The fly tipping has increased during the past 24 hours on top of and next to the recycle Blue Bins out front. There are several more bags added to the one that was present yesterday morning, and it appears that there is some more debris added to the right end by the kerb as compared with yesterday's photograph. See Saturday's and Sunday's web journal entries for overviews of this activity set against comments about three star tenant and Council management described on Friday last.

1. There was no heat and hot water this morning. Since there was no hot water, this meant that the boiler had gone off some time earlier probably yesterday. If it goes out during the night, the hot water tank in the flat stays hot for a considerable length of time allowing for a bath in the morning. This was not the case this morning. There was none at all. A couple weeks ago the heating was off for three days in a row, but the hot water was available.

I keep hoping that with all these outages (there have been several recently) there will be central control at the boilers to turn on and off the heating during the summer and/or hot weather. We've just had a scorcher of a weekend with temperatures in London up to 26C and 27C on Saturday and Sunday respectively. This was way above normal for this time of year. As can be seen in the bottom of the photo above, the leaves are on the trees already. They've been in the process of budding for some time.

Heat, hot water and water are billed separately and not included in the rent. The amounts which have become effective with the new fiscal year just started as of 2nd April are extraordinarily high but down a bit from last year thank goodness. These are charged on a weekly basis: heat and hot water is бё13.89 per week, and water rates are бё4.88 per week. This is a grand total of бё18.77 per week for these charges which are centrally determined and allocated. None of this has anything to do with my usage and is out of my control.

I hardly use any water at all but pay almost бё5 per week for the privilege of supporting other people's water wastage. Despite having asked twice many years ago for the free water meter offer from Thames Water at that time, this was declined by tenant management. I recently received a letter from Thames Water describing that they were starting out on a mains pipe replacement project for the whole area and would replace the meters.

In this environment this means the meters for the area as a whole. Then someone allocates water expense. No matter how much I try to conserve water it has no impact on what I pay. I also have no control over the heating. I hope that they can turn off the heat at the boiler centrally this summer to avoid using the fuel whose cost gets allocated centrally too.

Amid all the abuse I get from those using the surveillance technology is the continuous demand to "Get/pull/take/bring him out" along with other variations on this same theme. Just a couple days ago a male said "We're going to cut off his services." Of course, this led to a comment from me for note taking purposes about harassment from slumlords who do this same thing to drive undesirable tenants out who legitimately complain about serious problems. Just making this statement constitutes harassment.

This attempt to drive me out has been going on here for the past almost nine years from the abuse of surveillance technology in the hands of the tenants and others since I reported the child abuse in the flat below. The abused children's mother (BS) who:

1) does not live here;
2) seeks possession of my flat;
3) [whose] mother is the tenant in the flat below where she used to live;
4) has operational control of the surveillance technology; and
5) has been present 24/7 all these years

was a key voice in demanding my removal this morning as she does continuously around the clock while carrying out nonstop torture abuse using the surveillance technology as a weapon.

Heat and hot water is an essential service that has now been stopped after someone threatened to cut off my services. Of course, I take this outage in the light that it must be a problem that is impacting everyone since it is centrally controlled, and I do not attribute this outage to this guy's threat which is the first time I have heard such a threat. However, I am maintaining a log of everything so that time will tell what is happening overall and specifically in my situation. The piping systems for heat and hot water are separate, so that if they both go off most likely this is a central boiler problem for everyone.

Incidentally, my cold water has been re-routed through a cold water tank in the flat below and used for the surreptitious administration of medication. On at least one occasion I believe that this was the source of a serious illness from contaminated cold water. Sewage sampling has taken place in the flat below for all the water sewage which flows out of my flat. This has involved a serious incident after I flushed the toilet when it sprayed all over below with a young girl present. On another occasion the partner of the tenant in the flat below was complaining about the faeces in the container they were using but was ordered to "clean it out" by BS. This also led to frequent backing up of my sewage drain water into the bathtub. At one point I was bailing out the bathtub into the toilet until I could get the drain stoppage opened.

Now I wonder what other services might be vulnerable especially after my web journal entries of the past three days? There is no end of activities which have been carried out against me by tenant management. There is no telling what this group might do. All one has to do is look outside to see the deliberate disregard that occurs with respect to the fly tipping in the recycle Blue Bin area.

2. Here's just one example of antisocial behaviour from the flat below: leaving rubbish bags outside its door as occurred Saturday last, 14th April 2007, and some examples of this pattern of behaviour over the past few months. I did not look for this and have only noted these on my routine excursions to go shopping or run various errands. After I sent the Email response to the "Buzz Off Buster" tenant management Email I received and published here on the web journal Friday, 13th April 2007, extraordinary antisocial behaviour started from the flat below which will be described shortly.

As noted above, a key operator of the surveillance technology 24/7 is associated with that flat. That Email published here on Friday, 13th April 2007, told me to go to the police, the antisocial unit or do it myself, hence the "buzz off buster" message characterisation. This rubbish dumping by flat doors here can only be addressed by tenant management who have failed to do anything effectively about this for years. Is that because they do it themselves? These people obviously feel enough to be immune from observing any fundamental standard which respects other people as I experience continuously especially during the past two-week Easter holiday.

This sense of immunity is provided, I believe, by the use of the surveillance technology against me because I document and report this activity which is seen by those using the surveillance technology. They must feel that they have a special dispensation to do anything they please no matter what imitating tenant management's disregard with respect to fly tipping outside as noted surrounding the recycle Blue Bins described in Saturday and Sunday's web journal entries. Tenant management does not set a very good example.

Remember that those using the surveillance technology know all about this activity and my documentation and reporting of it, yet it persists. That can only mean that those carrying out surveillance technology are operating on a double standard. That's always apparent to me by the constant abuse to which I am subjected through the surveillance technology, but here's evidence of the fact that this antisocial behaviour persists from the flat below. There's no two ways about it. Antisocial behaviour covers a wide spectrum of activity which manifests itself in any number of ways by the same people. It is not just the rubbish dumping outside this flat door which is important but the fact that it is part of an overall pattern of general disregard for others originating from this source.

	On Saturday morning last, 14th April 2007, there appeared a rubbish bag outside the flat door below. Putting rubbish outside one's door is prohibited for very good reasons. Saturday morning's are recycle Orange Bag pickup days, and it's OK to leave Orange Bags out in the morning for pickup but not rubbish (garbage) bags such as this which is not a one off occurrence but part of a pattern of such activity as evidenced below.
	Back on Tuesday, 28th November 2006, this apparent rubbish box was noted outside the door to the flat below.
	The following day, Wednesday, 29th November 2006, not only was the apparent rubbish box still there, but two black rubbish bags had been added at some point during the previous 24 hours.
	A couple days after New Year's Day on Wednesday, 3rd January 2007, this black rubbish bag was noted outside the door to the flat below.
	Again at the end of February on Wednesday, 28th February 2007, at 2159 this black rubbish bag was noted outside the door to the flat below. I assumed it remained there all night but did not go out the next morning to verify this. I have only noted these in my normal comings and goings. I'm not out looking for anything.
	A couple days later on Friday, 2nd March 2007, there's a black rubbish bag outside the door to the flat below indicating once again that this is a frequent activity.
	On Tuesday, 20th March 2007, at 1700 there is a black rubbish bag outside the door to the flat below. I noted this after returning from posting a letter across the street.

3. Speaking of heating here's a temperature, humidity graph from inside my living room for the past five and one-half months. It shows the reasonable temperature in the living room during the five months of autumn and winter. The temperature rises in April and goes up high due to the recent heat as described above. However, the humidity has been low recently which is a bonus.
