Doctors 'played down danger' of mental patient who killed cyclist

Mental health campaigners called for extra investment in crisis services yesterday after an inquiry into the killing of a man by a psychiatric patient with a known history of violence said the death might have been avoided with better care.

But they warned that Government proposals for reform of the mental health law, to be published today, would not improve the safety of the public and would divert resources urgently needed to improve services.

The damning report of the inquiry into the killing of Denis Finnegan, 50, by John Barrett, published yesterday, found doctors caring for Barrett, who was suffering from paranoid schizophrenia, were so intent on meeting his wishes that they played down the risk he posed to the public.

The 400-page report catalogues failures at every level and highlights poor communication, insufficient monitoring of his treatment, and misjudgements about the threat he posed.

It carries disturbing echoes of the inquiry into the killing 14 years ago of Jonathan Zito, a 27-year-old musician stabbed to death at a London Tube station by Christopher Clunis, who had recently been released from psychiatric hospital. That report sparked a national outcry, and in the intervening years there have been scores of similar killings, each accompanied by its own inquiry, yet the lessons have not been learnt, campaigners said.

Mr Finnegan was on his morning bicycle ride through Richmond Park on 2 September 2004, when he was set upon by Barrett. He had just returned from a year-long trip round the world after taking redundancy from his job as head of corporate banking at the Royal Bank of Scotland.

Barrett had absconded from Springfield Hospital, where he had been admitted the day before. Unlike Christopher Clunis, he was a "restricted" patient in the care of the forensic service of the South West London and St George's Mental Health Trust because of the danger he posed, and should have been closely monitored.

He had previously stabbed three people in the outpatient department of St George's Hospital in 2002. The day before the killing, he had bought the kitchen knives with which he stabbed Mr Finnegan repeatedly. He was caught within minutes, and later said: "With all my heart, nobody should deserve that. I am glad to have been caught."

He pleaded guilty to manslaughter last March and is now in Broadmoor Hospital serving a life sentence.

2. The government is not setting up the necessary requirements with regard to government management to ensure that the public is protected from those who are mentally ill. Instead, it is creating repressive legislation which will allow it to incarcerate those whom it does not like outside the legal justice system for 28 days and then control that person's behaviour in effect destroying someone's life. I've been subjected to this abuse for over eight years 24/7 as a result of false allegations from those who are disturbed, violent and are able to incite others to help them carry out their violence against someone whom they do not like and wish to destroy.

I am subjected to continuous verbal abuse such as "take him out" or "stop him" by these emotionally disturbed child abusers reflecting these people's need to keep the truth of their ongoing violence against me from seeing the light of day by using surveillance technology as a weapon. On Monday and Tuesday of this week I proved that the abuse is coming from them in a coordinated manner and published a portion of that information in this web journal. They have been in a continuous abusive performance argument while I've been preparing this web journal entry as they always do. I document this verbally while I write on a voice activated digital recorder and a video camera in order to provide continuous evidence of what is being done to pervert the course of justice among a whole range of crimes and unlawful acts.

BS, the mother of the abused children, who has been dedicated to using and controlling this surveillance technology 24/7 for eight and 1/4 years since August 1998 has just tried to intimidate those she is trying to incite with "You better come through." Before this she justified her ongoing violence against me 24/7 using the surveillance technology with "It's my job." The threat of violence which they (Lt Harry Bird and BS) use against others from whom they demand submission is that of "revolution" or "riot." They are threatening violence from the antisocial and criminal elements whom they represent against this environment and society. They also imply a threat against me reflecting their ability to kill with the use of the surveillance technology.

Here is a society turned upside down by those who are mentally ill and emotionally disturbed which is reflected in their behaviour and witnessed numerous times by many people who seek to crush the person who is honestly and accurately reporting what is happening. They are using totally invasive surveillance technology as a weapon in an attempt to create mental illness in the hopes of working outside the law to avoid accountability and responsibility for what they are doing.

This is their "job" sanctioned and supported by this government and those in positions of responsibility who are directly present and know exactly what is happening. They have utterly failed to create mental illness in me of any kind and have done the reverse actually creating strength and proving the soundness of my mind and my solid foundation reflected by having been successfull in my endurance and coping with over eight years of 24/7 torture.

The proposed Mental Health Bill as it is re-emerging will serve the interest of the antisocial and criminal types who wish to pervert the course of justice as has been happening here. I am not reporting a danger from this legislation which might occur in the future. I am describing an actual situation which has been going on for many years reflecting an extreme abuse of power to silence dissent and those who would genuinely seek to address and solve real problems. This Mental Health Bill will not address or solve any problems. It will just assure that image management can be maintained while the problems continue to grow and get worse at the expense of the honest, decent and law abiding people who report problems that the antisocial and criminal types want to stop.

Fri Nov 17 13:28:17 GMT 2006: "I'll kill him," threatened Lt Harry Bird just as I finished reviewing the above for publication. He makes this death threat frequently in front of any number of people, and no one does anything about it. "He's mentally ill," said a male as I was writing the preceding sentence. No, this is a false allegation, but those who threaten violence and death as occurs continuously are seriously disturbed and mentally ill. This is just another example of this society turned upside down with those in a position of authority at the present moment allowing these crimes which they are witnessing to continue without stopping them and shutting down this extreme abuse of power.

The proposed Mental Health Bill due out today would be better called a "Witch Hunt Bill."

Controversial laws allowing people with untreatable personality disorders to be detained, even if they have not committed a crime, are to be revived.

The draft Mental Health Bill was axed in March amid much opposition.

But some of the key proposals are to be retained in a forthcoming bill promised in the Queen's Speech which will update the 1983 Mental Health Act.

Campaigners said the plans to update England's 23-year-old laws would represent an abuse of civil liberties.

The draft Mental Health Bill had proposed allowing people to face compulsory treatment even if their condition could not be treated. Under the plans, they would have been able to be held for 28 days before facing a tribunal.

If the government pushes ahead with this it will mean people with mental health problems have fewer rights than someone suspected of burglaries

The bill was first published in 2002 but redrafted several times among much opposition from campaigners, doctors, politicians and academics.

One of the main criticisms was that it made it too easy to detain people with some warning even those with mild conditions may be locked up.

The desire to change the law was largely driven by Michael Stone's 1998 conviction for the brutal murders of Lin and Megan Russell.

Stone was regarded as a dangerous psychopath and it has been assumed he was not held under mental health powers because his condition was considered untreatable.

However, a subsequent inquiry has found this not to be the case as he was receiving treatment but gaps in his care meant he was not given the correct care.

Users flood 'Most Wanted' website

An FBI-style website, aimed at tracking the UK's most wanted crime suspects, has received more than 350,000 hits on its first day.

The site, launched by Crimestoppers, lists police appeals in the UK as well as pictures of wanted suspects.

The Most Wanted site proved so popular on the morning of its launch, it received 21,000 hits in five minutes.

But many people were unable to access the site, Mick Laurie, chief executive of Crimestoppers, said.

The public will be able to view the photographs, CCTV footage and descriptions of the wanted suspects at www.mostwanted-uk.org and contact police by phone or online.

On Thursday night the site displayed a message which said it could not be accessed because it was still "too busy" as a result of its "unprecedented popularity".

It is the first time police have been able to receive crime tip-offs anonymously online, Crimestoppers says.

People accessing the site will be able to view pictures of the most wanted suspects in their own local communities as well as nationwide appeals.

Crimestoppers' founder Lord Ashcroft said that, as an independent charity, Crimestoppers was in a unique position to receive information from the public that the police would never be able to receive.

4. The above most wanted website has added the Child Exploitation and Online Protection (CEOP) web page to its site today for these most series offenders who have absconded from their monitoring procedures and are now loose in a community somewhere unknown to the police.

Missing paedophiles named online

Some of the UK's most wanted child sex offenders have been identified online.

It is believed to be the first time that details of convicted paedophiles have been published nationwide by Britain's law enforcement agencies.

The Child Exploitation and Online Protection (CEOP) centre has set up the new website in an effort to track missing child sex offenders.

Meanwhile, single mothers could be able to check up on new partners to see if they are sex offenders under new plans.

The Home Office is considering proposals that would enable single mothers to ask the police to make the checks, which would have to be supported by reasonable grounds for suspicion.

It is known that predatory paedophiles often befriend single mothers as a way of gaining access to their children.

5. The following proposal boggles the mind in the light of the above quite serious problem. While they cannot monitor known, serious offenders to keep track of these predators, the government is now seeking to vet students. To what purpose? Are they going to keep track of them? If there are not enough resources and expertise to properly monitor serious offenders after release from prison on licence, what does the government intend with the following proposal?

Tougher vetting of students needed to combat campus extremism, expert warns

Clearing, the annual scramble for a university place, should be scrapped and all potential students should be interviewed to ensure campuses are not used as a vehicle to spread religious hatred, a leading intelligence expert told EducationGuardian.co.uk today.

As the government today released its guidance on tackling the promotion of "extremism in the name of Islam" in universities, Anthony Glees warned that more [is/was] needed to be done to ensure students were entering universities for the appropriate reasons.

Professor Glees said that international students should be "vetted" to ensure they were not using study visas as way of gaining entry to the UK. All home students should be also interviewed in a similar way as students applying for Oxbridge, he said.

6. The best of them all is the fact that the supposed British passport security encoding was cracked in 48 hours. How many billions will be spent on ID cards to ensure security when the encryption can be broken quite easily? ID cards are not the way to spend billions and billions for the purpose of security. If you want population control for the most part but not all, then ID cards might prove to be useful.

The government wants a central database on everyone. What the government is not revealing is the likelihood that the brain wave electromagnetic radiation halo can be used on the ID cards as a form of unique identification which can also be used for satellite tracking and surveillance of the kind to which I've been subjected since February 2001 when Colonel Vine and Lt Harry Bird, former US Marines, arrived with their sophisticated surveillance technology for what they called an "experiment." It has been more recently called a "pilot project." What will it be called next? A rollout? The UK is busy getting its satellites in orbit through the EU.

ID cards are the way to ensure that every person has his/her "biometric details," i.e., brain wave electromagnetic radiation halo, encoded on the card but more importantly stored in a central file for identification, tracking and monitoring purposes. What has been happening to me will be happening to everyone in the future. Think about what this will mean for law enforcement, imprisonment and monitoring in the future. A few people will be able to monitor millions focussing on those whom they want to get the most detail. Dame Eliza Manningham-Buller will have the ability to act like Spooks only a whole lot better although it will not be as dramatic. The privacy of one's own thoughts is a thing of the past.

Not very long after I wrote the above, Lt Harry Bird (aka SODM ROCKET) went ballistic and into low earth orbit. Among a great deal of verbal noises he yelled "Restricted." What could that possibly mean? He's told everyone in this environment all about this surveillance technology and even let many use it. "It really works," was one significant comments from such a person. How can anything be restricted if he's given it all away himself?

Cracked it!

Three million Britons have been issued with the new hi-tech passport, designed to frustrate terrorists and fraudsters. So why did Steve Boggan and a friendly computer expert find it so easy to break the security codes?

Six months ago, with the help of a rather scary computer expert, I deconstructed the life of an airline passenger simply by using information garnered from a boarding-pass stub he had thrown into a dustbin on the Heathrow Express. By using his British Airways frequent-flyer number and buying a ticket in his name on the airline's website, we were able to access his personal data, passport number, date of birth and nationality. Based on this information, using publicly available databases, we found out where he lived, his profession, all his academic qualifications and even how much his house was worth.

It would have been only a short hop to stealing his identity, committing fraud in his name and generally ruining his life.

Great news then, we thought, that the UK had just begun to issue new, ultra-secure passports, incorporating tiny microchips to store the holder's details and a digital description of their physical features (known in the jargon as biometrics). These, the argument went, would make identity theft much more difficult and pave the way for the government's proposed ID cards in 2008 or 2009.

Today, some three million such passports have been issued, and they don't look so secure. I am sitting with my scary computer man and we have just sucked out all the supposedly secure data and biometric information from three new passports and displayed it all on a laptop computer.

The UK Identity and Passport Service website says the new documents are protected by "an advanced digital encryption technique". So how come we have the information? What could criminals or terrorists do with it? And what could it mean for the passports and the ID cards that are meant to follow?

7. Last week Home Secretary Dr John Reid spoke before a group of prisoners over here at the nearby Wormwood Scrubs prison during the news reports which were flourishing about the Probation Service's problems relating to Bail Hostels for drugs and serious offences.

As was dramatically disclosed in the BBC Panorama documentary, MAPPA (Multi Agency Public Protection Agreements) were not working between the police, Bail Hostels and Probation Service. John Reid spoke disparagingly before this BBC Panorama programme actually aired evidently basing his comments on the news reports. In the BBC News article below the Probation Boards' Association (PBA) chairman criticises the Home Secretary. There is some justification in this since those at the Bail Hostels expressed frustration about failures they had in notifying the police about problems although they were not free of criticism themselves. The police are part of the Home Office too.

In the article below (read it further at the URL provided) John Reid is noted as saying: ". . . more of the probation budget should be contracted out to private firms and voluntary groups." Now, if you have paid attention of late to the contents of this web journal, you will see that the likes of Lt Harry Bird, Colonel Vine, et al, are in the development position to take over the monitoring of serious offenders when they are released from prison on licence or staying in a Bail Hostel for whatever reasons.

No only can their movements be quite easily tracked, but all that they do will be known. They will have no privacy whatsoever. Drug offenders will be seen making drug purchases, stealing or pimping as one was doing to make those purchases. Also, those child abusers from the serious offenders Bail Hostel can be tracked if they set up grooming children or loitering around public toilets which were also shown on the BBC Panorama documentary. It was quite good.

Lt Harry Bird, Colonel Vine, et al, have been experimenting and developing this surveillance technology against me for the past five and 3/4 years and are trying to sell it to the UK government. When David Blunkett was Home Secretary, he was all excited about it and set in motion programmes which would allow this to be developed in the UK. I keep getting abuse all around because they do not want me to spill the beans about what is actually taking place.

You will see a revolution taking place in the UK with respect to this surveillance technology used in every manner conceivable starting out with situations like those in Bail Hostels, but this will be done by private enterprise. The government departments will slowly be pushed out. Part of this is Dr John Reid's statement as noted that private firms will be replacing the Probation Service in various capacities with its budget redirected accordingly.

Look for this being done by the likes of Lt Harry Bird, Colonel Vine and others with this surveillance technology sold to the UK government after being developed on human guinea pigs like myself in the UK who are innocent but subjected to this R&D based upon false allegations to which the UK government turns a blind eye.

The UK government hopes to get a substantial discount on the purchase of the use of this surveillance technology since it was a partner in its R&D by providing people like me as experimental "cannon fodder" subjects for many years at the cost of our lives. Those providing this surveillance technology service hope to get a wider application base for more development research which will lead to greater sales in the future at a higher cost. Meanwhile, the real costs are in lives of human beings like myself.

No one anywhere ever carries out legitimate surveillance against the honest and innocent for over eight years 24/7 without a purpose. That purpose is becoming more clear. Tony Blair's legacy as the Prime Minister who brought "Big Brother" to the UK is manifesting itself.

Probation chief criticises Reid

A probation chief has criticised the home secretary after he made a speech criticising the handling of offenders.

Probation Boards' Association (PBA) chairman John Raine said John Reid had caused "consternation and resentment" across the service with his speech.

Mr Reid had described the Probation Service as "poor or mediocre" to an audience of 20 inmates last week at Wormwood Scrubs prison in west London.

The Home Office said Mr Reid stood by his comments and where they were made.

Mr Raine said in a letter to the home secretary: "Your focus on areas of underperformance without acknowledgement of the overall record high levels of performance by probation services across England and Wales presented a distorted and undermining picture to a wider public audience.
