1. Management. What management? Mess. What mess?

Recycle Blue Bin Fly Tipping with Orange Bags Sat 14.04.2007 Squirrel Outside Bedroom Window

Here is an example of a well fed rodent waiting for its next meal high up a tree overlooking the fly tipped rubbish meal provided frequently.

Somehow I was expecting this today and not surprised. The Orange Bags for recyclable rubbish are picked up each Saturday morning followed by the emptying of these Recycle Blue Bins out front by the road where the Oragne Bags are deposited on Sunday mornings at about 0830 creating a noise nuisance that will wake me if asleep. I am usually awake due to the surveillance technology abuse against me anticipating this pickup on Sunday mornings. Last Sunday morning, Easter Sunday, these Recycle Blue Bins were not emptied as normal. I do not believe that they were emptied all week long and were full when this morning's Orange Bags were picked up. Thus, the Orange Bags picked up this morning were fly tipped as shown.

I do not know why this happened, but there has been much news about switching to a two week cycle for picking up nonrecyclable and recyclable rubbish in Councils throughout the country. That is, those who live in homes would put out nonrecyclable rubbish (garbage) one week and recyclables the next. They would have to keep each of these kinds of rubbish for two weeks at a time until the scheduled pickup maintaining proper safety and sanitation precautions. This has resulted from a government study which concluced that keeping nonrecyclable rubbish (garbage) two weeks did not create a hazard. The question arose about what people would do who lived in flats like the 900+ units at the Lancaster West Estate. I believe the answer is here.

This is not right because these Orange Bags are not put inside containers properly and remain out overnight feeding the vermin. Also, during the past week some of these Recycle Blue Bins were not properly closed leaving enough space with the lids partially open for vermin to crawl in. I do not know what is happening and will wait and see how this progresses. However, this fly tipping as seen here is not proper and should not be done, yet it is carried out by the Council on the Estate property with a failure to properly coordinate this perhaps altered removal schedule. It reflects a disregard for the hundreds of people who live here. This is a management failure and reflects just another one of these similar to what I I was discussing in yesterday's web journal entry.
