sleep.

When the child was present, he got no relief from the abuse and no proper rest. There were actually two boys, but only one of them received the brunt of this intense abuse. If there was a pre-existing problem, it was being exacerbated. If not, then most certainly a physical problem including brain injury was being created. The child became so withdrawn that he developed his own language that only his mother could understand. His life was such a misery that he would come out under my balcony pleading for help crying "Help me. Please help me." On the occasions when his mother heard this, he was promptly brought back inside. It became imperative that this whole problem of child abuse be reported to the authorities which I did in early May 1998 with a fax to the Chief Executive of the Council. The results have been an unmitigated disaster.

The whole pattern of violent child abuse has been carried out against me as the object of abuse since that time with the installation of the surveillance technology following just three months after my letter to the Council's Chief Executive, my interview with a local Social Services worker and the intervention by the police who were called in by the Social Services worker. A little over a year after the surveillance technology was installed against me and placed at the disposal of those in the flat below including the mother of the abuse child, I sent a faxed letter to the Prime Minster on 23rd September 1998 detailing this ongoing abuse since it had not been dealt with properly. Instead, the person who had reported the source and nature of the problem was the one being attacked by the child abusers and put under surveillance with its technology in their hands to use as a weapon for their ongoing violent abuse against me. My letter to the Prime Minister at that time resulted in yet another escalation of the abuse against me that I was able to explicitly confirm as directly resulting from my letter to the Prime Minister.

I had also experienced a similar pattern of abuse during the summer of 1998 against a newly arrived infant to this same mother in the flat below after I had reported the child abuse in May 1998. This included what were clearly hard hits delivered to this infant which I reported. This infant did not cry normally. Its cries were screams. I never heard it cry and wondered if there was not some physical problem which existed from birth onwards. During this same period after the Social Services and police intervention, the young boy acted out his rage against other children while at play in the Walkway outside my front door hitting, kicking and choking other children spontaneously for no apparent reason. These incidents caused an enormous upheaval among adults, and the young boy was blamed. It was not his fault. It was the adults around him who were to blame which is why I continued to send my correspondence which finally went to the Prime Minister in September of 1999 to have this whole situation properly addressed. The easy way out was to attack the person who was reporting the problem and its truth rather than begin dealing with it. Thus, it goes on as of this writing almost nine years since I first reported the child abuse.

The problems surrounding the failures to recognise and properly deal with antisocial behaviour when it appears in children are reflected across a wider area which highlight the failures of those professionals who cannot get at the real source of the violence problem as it exists in families. I believe that this results in brain injured children who then pass along the same violence and injuries to subsequent generations. I've been able to experience this generational transfer of violence and injury by means of child abuse during the past ten plus years. I've recognised it for what it was and tried to communicate it appropriately only to have not just been met with a massive failure, but I have had the violence turned against me supported by those in authority who support and help the child abusers to engage in psychopathic behaviour which results in a total "disservices to society."

After almost nine years since I reported the child abuse, that young boy who has grown up with continuous violence carried out by the adults around him against me with the use of surveillance technology in which he has participated is now a verbal public bully making the same abusive shouted remarks as they only he is doing it in public outside my front door and windows. Instead of alleviating the child abuse violence syndrome and redirecting it toward a constructive rather than destructive activity, the behaviour of those in positions of social responsibility has been to create and support the development of antisocial and criminal activity. They have failed to recognise and deal with the extensive child abuse problem which was taking place. Instead they installed surveillance technology against me so that those who carried out the child abuse, antisocial and criminal behaviour could attack me to stop its being reported. This goes on as of this writing.

They have seriously failed to recognise that the abusive parent was an abused child and that this child abuse syndrome is passed along from generation to generation. Thus, the whole family group has a vested interest in hiding their own violence and will go to any length to do so. The mother of the abused child carried out that abuse in the way she had been abused by her mother. Her mother in turn, the young boy's grandmother, was also an abused child. When all three generations are put together in the same confined, one bedroom flat, the abuse against the young boy is magnified since he is getting it from two generations above him as well as the partners of these women who are either active involved or passively permitting such abuse without stopping and/or reporting it. Violent people attract violent people which is why these family groups like this develop. The same pattern of violent behaviour has turned up in the mother's sister and her natural father who have joined in this crusade against me to stamp out the truth so that their violence can continue.

The great failure which can only be intentional is that all these adults and the children of this family group have been carrying out the same pattern of extreme bullying violent abuse against me with the use of surveillance technology. There have been scores and more likely hundreds of people who have participated in all this activity for all these years 24/7, yet not one of them has stopped it or reported it for what it was as far as I know. This tells me that the problem of violent abuse in this society is widespread and that the accepted standard for those in authority is to carry out abuse against the object of abuse rather than look for and identify fundamental causes of this violence. In my case I have never done anything except document completely and report what has been happening. In the case of this BBC research it now becomes apparent that there is no consideration being given for underlying causes of antisocial behaviour.

I believe from my direct experience which is thoroughly documented that these generations of people who are engaged in child abuse are brain injured from their own child abuse and as a result are mentally deficient. They are rage driven obsessives blinded to normal behaviour by a brain whose neurotransmitters are misfiring continously as a result of years of child abuse during development. They realise this and seek to blame any outside source possible starting with the children, each other and then those outside their family group like me who reported the problem. It is significant that the violent abuser blames his/her victim as being responsible for their own violent behaviour. This is a sign and symptom of the violent abuser and well noted in abused women and children. It is not so easily recognised in situations like mine especially when the violent abuser is hiding behind surveillance technology although this should make it all the more obvious.

The behaviour of the mother using the surveillance technology in a completely obsessive manner 24/7 in the way that she does reflects the manner in which she abused the young boy by exploding at very frequent intervals for no reason whatsoever. I used to hear this happening continuously and would often wait for it to occur again once it subsided. She does the same to me with the surveillance technology. She cannot control herself. In my case she manufacturer's allegations with the use of the surveillance technology that are false which have been seen to be false in the past by observers, yet nothing has been done to stop her emotionally disturbed and psychopathic behaviour. Her own mother behaves in the same way, and her son is now doing this as well. It is very easy to recognise this behaviour for what it is, but those with these people see it and go along with it for whatever reasons of their own.

This is a government who has trotted out legal means to attack those who are carrying out antisocial behaviour problems and failed to address the source of the problem. I believe that this failure comes from the inability of those in responsible positions to be able to get it right. Thus, the problems continue as a result of the law and people involved. While Tony Blair has noted that it is necessary to intervene at an early age in the family to redirect potential antisocial and worse behaviour, he fails to recognise the fact that when these problems are brought to the attention of the authorities and to himself as well when the children were young and in infancy, this still had no effect. Worse, however, was that the outcome could not have been more damaging since the innocent, honest, decent person reporting the problem seeking intervention to prevent further harm and stop the violent syndrome from perpetuating itself was attacked while the problem was supported and allowed to get worse devasting the entire community.

These people abusing the surveillance technology evidently feel that if they just hang on long enough they can destroy the surveillance target and say whatever they want to justify themselves and make themselves look good. The problem, however, is that the truth like the unconscious cannot be abused for the reality of what has occurred here will result in increased antisocial, violence and criminal behaviour as has already happened including the stabbing of a police officer on bicycle patrol nearby in October 2005. That truth cannot be ignored. The ongoing antisocial behaviour cannot be ignored. The ongoing violence cannot be ignored. If the source of the problem has been addressed properly as I originally reported it, this environment would be entirely different, but that did not occur.

I do not have much hope for these people getting anything right in the future since the abuse against me is seen day and night yet allowed to continue. Until the real source of the problems is properly identified and addressed as appropriate, there will be no resolution to these problem. Destroying scapegoats like me who report them, will only make them worse. Pretending that the rubbish is not left out all night makes no difference to the vermin. They feed and feast happily. Image management and statistic manipulators only make the problems worse.

One must deal with reality and the truth. Putting surveillance technology into the hands of the viciously violent abusers and criminals is a prime example of what is wrong. Until that is changed, there will be no hope of actually getting anything right for those who need to be the target of surveillance technology will be operating it to protect themselves. Nobody carries out eight and one-half years of 24/7 totally invasive surveillance technology against someone for any legitimate purpose. That very fact belies the validity of what is being done. Allowing it to continue only reflects a seriously corrupt society.

'Autism link' to Asbo youngsters

Teenagers
The charity said the findings raised questions about Asbo policy

More than a third of children given Asbos have underlying brain disorders such as autism, according to a survey.

The study was carried out for the BBC with the Somerset charity for brain-injured children, Bibic.

It suggests that many youngsters are being given an Asbo without having their diagnosis taken into account.

Nearly 37% of youngsters in the sample of youth offending teams questioned were found to have conditions such as autism, ADHD and a low learning age.

A number of Youth Offending Teams (YOTs) - who support the children after they receive Asbos - were questioned in the survey.

Some 38% who responded said that out of 345 of their clients, 127 had brain disorders.

'Disservice to society'

Bibic (British Institute for Brain Injured Children) said their medical conditions made them less likely to understand they were doing wrong.

Spokeswoman Vivienne Howard said: "There are numerous young people out there whose underlying learning difficulties are not being recognised," she said.

"And we're doing a disservice to society by putting these children on a route which sends them towards the criminal justice system and possibly into custody.
