Sun Dec 17 11:19:57 GMT 2006: "Breaking down," said Lt Harry Bird while I was beginning to prepare the information for today's web journal entry. He hates the truth and attacks me like this for collecting, preparing and presenting the information.
1. Sunday morning's recycle Blue Bin pickup. First the recycle Blue Bins with the tipped rubbish and overfilled Blue Bin on left with its lid open which had remained overnight for the vermin feeding benefit before the arrival of the pickup crew.
Twenty minutes later the pickup crew arrives and is getting started grappling with emptying the Blue Bins while contending with the fly tipped rubbish. With the Blue Bin on the right end gone to be emptied the fly tipped rubbish at that end is still hidden by the large board propped against the wall. (The sun is bright reflecting on the window glass making the picture hazy.)
Recycle bin emptying crew make efforts to pick up some of the tipped but apparently recyclable rubbish. However, despite best efforts a small bag already fly tipped on top falls to the ground as its Blue Bin goes over the kerb in photo on right.
After the recycle Blue Bins have been emptied, the overfilled Blue Bin on the left facing the wall remains as do the large black bags on the ground. Most of these are hidden behind the tree, but the same few remain out front of the Blue Bins. On the right edge of the second photo the small bag that toppled off the Blue Bin going over the kerb remains there. The fly tipped rubbish and its covering large board remain at the right end of the Blue Bins. It was there last Sunday too and has not been removed all week long. Why not?
I don't know why this overfilled recycle Blue Bin on the left is not emptied. Recently it was not picked up for three consecutive Sundays and was finally emptied on a Wednesday. It remained looking like that for two and one-half weeks feeding and housing vermin while collecting lots of water from the heavy rains. As it is, the seventh recycle Blue Bin is not being used which leaves only the six recycle Blue Bins. Why was this seventh one added? What's its purpose? Why is it not being emptied on Sundays?
2. The rubbish tipping within following the example set by those in authority outside with the recycle Blue Bins. This is the policy of the Council and tenant management adopted almost ten years ago. This was communicated to me in writing by the Chief Executive of the Council and restated by the then EMB Chair Lucy Daniels. More recently Damian Donnelly has reinforced this policy in writing to me.
The policy is that tenants can put their rubbish on the floor which will then be collected and put down the chutes by the cleaners. However, there is a contradiction in this policy in that efforts will be made to identify those who are putting rubbish on the floor by examining this rubbish which has never been done, but it makes for a good rationalisation. Tenant management creates the image of management without actually doing anything effective. I will publish this correspondence here shortly.
This policy is intended to cover the failure and inability to provide adequate rubbish disposal facilities that people will actually use. As it is and has been for the past decade, all the tenants pay for the cleanup carried out for those who put their rubbish on the floor or stack their furniture and big items here too so that more expense is incurred by all the tenants for its removal.
This is a means of punishing everyone with a financial penalty for what a portion of the tenants do. Had the money expended on this daily cleanup behind the recalcitrant for the the past decade been used to provide adequate rubbish disposal facilities, this problem would have been solved long ago. By so punishing people tenant management hopes to drive people into its management activity by perpetuating this problem. Call it a kind of blackmail. Once in the tenant management activity they find out that there is no intention of solving this problem. Pretension like this are used to build organisations.
This continues to give tenant management a convenient excuse to blame tenants for their management failures while they cry 'oh woe is me what can we do' about this situation. Undermanagement in this demented manner keeps everyone employed at the tenants' expense with blame assigned to a convenient scapegoat: the tenants themselves. This is not tenant management in any meaningful sense of the term. It's a combination of exploitation and blame to cover up incompetence or worse.
A week ago Friday last, 8th December 2006, in the afternoon: the first photo below on the left shows the rubbish stacked inside the second floor rubbish chute area by the front door. The rubbish chute opening itself on the left is covered by the rubbish which is stacked high. These photos are looking down from the third floor. On the right to the right of the plant pot is the rubbish chute safety door itself on the floor. The second photo on the right is a close up of this. Despite the fact that there is no rubbish chute safety door in place making for a wider opening, a significant amount of rubbish is stacked on the floor without being put down the rubbish chute, and it also covers the rubbish chute opening.
Think about the feast the vermin are having here and relate this to the recycle Blue Bins which are just outside the front door next to this second floor rubbish chute area. This is a breeding and feeding ground for all sorts of vermin. This is also a fire hazard. This is a serous safety and health danger.
One week later on Friday, 15th December 2006, the rubbish chute safety door is still out of the rubbish chute. This is a grave safety threat to children. This opening is very close to the ground and easy for a child to climb in and fall into all the accumulated rubbish in the basement road area unless it has been removed. Then the child falls a couple floors to the hard concrete below. Along with the open rubbish chute in the left hand photo below, the rubbish chute safety door is shown on the floor in the same place in the photo on the right below.
3. And now we trace this antisocial behaviour health and safety threat back to the flats themselves. Those people in the adjacent flat who have engaged in the noise nuisance for many months as described recently and who are associated with the surveillance technology abuse against me 24/7 have left a large cardboard box outside their door. If my memory serves me correctly, this is now explicitly forbidden in the tenancy agreement.
Since this antisocial abuse turns up from time to time from these people, I notified tenant management quickly by Email when I saw this. I do not want vermin attracted here and entering my flat because they are leaving something outside their door. The next day it was still there, and a couple large plastic black bags were added. I sent another Email to tenant management about this problem in the proximity to my flat's front door.
The daughter, BS, of the tenant in this adjacent flat is the one who has operational control over the surveillance technology being used against me. She sees everything that I do including the photography of these antisocial nuisance box and bags outside her mother's flat door. I start getting intense abuse from Lt Harry Bird and BS when I am making these photographs especially when it applies to BS's mother. Then when I send an Email to tenant management about this problem, I am attacked even further with a great effort to intimidate with as mush abuse as BS and Lt Harry Bird can muster on behalf of BS's mother.
I was quite surprised to see this cardboard box there a day later and even more surprised to see a couple large black bags added. This showed a total and deliberate disregard for fundamental standards and other people which I get continuously by means of the criminal abuse of surveillance technology from these people for the past eight years and four months 24/7 along with the excessively loud music and other antisocial behaviour 24/7 from this flat which I've been reporting to tenant management as also recently described here. This occurred on Tuesday and Wednesday, 28th and 29th November 2006. On Friday, 1st December 2006, BS's son started a very intense campaign of verbal abuse outside under my windows which has continued almost daily since that time.
This is a most serious problem since I believe that he is still underage, and he was the child most abused about whom I reported the child abuse to the Chief Executive of the Council on Tuesday, 5th May 1998, which started this whole activity on their part against me. What I believe is happening now is that the grandmother and mother are further abusing this child by exploiting him to carry out antisocial behaviour directly against me on an almost daily basis by yelling outside in public in the proximity of my windows.
He is repeating loudly and publicly all that they have been saying for these eight plus years. This beggars belief. This is proof of what I originally reported and displays the failure of the entire system which I have been describing all these years. Here it is occurring once again, and because he yells this abuse in public while I am recording, I have gotten hard evidence of this fact. The problem, however, must be traced back to its source. This is not the child's fault. It is the fault and responsibility of the grandmother and mother along with others. This is why I keep demanding that the surveillance technology abuse be stopped. It is providing the foundation for this whole scenario of abuse.
Recently, when this child was yelling his abuse outside, a woman asked "Where's your mother." If the truth be told, she was busy carry out abuse against me with the use of surveillance technology while her son was doing the same thing loudly and verbally outside in public. She has raised him to be antisocial and bullying just like herself. They, the grandmother and mother, were and are using him to foment mass hysteria among those in this environment to create an emotional mob reaction.
This has been going on intensely for two weeks now including extreme antisocial behaviour from this adjacent flat to keep me from communicating the hard evidence about what is happening which is well known to them as a result of the usage of the surveillance technology. Judging by what has been said the child's extreme antisocial bullying behaviour outside in public is related to the fact of my reporting the extensive antisocial behaviour which comes from this adjacent flat as well as the abuse of the surveillance technology by BS, Lt Harry Bird and others 24/7. They are using this child to retaliate against me in public hoping to incite others because they themselves cannot do so like this in public although they accomplish the same thing with the use of the surveillance technology.
