Home Secretary Jacqui Smith has announced plans to extend the period that terrorism suspects can be held without charge for up to 42 days.

In an attempt to win over critics, it is planned to give MPs a role in any decision to let police hold suspects for more than the current 28-day limit.

Ms Smith said 42 days would be needed only in "exceptional circumstances".

Ministers have come up against strong opposition from Tories, Lib Dems and some Labour MPs over terror detentions.

In the copy of the Email below that I sent this morning, I relate when I first heard the false allegation "He raped his mother" which had been refuted by a male this morning again using the surveillance technology to make the statement "I assure you that this guy has never raped his mother." There are very interesting and revealing circumstances surrounding this revelation about this false allegation made on the last Wednesday in August 2001 the 29th. Because of the extensive verbal abuse I was receiving from Lt Harry Bird, Colonel Vine, "Jane" and BS while I was away from my home, I started recording this abuse as it occurred with an audio tape recorder this date.

During this period I had been working on the Internet with daily visits to easyEverything on Kensington High Street. This included Saturdays and Sundays for a full seven days a week activity. I did not have a home phone at that time which had gone out mysteriously the year before on 1st March 2000. This is another huge story. My then ISDN connection was not repaired by BT for a week so I cancelled my phone service and did without a landline phone for two years. Thus, I went to various Internet shops and libraries on a daily basis to continue communicating what was happening while carrying out legal and other research.

Lt Harry Bird, Colonel Vine and others had arrived in February 2001 with their most sophisticated surveillance technology joining a surveillance activity that had already been in progress for two and one-half years. I found their 24/7 abuse so extreme wherever I was that by the beginning of July I began sending my daily diary/logs which I had been keeping about this activity for years to the Home Secretary, other members of the Cabinet and a distribution list of others in positions of significant authority relating to my situation. I did this for 60 consecutive days during July and August 2001 seeking an abatement of this extreme abuse. I did not achieve this. You should also note that all of this was happening before 9/11.

During this six month period I was patiently taking continuous notes as I had been doing for years to document the character and capabilities of this most incredible surveillance technology. Ultimately, I learned that those using the surveillance technology could see through my eyes among all the other monitoring activities which this brain wave surveillance technology could provide. There were no implants. This was done only by monitoring the electromagnetic radiation halo surrounding my head.

Usually, I wrote everything on the standalone notebook computer. When I was walking between places and doing things like shopping, I would write about what had happened when I returned home. I would take the standalone notebook computer to the easyEverything Internet shop on Kensington High Street at Argyll Street. I would write notes there about what was happening on the Internet or on the notebook from the verbal abuse which was made possible by the surveillance technology. I copied the previous 24 hours of diary/logs to a floppy and uploaded this onto the system at easyEverything for inclusion in the Emails sent daily.

What was unusual and both informative was the fact that I was extensively verbally abused when I went to the loo (Gents, Toilet, whatever you want to call it). This was possible because the surveillance technology enabled those tracking me to see through my eyes. Thus, they could abuse me in the context of my normal human biological waste elimination which related to what I was doing. They also sought to manufacture false allegations about my activity. Since it was obvious that they did not have a network of surveillance cameras installed in these toilet facilities, this was another series of events which confirmed for me that they could see through my eyes.

Since I was gone from around 0700 to at least 1300 or 1400 each day all year round in any kind of weather, I used facilities in numerous places. I have to point out that this was during the same time I was falsely attacked as being mentally ill, psychotic and depressed. On the evening of the last Friday in July, the 27th, the continuing abuse from psychiatrist Richard Evans, MD, of the St Charles Hospital Acute Psychiatric Clinic, involved the incitement a vigilante mob who went berserk outside under my front window with shouts of "psychotic" that carried on for a considerable time.

I logged at least 70 occurrences of this word and later made a complaint to the Council's legal department as a result of legal proceedings I had brought into the High Court in March 2001 under the Protection From Harassment Act of 1997. This had no effect. Richard Evans was among those stalking and harassing me in the libraries and Internet shops in 2000 and 2001. Somebody or a group of people were disassociated from reality, and it was not me who was doing anything except documenting and reporting to the appropriate authority what was happening to get it stopped. Those using the surveillance technology were trying to be as provocative as possible in order to create a problem. The loos I used were in the easyEverything Internet shops in London at its various locations or facilities near them in Hyde Park, Holland Park, or at the Tesco or Sainsbury's where I shopped.

These locations were sometimes obscure like the Gent's at Sainsbury's where the stall was a closed room inside a concrete area, yet they were still able to pickup the signal from my brain wave halo and see what I saw because they described what I was doing unless I closed my eyes which I did once and got confirmation that this was why they could not see. Those involved were Lt Harry Bird, BS and another female mostly. They all commented abusively on what I was doing tracking all human waste elimination activity. They have been fixated on such human waste elimination activity all these years 24/7. They are a perverted group.

The purpose of this torture was to impact the target in a most negative way in the hopes of causing serious problems of some sort that would lead to a breakdown or outburst which they could then use against the target (me). I looked upon this as an opportunity to verify what they were doing in terms of the surveillance technology and the psychological abuse which centred on human waste elimination that most people consider to be a very private function. With the use of the surveillance technology, this necessary human biological activity was anything but private to those using the surveillance technology and was used as a potential source for anything that they could distort and misrepresent for abusive purposes.

I was also subjected to abuse while walking down the street. The surveillance technology had the capacity to transmit sound with electromagnetic radiation so that I heard all that those using the surveillance technology were saying. I was subjected to death threats as I walked including such things as Lt Harry Bird saying he would like to see a target on the back of my shirt at which he could shoot. There were a multitude of things which were said, and I wanted to note them when they occurred to keep a record of this abuse for my own research and analysis purposes of the kind of torture being done to me.

As a result, I began using an audio tape recorder on Wednesday, 29th August 2001. On that afternoon following my work at the easyEverything on Kensington High Street, I walked through the Edwards Square area to the West Kensington Tesco at the corner of Cromwell and Warwick Roads where I bought batteries for the audio tape recorder. While I was doing so I was subjected to the continuous verbal abuse from Lt Harry Bird as usual keying on whatever I was doing.

This time he started putting on a grand show by yelling and shouting that I was a terrorist, a bomber, and should not be allowed to purchase batteries because I intended to use them for bomb making purposes. He knew that I was buying them to use to operate an audio tape recorder in order to tape notes about his activity while I was walking around and carrying out normal human activities like this shopping.

He went on and on yelling as if he had summoned the Tesco store manager and was pushing him to interfere in my shopping to stop me from buying batteries. I took this as just more abuse. The supposed manager responded that he could not stop me from shopping in so many words. I proceeded to the checkout and departed with the batteries loaded in the audio tape recorder. As soon as I was out of the store, I began making verbal notes about what had just happened when I was purchasing batteries for this purpose noting how absurd and ludicrous his behaviour was as always.

This time, however, as I went north on Warwick Road heading home and was passing the Radnor Arms shortly before Kensington High Street, the woman with Lt Harry Bird whom I called "Jane" said "I can't believe he raped his mother." I made an immediate verbal note of this with the date, time and location using the audio tape recorder. It was the first time I had heard this false allegation from these people.

There had been others up to that point like the terrorist bomber one which had just been made while in Tesco. I assumed that since I had upped the documentation process with the audio tape recorder, they were upping the false allegations with this extraordinarily abusive and completely false allegation. They continued to talk about this as I walked home while I continued to make verbal notes on the audio tape recorder.

Not long after I returned home when Colonel Vine, BS and others joined (or revealed themselves as present) Lt Harry Bird and "Jane," more false allegations along this line began pouring out. Colonel Vine had a long list of similar allegations which included: he killed his mother, his father, a New York City police officer and another person. All of this was complete nonsense, but these were among at least seventeen such false allegations that I've listed so far made by these people and spread around publicly to incite fear and hatred in others.

Because a male said this morning "I assure you that this guy has never raped his mother" I included this in the Email about keeping people incarcerated for extended periods of time a copy of which is provided below. This background information is significant for putting this false allegation in perspective: a very big perspective. Much, much more has happened and continued to happen which necessitated my using first tape then digital audio recorders for notes about this ever escalating abuse from those using the surveillance technology.

"Reveals torture," also said a News24 interviewee when commenting upon the proposed extra length of time for holding suspected terrorists.

'28 days is already the longest in the western world,' he added.

This proposal just reveals that the government security services and law enforcement organisations along with the government as a whole are at the very least incompetent which is to be expected given all the problems which have surfaced so far. There are more hidden problems such as the surveillance technology abuse carried out against me.

I've been subjected to totally invasive surveillance technology 24/7 for more than nine years and a quarter without ever getting anything right. This has turned into an indefinite surveillance activity to cover up massive incompetence at the very least or, in reality, a massive intention to fake allegations by allowing the general public and those whom I reported for child abuse to abuse the surveillance technology 24/7.

I've been imprisoned, subjected to torture interrogation, surveillance technology R&D and medical experimentation all these years 24/7.

Lt Harry Bird began making a series of false allegations on the last Wednesday of August 2001 which included "He killed his mother" and "He raped his mother." These were preposterously untrue but used as constant abuse for torture purposes intended to be as provocative and aggravating as possible while trying to elicit a response of any kind from me. It was also intended to occupy me as much as possible to prevent other activity. This was and is cruel, inhuman and degrading treatment which constitutes torture.

In November 2001 Colonel Vine was asked "Exactly how did he kill his mother" outside under my front window to which he replied "He didn't exactly kill his mother."

Just this morning not long before I got up a male said emphatically "I assure you that this guy has never raped his mother."

Neither of these negating statements from over six years ago nor this morning have had or will have any impact on what Lt Harry Bird or BS, the mother of the abused children whom I reported for child abuse in May 1998, continue say.

They will continue to make these and many other false allegations and false negative characterisations as part of their many years of 24/7 surveillance technology torture abuse carried out against me while stating as fact that they were keeping me a prisoner with the use of this most sophisticated surveillance technology ever known.

I cannot go anywhere without being fully tracked no matter where I am and subjected to verbal and other abuse including surreptitious medication by the use of this surveillance technology. This is intended to make certain that I remain aware that I am imprisoned by its use and can be tortured anywhere. It is also intended distract and divert my attention away from what I am doing hoping that I will make some error at which they can point a finger.

In fact, the false allegations noted above were first made while I was outside returning from shopping at Tesco on the corner of Cromwell and Warwick Roads. I was passing by the Radnor Arms heading north on Warwick Road just before Kensington High Street when I women working with Lt Harry Bird whom I called "Jane" at that time said "I cannot believe that he raped his mother."

This was the first I had ever heard this false allegations which was followed by several others referring to murders which I was supposed to have committed. All of them were complete nonsense, but these false allegations have been broadcast far and wide publicly in this environment ever since that last Wednesday in August 2001 and still go on as of this writing.

This reveals incompetence at various levels at the very least, but, in reality as noted above, this is knowingly and deliberately being carried out and allowed to be carried out for the purpose of fabricating allegations and making false negative characterisations. It is worse than incompetence.

It is the incompetent who cannot do a proper job and know that they cannot do a proper job faking it to make it appear that they are doing a proper job in order to preserve image. No one on this planet except in the most repressive regimes possible if they exist carries out totally invasive surveillance technology against anyone for over nine years 24/7 with a completely dedicated effort to destroy human activity and life.

This government has this capability to track, completely monitor, verbally abuse and interrogate if desired any and all suspected terrorists at any time in any location, but still clings to the idea that it needs excessive incarceration without charge.

This is so much nonsense. This government and the police including the security services are hiding what they are really doing by creating a great diversion of attention with this smoke screen concerning an increase from 28 to 42 days for detention without charge.

They are trying to maintain publicly and for Parliament a level of competence which is way below the reality of what is actually being done and has been done for many years including at least for seven months before 9/11.

It is completely unnecessary as this government and the police along with the security services very well know.

You need to focus public attention on the real issue of what is actually being done to show that this ploy to increase detention without charge is a red herring forming a broad border of the deepest red possible around every page of any written submission supporting this proposal.

Completely outside the legal justice and law enforcement systems I have been:
1. Judged guilty;
2. Sentenced;
3. Imprisoned;
4. Subject to continuous 24/7 punishment with personal injuries; and
5. Slated for execution by the continuous lethal use of this surveillance technology.

All of this has been determined and carried out by those using the surveillance technology.

This is what this Labour government has been doing to me 24/7 for the past nine and a quarter years since mid-August 1998 to keep me from reporting problems among them child abuse with the child abusers allowed to operate the surveillance technology sadistically as outlined to serve this objective.

Despite being fully informed for years, this government has allowed this to continue and attacked me in response to my complaints indicating that it is clearly part of this surveillance technology torture abuse operation.

This is a product of image management. It is what this government is all about as can be seen repeatedly in its failures which become public. That is why it acts in such an extreme manner against anyone like me who reports problems has I have been doing for years described in my web journal and other public web sites.
