  • Poll 'win' for Litvinenko suspect. Andrei Lugovoi wins a seat in the Russian Duma while the Russian government refuses to extradite him to the UK to stand trial for the London murder of Alexander Litvinenko.

2. Poll 'win' for Litvinenko suspect. Everyone is innocent until proven guilty, but Russia will not allow Andrei Lugovoi's extradition to the UK to stand trial. Instead, he achieves election to the Russian Duma as part of the United Russia party led by Vladimir Putin.

In my situation legal proceedings in March 2001 have been wiped out by those using the surveillance technology who operate with a presumption of quilt to carry out imprisonment, torture interrogation, surveillance technology R&D and medical experimentation on a nonconsenting human guinea pig. All of this is accomplished outside the democratic rule of law by multiple departments of government with deep offense to anyone who values human rights.

Both situations are wrong, but the latter involving me as an innocent target presumed guilty is subjected to extreme punishment with the lethal use of surveillance technology which will eventually kill me. This is knowingly carried out and constitutes assassination of the worst kind. The question is why does the UK government allow this to occur in London by US government agents/contractors while it trumpets and bellows with respect to the assassination of Alexander Litvinenko whom the the prime suspect is the Russian Andrei Lugovoi who is now a legislator there?

Andrei Lugovoi, the main suspect in the radiation poisoning murder of Kremlin critic Alexander Litvinenko, is set to be elected to the Russian parliament.

Entering the Duma would bring immunity from prosecution in Russia.

The Crown Prosecution Service has said it has enough evidence to charge him with the murder of the ex-KGB agent, but he has protested his innocence.

With nearly 98% of ballots counted, Vladimir Putin's United Russia had 64.1% of Sunday's vote.

However, foreign observers have said that the parliamentary election was "not fair".

More than 60% of the voters cast their ballots, officials say

Foreign observers have said that Russia's parliamentary election, won by President Vladimir Putin's party, was "not fair".

The statement was made by a joint observer team of the Organisation for Security and Co-operation in Europe (OSCE) and the Council of Europe.

With nearly all ballots counted, Mr Putin's United Russia had 64.1% of the vote, the electoral commission said.

Mr Putin said the poll was "legitimate" and a vote of public trust in him.

The election "was not fair and failed to meet many OSCE and Council of Europe commitments and standards for democratic elections," the observers from the OSCE's Parliamentary Assembly and the Council of Europe's Parliamentary Assembly told a news conference in Moscow.
